1 MUNICIPALITY OF CHATHAM-KENT INFRASTRUCTURE AND ENGINEERING SERVICES PUBLIC WORKS TO: FROM: Mayor and Members of Council Jerry Corso Manager, Public Works South DATE: July 26, 2013 SUBJECT: Tender Award: Automatic Weather Observation System (AWOS) Chatham-Kent Municipal Airport Improvements RECOMMENDATION It is recommended that: 1. The contract in the amount of $449, (including HST and contingencies) for Chatham-Kent Municipal Airport AWOS be awarded to NAV CANADA for the supply, installation, maintenance and software and data licensing for the new AWOS system. BACKGROUND South Kent Wind LP is in the process of developing and constructing a wind energy generation project in the Municipality of Chatham-Kent comprising 124 wind turbine generators with an approximate aggregate nameplate capacity of 270MW. In March 2013, South Kent Wind LP agreed to provide voluntary financial contributions of up to $2.5 million for the study and mitigation of any effects of wind turbines on the safe and efficient operation of the airport and to support certain capital improvements. The following major investments will enhance the safety and operability of the airport: The redesign and flight verification of the instrument approach for Runway 6 and 24 Extension of runway 24 by 500 feet eastward with a turn pad and Runway End Safety Area (RESA) Replacement of the existing low-intensity airport lighting with a medium-intensity lighting system including Runway End Identification Lighting System (REILS) and Precision and Path Indicators (PAPI) Installation of an Automatic Weather Observation System (AWOS)
2 Tender Award: Automatic Weather Observation System (AWOS) 2 Council approved the award of the construction contract for the Airport Improvement Project (Contract No. T13-176) to Huron Construction Inc. on July 15, Contract T included the construction of the new Runway Extension and Airfield Lighting Upgrades as outlined above, but does not include the supply and installation of the Automated Weather Observation System. An existing Limited Weather Observation System (LWOS) is currently installed at the Airport. The system is currently unserviceable. This system was installed as part of a previous wind turbine mitigation program and is required for pilots to utilize some of the existing instrument approach procedures. Not having access to these instrument approach procedures during inclement weather conditions has significantly degraded the Airport usability. Therefore, it is proposed to install a fully automated AWOS supported by an annual maintenance requirement. This will ensure International Civil Aviation Organization (ICAO) compliant weather observations and altimeter settings 24/7, which will increase the Airport usability and safety. COMMENTS It is proposed that this equipment would be single-sourced from NAV CANADA in order to utilize software developed by NAV CANADA for the customization, processing and storing of AWOS data, which can then be forwarded to Environment Canada for dissemination and publishing to NAV CANADA s Aviation Weather Website (AWWS). The AWOS system will be scheduled to be installed in the fall. NAV CANADA will be responsible for the supply and installation of the equipment that comprises the AWOS system. The AWOS system is comprised of various sensors which include the following instruments: Pedestals in support of weather instruments Wind Tower Field Data Communication Unit (FDCU) H-Frame AC Distribution Panel (ADP) H-Frame ADP B&M Manufacturing MTO Signal and Power junction boxes FDCU (Containing a barometer, battery and other electronics) Temperature and Relative Humidity sensor Vaisala HMP45D, YSI Thermistor series and RM Young Aspirated Shield Ice Accretion Sensor Rosemount-Goodrich Model F Ceilometer Vaisala CL31 Present Weather and tilt stand Vaisala PWD22 and custom NAV CANADA
3 Tender Award: Automatic Weather Observation System (AWOS) 3 Tipping bucket Rain Gauge and wind shield Met One 370C Wind Sensor and its power supply Vaisala WS425G Data Processing Unit Rack and all its hardware (Server, UPS, battery pack, Ethernet switch, Call distributor, power bar, etc.) o Dell Server Model T105 o Tripplite UPS and battery Pack o The Stick Call distributor Transmitter Rack and Transmitter Parkair T6T Network telecommunications hardware AWOS Operating and maintenance manuals Shelter BUT The Municipality of Chatham-Kent will be responsible for the site development works associated with the installation of the AWOS system (as outlined in the Statement of Work provided by NAV CANADA), and is included in the contract amount of $449,175. The Site Development Works generally consists of the following: Safety and Security Utility Locates Site Clearing and Grading Trenching and Cabling Supply and Installation of Concrete Foundations Supply and Installation of Communications Cabling Supply and Installation of Site Power Distribution and Grounding Infrastructure Installation of Pedestals and H Frame Supports Installation of Wind Tower Base, Tower and Counterweights, Lighting Protection, Obstruction Light and associated works Installation VGSS VHF antenna mast and associated works Installation of the climate controlled shelter for the indoor AWOS Data Processing Unit (DPU). Site Clean-up and Restoration Site Documentation and Acceptance The yearly maintenance cost of $50,000 was approved in 2013 budget deliberations. NAV CANADA requires that the Municipality of Chatham-Kent enter into the following agreements with NAV CANADA: 1. Site Selection Survey Agreement Agreement executed by the Municipality on June 13, Supply and Installation of AWOS Equipment Agreement to be executed by NAV CANADA and the Municipality following Council approval.

Equipment Maintenance and Services Agreement (preventative and corrective maintenance) - Agreement to be executed by NAV CANADA and the Municipality following Council approval. 4. Software and Data License Agreement - Agreement to be executed by NAV CANADA and the Municipality following Council approval. COUNCIL STRATEGIC DIRECTIONS The recommendation in this report supports the following Council Directions: Healthy, Active Citizens Growth Through Variety of Post-Secondary Institutions High Quality Environment Through Innovation Destination Chatham-Kent! Magnet for Sustainable Growth Prosperous and Thriving Community Has the potential to support all Council Directions Neutral issues (does not support negatively or positively) CONSULTATION GENIVAR Inc. and the Airport User Group were consulted, and it was determined that NAV CANADA with their AWOS was the best system for Chatham-Kent airport because of the customization, processing and storing of AWOS data, which can then be forwarded to Environment Canada for dissemination and publishing to NAV CANADA s Aviation Weather Website (AWWS). No other supplier can offer this package. FINANCIAL IMPLICATIONS There are no direct financial implications associated with the recommendation identified in this report. Funding total including engineering, design and construction of the airport improvements is being provided by South Kent Wind LP, as per agreement, within the allowable budget of $2.5 million.
