Mayor Unterer Dorfplatz Grainau Tel: 0049 / 8821 / jo.schaeffler@t-online.de 1.2 MAIN ACTIVITIES CARRIED OUT DURING THE WHOLE DURATION OF THE CASE STUDY Elaboration of a development concept for the renewal of the village centers and the Waxensteinstrasse in Grainau. The case study focuses on raising the attractiveness and the residence-quality within the village. The concept is thoroughly adjusted according to the requirements to support prosperous economic and tourist development. The company Plankreis Munich was assigned with the planning activities for the renewal. First planning phase is finished. As a first step there will be implemented the renewal of the chapel place, (until summer 2006). The planning and the implementation of further steps will be subsequently and continuously realized. The second section covers the planning of the renewal of the lower village square. The affected inhabitants and interested locals are being involved in the planning process (e.g. collecting ideas/ decision on designalternatives etc.). Furthermore the Plankreis was advised to elaborate an integrated action plan which synthesizes the results, ideas and measures of all AlpCity Case Studies in Grainau. This integrated action plan has been designed in a manner that it can be amended by further 2

3 ideas and measures. The first version has already been finalized. The integrated action concept includes various modules which contain interfaces and interactions between various measures and ideas of the particular case studies. It is at any time expandable. The figure below visualizes the design for compiling the integrated action plan. All external experts involved in the Grainau-AlpCity case studies participated realising this concept. AlpCity Stand: Economic Development Service and Quality of life Urban environment Business and trade location appraisal General Tourism Renewal village centre Children exchange Grainau - Turin Family with children Nature and sport Wellness & conference Landscape preservation concept Concept for small trades Zugspitz-Card Kinderlandort Geological hiking trail WellVital Adventure trail for families Field name trail Integrated action plan As a follow-up module for the integrated action plan the Alpine Research Institute was assigned to elaborate a landscape preservation concept for Grainau 1.3 ACHIEVED RESULTS AND DISCREPANCIES FROM PLANNED ACTIVITIES AND EXPECTED RESULTS (Please explain the reasons for occurred discrepancies) - Establishing the local steering committee with all external experts form trade, tourism, the government Upper Bavaria and the municipality Grainau - Ascertainment of fields of action and priorities - Realisation of the renewals in Grainau - Inclusion of a detailed list of strengths, weaknesses, opportunities, threats and critical issues / problems to be faced into the integrated action plan - Definition and inclusion of objectives/strategies and measures into the integrated action plan - Participation /Involvement of the general public / the inhabitants in local decisions - Raising awarness and self confidence of local population as a important step for 3

4 recoginizing the exeptional an unique village character in Grainau - Assignment of a landscape preservation concept as a follow up module for the integrated action plan 1.4 INSTRUMENTS PROPOSED/REVISED/FINALISED SUCH AS TENDERS, CONVENTIONS, AGREEMENTS, MANUALS ETC. - Agreements between the Plankreis and the municipality Grainau are made for the renewal of the chaple place - finalization of the integrated action plan which can be extended with further modules at at any given time 1.5 IMPACT ON THE LOCAL ENVIRONMENT /ACTORS and STAKEHOLDERS One important step of the implementation of the integrated action plan is the renewal of the village chapel place, the village will recover its original character through this measure. Further steps will follow. This is important for both the economic interests of the population and the tourism in Grainau. An additional important effect induced through the improved attractiveness and measures implemented in Grainau will be the elevation of people s living conditions. Through the measures taken the framework for tourisms and trade will be upgraded. Therefore more income for the local stakeholders and as a secondary effect for the municipality is expected in Grainau (more trade/business/high quality tourism). However, the overall consequences can not be fully assessd at this moment. 1.6 MAIN CRITICISMS AND STRATEGIES FOR OVERCOMING THEM The main problem was, that the co-operation with the Plankreis Munich went on very decelerated. The forthcoming of the project was endangered by those delays. Due to exerting pressure and pushing forward the project the municipality managed to put the planners back onto the time schedule so that the measures taken now will be implemented on time. It took additional effort and more work for the municipality in order to realize an on time the renewal of the chapel place and the village places as well as the Waxensteinstraße. 1.7 LESSONS LEARNED One of the factors of success is the assignment of external experts for the consultation. Neutral persons enabled to mediate and communicate the impressions, requirements, wishes and prejudices objectively between other experts, Gouvernment of Upper Bavaria local stakeholders and the muicipality and on basis on the informations given elaborate solutions. 4

5 1.8 CASE STUDY S FOLLOW-UP (envisaged development of the case studies after the end of the AlpCity Project) The study will definitely continue after the end of the AlpCity project. At present the first step is done (renewal chaple place). On the basis of the integrated action plan further proceedings and solutions are pointed out, which will be implemented step by step. The necessary pre-condition for the realization is A condition for it is naturally a secured financing. SECTION II HIGHLIGHTS FOR CO-ORDINATION 2.1 METHODOLOGY AND STRATEGY WITH REFERENCE TO INTEGRATED PROJECTS (PARTNERSHIP LOCAL SOCIETY/LOCAL AUTHORITY EMPOWERMENT CIVIL SOCIETY INVOLVEMENT - OTHER ) Integration, adjustment and synthesis of all expert analysis and expert studies and results (counter current process: bottom-up <-> top-down) Setting priorities and start of implementation with support through co-operation with the government of upper bavaria (financial, organizational issues) 2.2 COLLABORATION BETWEEN THE SUBJECTS WHO ARE IMPLEMENTING THE CASE STUIDES (UNIVERSITIES/NGOs/RESEARCH INSTITUTE etc. ) AND THE LOCAL ACTORS Close collaboration of the municipality and town council (overall co-ordination and guidance, final decision maker) private stakeholders (opinion leaders, key persons of the relevant sectors) delivering input, suggestions, wishes (internal view) experts (intersectoral integration of the measures and objectives proposed in the various expert work groups/elaborated studies namely between the various case studies implemented with the help of AlpCity close interrelation and regular co-ordination meetings with all participants) delivering an objective external view and analysis, revealing deficits and developing concrete steps for improvement of situation ->guidance of local stakeholders as neutral moderators presenting a realistic image of the present situation and the reasons for deficits organization of additional support of the university of Hannover and the University of applied sciences Munich (student projects organized by the municipality in collaboration with external experts) for delivering further input for improvement measures (additional objective, external view) opportunity for a low-priced high quality analysis 5

6 2.3 ELEMENTS OF INNOVATION OF THE CASE STUDIES IN TERMS OF STRATEGIES/APPROACH/ACTIVITIES/METHODOLOGY The chosen working methods /strategies / approaches are not particularly new from a global view. However the applied methods facilitated the collection and elaboration and further development/implementation of a very good and vast deal of innovative, creative ideas. Combination of bottom up and top down method Utilization and combination of expert know-how, know-how of local stakeholders and universities Intersectoral adjustment, integration and combination of results for development of suitable common strategies and particular strategies for each sector 2.4 ELEMENTS FOR THE CASE STUDIES REPLICABILITY Combination of bottom up and top down method Overall guidance and co-ordination by the municipality Utilization and combination of expert know-how, know-how of local stakeholders Intersectoral adjustment, integration and combination of results for development of suitable common strategies and particular strategies for each sector Motivation, integration and involvement of the local population (this is possible foremost in small alpine towns) neutral external moderators presenting a realistic image of the present situation and the reasons for deficits Early clarifying of the decision procedure concerning setting of priorities, which measures are to be further pursued and how this will be financially and personnel organized in order to ensure a fast and target-oriented implementation An expert based economic analysis and evaluation including steps and measures for a successful development by exploitation of local resources and involvement of local stakeholders is considered as transferable Strong guidance and communication of the municipality / discussions and dialog with the stakeholders and experts is perceived as a factor of success foremost in the long-term 2.5 SYNERGIES WITH OTHER CASE STUDIES Close interrelation of all case studies (various WPs) implemented in Grainau itself integration and adjustment of a common strategy and at the same time establishing of individual objectives and measures within each case study (overall co-ordination and guidance by the municipality) 6
