1 CITY OF DENISON ADMINISTRATIVE ACCOUNTING CLERK I Essential Job Duty: Bookkeeping and Accounting for the City of Denison. General Statement of Duties: Under general supervision, to participate in the processing of the accounting system records and the preparation of fiscal reports; and to perform related duties as required and act in the absence of the City Clerk. Distinguishing Features: The employee in this position performs the bookkeeping functions for accounts payable, accounts receivable, payroll quarterly and yearly reports. The work requires a high degree of accuracy and alertness to detail. Close cooperation with other City departments and vendors is required. The employee in this position will work under general supervision. The work is verified by internal checks and balances and by the immediate supervisor. Date of Analysis: September 28, 2016 Date of Last Review: September 28, 2016 Schedule: 8:00 a.m. to 4:30 p.m. Frequency Levels: The following three frequency levels are defined by the Department of Labor (DOL) and applied to the essential tasks: Rare to Occasional (R/O) Frequent (F) Constant (C) 0-20 times during a shift or up to 33% of the time times during a shift or 33-66% of the time Over 100 times during a shift or % of the time Physical Requirements: The following (DOL) terms for physical requirements and weight classifications: Sedentary Work (S) Sitting for 6 hours of an 8 hour work day with lifting of no more than 10 pounds occasionally. Possible frequent lifting of small objects weighing less than 10 pounds such as files and small parts. Light Work (L) Lifting no more than 20 pounds on an occasional basis and up to 10 pounds frequently. Typically requires standing and walking for 6 hours of an 8 hour day (certain light jobs may require continuous sitting and entail the consistent use of either hand or foot controls). Medium Work (M) Maximum occasional lifting of up to 50 pounds; frequent lifting of up to 25 pounds. Typically on feet 6 hours of an 8 hour day. Heavy Work (H) Maximum lifting of up to 100 pounds with frequent lifting of weights up to 50 pounds. Typically standing and walking 6 hours of an 8 hour day. Very Heavy Work (VH) Maximum lifting of over 100 pounds with frequent lifting of weights up to 50 pounds. Standing and walking for the majority of the work day.

Reviews payroll reports and maintains payroll deduction reports; 2. Prepares monthly reports for various departments, along with monthly, quarterly and yearly reports for payroll; 3. Processes invoices for payment and enters them on the computer financial system; 4. Accumulates material data safety sheets; 5. Updates acquired fixed assets to the fixed asset schedule; 6. Writes checks for payment of invoices, bond principal and interest; 7. Files and processes work comp and liability claims; 8. Prepares sales tax forms;
3 9. Orders supplies; 10. Maintain City Hall petty cash fund; 11. Closes month end and runs appropriate reports; 12. Balances city accounts with bank statements; 13. Operates office machines such as computer, copier, calculator, and typewriter; Frequency Levels: C Physical Demand Codes: A,B,C,D,E,F,G,H,I,J,K,M,N,P,Q,R,S 14. Obtains bids, quotes, and coordinates purchases for all City departments; 15. Assigns and processes purchase orders for city purchases; 16. Prepares monthly city statements; 17. Processes W-2 s, 1099 s, and all calendar end of year and fiscal end of year forms.
4 18. Maintains all files for payroll, accounts payable, calendar end of year, and fiscal end of year. Physical Requirements: L 19. Performs other clerical functions as assigned. Physical Demand Codes: A,B,C,D,E,F,G,H,I,J,K,L,M,N,O,P,Q,R,S,T,U Required Knowledge, Skills and Abilities: Thorough knowledge of clerical accounting methods, forms and techniques; knowledge of departmental practices and procedures relating to the processing and recording of transactions and account information; knowledge of the principles of financial reporting; ability to maintain a variety of clerical accounting records, ability to read and post numeric data accurately; ability to work with increasing independence and responsibility; ability to handle varied tasks simultaneously; able to pass a proficiency exam in keyboarding; skill in the operation of a computer, typewriter, calculator and standard office equipment, telephone skills. Ability to cooperate with customers and co-workers. Other skills include comprehensive reading, writing, calculation; ability to develop a project and follow through to completion; communicating with the public; ability to use discretion in working with vendors, following ethical procedures; practice confidentially; deal with deadlines; answer questions; and prioritize projects. Required Physical Activities: Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate effectively with others in person and over the telephone. Other physical activities include walking, reaching, grasping, pushing, pulling, repetitive motions, stooping, kneeling, crouching, and finger dexterity. Physical Characteristics of Work: Work is primarily sedentary and requires sitting and/or using various computer equipment 75% of the time; and standing and/or working 25% of the time. Frequently requires the exertion of up to 10 pounds of force, and infrequently requires the exertion of pounds of force to lift or otherwise move objects. Vision Requirements: Sufficient vision, with or without reasonable accommodation, which permits the employee to prepare, review and file a variety of written documents in both electronic and hard copy forms. The minimum standard needed for those whose work deals largely with preparing and analyzing data and written information, accounting, transcription, computer terminal and/or extensive reading. Environmental Conditions: For most positions in the classification, the worker is not substantially exposed to adverse environmental conditions. In some positions, the worker may be subject to noise, vibration, mechanical hazards, electrical hazards, chemical hazards, or atmospheric conditions that affect the respiratory system or the skin. Acceptable Experience and Training: Graduation from high school or an equivalent and two (2)
5 years of experience in an area related to clerical accounting; preferably completion of a 2 or 4-year business or accounting course or any equivalent combination of training and experience which provides the required knowledge, skills and abilities. Supervisory Responsibilities: The job has no supervisory responsibilities. Distinguishing Features of the Class: The class differs from Accounting I because of the higher degree of skill required and the experience in the position.
