3 Welcome Letter Dear New Employee, Welcome to the Federal Aviation Administration and the Philadelphia Air Traffic Control Facility. Philadelphia, PA is a great place to live and work. Making your home here, you ll enjoy a wide range of activities, attractive housing options, good schools, and the chance to work with outstanding people. We welcome you to this facility and know you will feel the same pride that we have. Soon, you will be working side by side with our outstanding controllers. Through the training process, they will convey their knowledge, skills, and positive attitude to help make you a part of the team. Congratulations on being selected at PHL. 4 Welcome to the FAA Air Traffic Organization! The FAA has five primary lines of business with more than 47,000 employees. The largest line of business is the Air Traffic Organization (ATO), which consists of more than 300 facilities and 36,000 employees throughout the United States. The ATO, through its workforce of controllers, technicians, engineers and support personnel, provides air traffic services for commercial, corporate, private and military aviation. We are truly honored to have you join us on our mission. You ll find many of the resources you need to make your job transition a smooth one on the employees.faa.gov web site. SERVICE AREAS There are three major geographic service areas within the ATO: Eastern, Central and Western. A director for En Route and Oceanic Services, System Operations, Technical Operations and Terminal Services works at each service area office. Administrative and staff support services are provided by service centers for all facilities within each service areas. 5 Our Expectations of All Employees Philadelphia Tower/TRACON leadership team expects all employees to: Come to work on time Be prepared mentally and physically Understand the leave policy and manage your leave appropriately Be cooperative and professional Treat people with respect and dignity Take initiative Be accountable Lead by example be a good role model Do not tolerate or engage in any form of harassment or discrimination Actively participate in training Know your airspace and systems, know your equipment Use prescribed phraseology/correct facility and equipment names Follow rules and procedures Be open to feedback provide honest information Be an effective team member 5
6 Policies and General Information REPORTING FOR DUTY Employees are expected to report for work at their assigned shift time. If a situation arises that will prevent you from reporting on time, call the Operations Manager or Front Line Manager at HOURS OF DUTY Operational personnel are assigned to work 8 hour shifts unless assigned an administrative day. Employees working an 8 hour shift are subject to immediate recall. Employees working an 8 hour shift may not leave the facility, during their shift, unless they have obtained management approval. Employees working an administrative shift are assigned an 8.5 hour shift and may leave the facility for their 30 minute unpaid lunch break after obtaining management approval. PARKING Parking is permitted in the facility parking lot. Employees must display their parking decal and FAA Identification credential to the armed gate guard to obtain access to the parking lot. Employees are required to update their vehicle information with the Administrative Staff. SECURITY There are 2 security officers at the tower on duty 24 hours each day. The security officers make random patrols within the facility and around the property. BUILDING ACCESS Proximity cards are needed to gain access to all facility exterior doors as well as doors to the TRACON, tower cab, and other restricted areas. FAA ID CARDS FAA photo ID cards must be worn and visible at all times when on PHL ATCT property. GUESTS Employees may have family members visit the facility after obtaining approval from management. After obtaining approval, ensure all guests register at the guard house. Employees must escort their guests at all times. 6
7 CELL PHONES Cell phones must be in the off position while in the operation. Personal reading material and electronic devices are not permitted in operational areas. MAIL BOXES AND LOCKERS Mail boxes are located in the Link and are used for delivery of official FAA notices and memorandums. CRU-ART and READ & INITIAL BINDERS Upon reporting for duty, employees are to sign on the CRU-ART computer located in the TRACON and tower and review the read and initial binders in the TRACON. MEDICAL SERVICES FOR EMPLOYEES There are no on-site medical facilities at PHL ATCT. First aid kits are located in the TRACON and tower cab. In an emergency, medical services can be summoned by calling 911. Annual physicals are performed off-site. PHL ATCT uses numerous Airmen Medical Examiners to perform physicals. Employees are scheduled for physicals during their birth month. MAIL Personal mail and package deliveries are not permitted at the tower. SMOKING There is a smoking room located at the base of the tower. Smoking is only permitted in designated areas. There are refrigerators, microwaves and range top ovens located in the break rooms for your convenience. 7

12 Local Area Information Philadelphia is the largest city in Pennsylvania and the sixth-most-populous city in the United States. It is the fifth-largest metropolitan area and fourth-largest urban area by population in the United States, the nation's fourth-largest consumer media market as ranked by the Nielsen Media Research, and the 49th-most-populous city in the world. Popular nicknames for Philadelphia include Philly and The City of Brotherly Love. The population of the city proper was estimated to be over 1.4 million, while the Greater Philadelphia metropolitan area, with a population of 5.8 million, is the fifthlargest in the United States. A commercial, educational, and cultural center, the city was once the second-largest in the British Empire (after London), and the social and geographical center of the original 13 American colonies. Ben Franklin took a large role in Philadelphia's early rise to prominence. It was in this city that many of the ideas, and subsequent actions, gave birth to the American Revolution and American Independence, making Philadelphia a centerpiece of early American history. It was the most populous city of the young United States and served as the nation's first capital. Climate Philadelphia falls in the northern periphery of the humid subtropical climate zone. Summers are typically hot and muggy, fall and spring are generally mild, and winter is cold. Snowfall is variable, with some winters bringing moderate snow and others bringing some snowstorms. Annual snowfall averages 21 inches. Precipitation is generally spread throughout the year, with eight to eleven wet days per month, at an average annual rate of 42 inches. 12
