1 1. PURPOSE Portland Community College (PCC) desires to purchase the services described below. This will be a single award Contract where one Consultant is selected to provide the desired services. This RFQ will establish the selected Consultant, the level of services, and the amount of compensation to be paid to the selected Consultant. The anticipated start date of services is on or about November 1 st, 2015 PCC desire a full-service Consultant to provide the desired services in accordance with the mandatory requirements of this RFQ. The selected Consultant will provide all or part of the specified services for PCC. While we will describe the services we desire in some detail, in your Proposal you may amplify our specifications and offer other services we have not mentioned. 2. DESCRIPTION/SPECIFICATION The PCC Board of Directors is seeking proposals from only those firms who have successful search and placement experience with presidential positions in community colleges and who have demonstrated experience in the recruitment and final selection of racially and ethnically diverse candidates. Scope of Work The successful search firm/agent is expected to guide and counsel the PCC Board of Directors and to provide specific work products that facilitate the presidential search process for Portland Community College. The successful firm will: 1. Recommend the approach and methodology to be used for the search and selection process. Work with the Board of Directors, Search Co-Chairs and Interim President to adjust that approach as needed for the college s unique needs. 2. Serve as a consultant to the Board of Directors, Search Co-Chairs and Interim President to develop and facilitate the search process including establishing and recommending a timeline and milestones. Immediate input is requested on the best timeline to attract high-quality candidates given the start date of this search. 3. Be familiar with the work of the Aspen Institute s College Excellence Program, specifically its Hiring Exceptional Community College Presidents: Tools for Hiring Leaders Who Advance Student Access and Success. 4. Have experience in the administration and analysis of psychological or personality trait assessment tools (e.g. Myers-Briggs) as they might relate to a presidential candidate profile. 5. Respond to requests from the Board Chair, Search Co-Chairs or Interim President within 24 hours. 6. Provide recommendations that will assist the Board of Directors, Search Co-Chairs or Interim President with the establishment of an effective search committee. 7. Make recommendations regarding the development of the position profile and announcement/recruitment documents. 1 P age
2 8. Recommend and develop recruitment strategies to achieve a highly qualified pool that includes racially and ethnically diverse candidates. 9. Assist with review and screening of applicants as deemed appropriate by the Search Co- Chairs within the structure and methodology established for the search. 10. Provide information to candidates, as appropriate, to help them understand the college, the PCC district and its needs as well as relevant information regarding the Portland region and the Pacific Northwest. 11. Coordinate and/or complete reference and background checking for applicants in accordance with criteria developed with the Board of Directors or Search Co-Chairs. 12. Provide and submit reports to the Board of Directors and Search Co-Chairs at completion of major milestones or upon request. 13. Maintain highly professional and confidential communication with all participants in the search process. All products and services provided will be in final form unless specified otherwise. Consultants should be prepared upon arrival to meetings or conversations and are expected to do any validation or clarification ahead of these interactions to ensure the appropriate information is ready. 14. Agree to the consultant and any staff assigned to the search signing and adhering to a confidentiality agreement regarding the exchange of information during and after the search. 14. Perform duties within the scope of a presidential search as designated by the Board of Directors and Search Co-Chairs. Submission Format 1. Please provide a brief profile of the firm and its location and primary contact information. Also include the key contact person s name, address, and telephone. 2. Provide the name, title or position, and telephone number of the person who would have primary responsibility for the college s project. Identify any other person(s) proposed and the role and responsibilities as it relates to the college s project. Provide a resume for each of the named persons and specify their relevant skills, experience and accomplishments. Each resume should include at least two professional references and contact information. Any staff substitution must be approved by the college. 3. Describe your firm s general approach and methodology, and how you interpret your role when filling executive leadership positions. Include an overview of the process, project requirements, and tasks to be completed. 4. Describe your firm s strengths and experience in executive searches for the chief executive officer of community colleges. Include at least three (3) references of successful searches your firm has performed in the last five (5) years and note the name of the firm s representative on each of these searches. Provide reference contact names for each of those searches including both Chair of the Board of Directors and College/Board Liaison at the time of the search. 5. Identify any particular strategies you would recommend to ensure a highly qualified pool that includes racially and ethnically diverse candidates, including the firm s philosophy concerning equity and inclusion, advertising strategies, additional recruitment efforts, etc. 6. Identify methods used to ensure confidentiality of the search process as well as compliance with legal requirements. 2 P age
3 7. Disclose any work your firm does in support of applicants, paid or nonpaid, including placement services, candidate preparation or candidate coaching. Disclose any other work your firm is engaged in that would potentially be seen as a conflict of interest including current searches for other educational entities. 8. Although the total cost of the consulting services contract will depend on finalization of the scope of services, please submit information on how fees are calculated, the rates of named consultants, and the level of detail provided with billings, schedule of billings and how they relate to completed work. (Provide a sample invoice showing detail). 9. Provide a sample of your consulting services contract. 10. Provide examples of specific work products your firm created/assisted in creating for prior searches including, profile, job description, advertisements, interim reports, and applicant package. 2. 5 Appendix B: Institutional Profile Through five decades of growth, Portland Community College (PCC) has evolved into Oregon s largest post-secondary institution, with 4,000 full-and-part time faculty, staff and administrators serving around 90,000 learners each year with academic, career technical and continuing education as well as lifelong-learning opportunities. The 1,500 square mile PCC district encompasses a multi-campus system with four distinct campuses and several regional centers. More than two-thirds of households within PCC s district include someone who has taken a class at PCC. The student population is also among the most diverse in Oregon. More than 45 percent of all degree-seeking students at PCC are the first in their families to go to college; around a third are of color; and more than 60 percent are non-traditional students over the age of 25. Institutional culture strongly reflects the communities that PCC serves, with fundamental values around student success, opportunity, accessibility, racial and ethnic diversity, equity & inclusion, sustainability, and innovation. In November of 2014, PCC s Board of Directors approved the College s strategic plan ( The district president will continue to lead the college in the implementation of this five-year plan. The PCC district president serves in a multifaceted leadership environment. The four PCC campuses are led by presidents with their own scopes of influence within a one college structure. The PCC president also interacts closely with two boards a seven-member publicly elected board of directors and a volunteer fundraising board and with two labor unions representing classified employees, faculty and academic professionals. The college s funding model represents a nearly even split between tuition and fee income on the one hand, and public funding from state general fund dollars and property tax revenues on the other. In 2015, the Oregon Legislature passed a landmark bill to help recent high school graduates attend community college. Meanwhile, private fundraising raised around $3.6 million last year, focused largely on scholarships and support services for underserved students. 5 P age
