2 For more than 30 years, the State of Illinois has provided Weatherization services that have helped Illinois' most vulnerable citizens to live safely and more affordably in their homes. Through the services provided by local Community Action Agencies and many independent contractors statewide, we're making homes safer and more energy efficient. This helps people to live more self-sufficiently and strengthens the community fabric of cities and towns throughout Illinois. Weatherization has created jobs, trained hundreds of men and women for green sector employment and increased sales for energy efficiency product manufacturers and local dealers. As energy conservation becomes a more mainstream topic, the profile of the Weatherization Assistance Program (WAP) continues to rise. WAP providers are ideally positioned to take a lead role in the residential energy efficiency marketplace. Partnerships with utilities, local governments and other community organizations present opportunities to leverage the expertise and experience in the WAP network for significant increases in the impact of our collective efforts. Budget pressures at the federal and state levels have led to reductions in funding for the Weatherization program over the last several years, however the funding picture for WAP s immediate future looks promising. Department of Energy funding for WAP has stabilized at a sustainable level. In program year 2013, more than $40 million was spent on weatherizing roughly 8,000 homes, including funds from the U.S. Department of Health & Human Services, U.S. Department of Energy, and State of Illinois ratepayers. We are committed to ensuring Illinois' Community Action Network will remain among the best in the nation, and look forward to our continued partnership to ensure Illinois' citizens receive the Weatherization services they need and deserve. 3 Thirty-five community ac on agencies operate the Illinois Home Weatheriza on Assistance Program in all 102 coun es throughout the state of Illinois. This program, through the leadership of the Illinois Department of Commerce and Economic Opportunity, is commi ed to improving the energy efficiency of families with low incomes while also improving the health and safety of the home. Each year, thousands of families in Illinois struggle with high energy bills that are in part related to substandard housing that lack basic energy efficient measures. The 2013 Illinois Home Weatheriza on Assistance Program Report not only demonstrates the great work that community ac on agencies do each year in providing for these vulnerable households, but also the tremendous need that s ll exists. Our agencies are commi ed to mee ng that need. Working in partnership with the Low Income Home Energy Assistance Program, the IHWAP program gives families a chance to meet their home energy needs without the fear of disconnec on. 4 Program Overview The Weatherization Assistance Program Since 1976 The Weatheriza on Assistance Program has set out to improve the energy efficiency of the homes of low income families thereby reducing home energy costs and making them more affordable. The program has evolved from performing basic measures such as caulking windows and installing weather stripping, to using advanced diagnos c equipment to determine the most beneficial measures to reduce a home s energy usage. Over the years, Illinois has weatherized hundreds of thousands of homes and in the process improved the affordability of home energy costs, while ensuring the basic health and safety of the living environment of these families. Weatherization Today The Weatheriza on Assistance Program operates in all 50 states and the District of Columbia, and with Na ve American tribes. Funds provided by Congress are used to improve the energy efficiency of low income homes using the most advanced technologies and tes ng protocols available in the housing industry. In 2009, when President Obama commi ed $5.1 billion to the program over a three year period, he stated that this effort would put Americans back to work, reduce energy bills for thousands of households, promote the purchasing of local products, and reduce the na on s reliance on foreign oil. While Community Ac on Agencies focus on serving low income households, the benefits of the program go beyond these efforts in improving local communi- es, through the purchasing of building materials, providing training and jobs, and improving the environment. Poverty in Illinois The na onal and global economic downturn that began in 2008 was a tremendous setback to the gains in poverty reduc on that have occurred since According to the Heartland iance 2014 Poverty Report on Illinois, in 1960, just prior to the beginning of the War on Poverty, the poverty rate in Illinois was 14.7%. By 1970 it was reduced to 10.2% and held fairly steady un l 2000 when Illinois poverty rate was at 10.7%. Unfortunately, the Great Recession, beginning in 2008, created a sharp rise and by 2012 Illinois was back to a 14.7% poverty rate. This 4

5 translates to 1.85 million people living in poverty. Poverty in Illinois % % % % % % % At the end of 2013 Illinois s ll had an unemployment rate of 8.7%. These sta s cs are especially pronounced for the state s most vulnerable ci zens children, seniors, and people with disabili- es. And the number of minori es living in poverty is at very troubling levels. An es mated 267,000 children have been affected by foreclosures since % of African American children live in poverty (2002) Nearly 1 in 2 black males age are unemployed 144,071 (8.8%) of seniors live in poverty 47% of seniors are economically vulnerable based on incomes that are less than two mes the poverty threshold. *sta s cs taken from the Heartland iance Poverty Report (January 2014) but improves the health and safety of the home environment of families. Weatherization in Illinois The Illinois Home Weatheriza on Assistance Program is operated by the Illinois Department of Commerce and Economic Opportunity (DCEO) who partners with the U.S. Department of Energy (DOE) to deliver the Weatheriza on Assistance Program. Thirty-five local agencies deliver energy efficiency services to eligible residents across the state. Professionally trained staff use computerized energy audits and advanced diagnos c equipment to determine the most cost-effec ve energy efficiency measures appropriate for each home. Illinois crews also test hea ng units and appliances for carbon monoxide leaks and combus on safety. Weatheriza on plays a cri cal role in assis ng in the reduc on of long term energy burden plaguing many families and the program emphasizes providing assistance to seniors, the disabled, and families with young children. Weatheriza on not only helps customers pay their u lity bills, 5

6 Typical weatheriza on services include installing insula on; sealing ducts; and mi ga ng heat loss through windows, doors, and other infiltra on points. Weatheriza on contractors and/or crews also install health and safety measures, such as carbon monoxide detectors and smoke detectors. Clients are educated on the proper use and maintenance of the installed measures. The Illinois Home Weatheriza on Assistance Program serves customers at or below 200% of poverty. In 2013, for a family of four, 200% of poverty equaled an annual income of $46,100. Job Creation The Weatheriza on Assistance Program serves as a job creator for local administering agencies in the hiring of agency office staff and local contractors or agency crews. The Weatheriza on Assistance Program was one of the most successful job creators of those receiving funding through the American Recovery and Reinvestment Act. According to the Center for American Progress, the WAP program averaged more than 12,000 workers per quarter performing Weatheriza on services across the country. In addi on, program dollars support manufacturing and small businesses in the purchasing of materials needed for the work done on homes. Weatherization Assistance Program Funding The Weatheriza on Assistance Program is funded primarily through the Department of Energy. However, states are allowed to transfer up to 15% of LIHEAP dollars, funded by the U.S. Department of Health & Human Services (HHS), to Weatheriza on. In Illinois, addi onal dollars are provided by the State Energy Program. While the program received a major boost in DOE funding through the American Recovery and Reinvestment Act in 2009, since then it has been a challenge to maintain DOE funding at a level that will allow for a na onal program to con nue. 11 Weatherization Customer Story Submi ed by CEFS Economic Opportunity Corpora on In June 2013, a Weatheriza on worker from CEFS Economic Opportunity Corpora on visited a home in Bethany, IL to perform an assessment as a part of the Weatheriza on Assistance Program. While speaking with the family the assessor asked the family if the home had smoke and carbon monoxide detectors and if they had gone off at any me. The family said that they had not gone off, but that the family had been experiencing flu like symptoms since they had moved in. This had been going on and off for about 18 months resul ng in several trips to the doctor and hospital. While performing the assessment it was discovered in the a c that the furnace and water heater flue pipe was disconnected. The disconnected vent and poor air sealing around the pipe was allowing flue gasses to enter the home. The assessor performed a temporary fix un l the contractor could replace the pipe. During the final inspec on of the home the family informed CEFS that all flu symptoms had stopped a er the assessment. While they were very happy with how Weatheriza on had reduced their u lity bill costs, they are very thankful their health problems had been solved. 11

To Whom it may Concern, I am wri ng to express my sincere gra tude to the WADI organiza on and to all who were involved especially Susan Mayberry in ge ng me the help I needed, when I needed it the most. Ms. Mayberry was not only quick to come out and assess the work that needed to be done but was also quick in ge ng the contractors out to get the work done. The furnace was not opera ng at all, most of the windows were broken or missing, and in some cases were covered with wood and plas c tarps. The doors were in very poor shape and not stable, and the whole house was dra y and cold, especially the bathroom where you could actually see neath the house due to deteriora on around the tub and floor. 20

The gentleman had nowhere else to turn when he lost heat in his trailer. A er the heat was restored to the home and the weatheriza on work was completed, the man was in tears at the final inspec on. He told the agency inspector, Thank you, thank you, thank you! I couldn t have asked for anything be er. I really appreciate the work.
