Sellafield Box Procurement Project Nigel Goward Box Manufacturing Manager 13th March April
Background Legacy Intermediate Level Nuclear Waste currently being stored at Sellafield Site is to be retrieved from facilities and re-packaged into 3m 3 Boxes. One box design for encapsulated waste One box design for Raw / Un-encapsulated waste. Intermediate Level Waste (once in boxes) will be stacked 9 high in engineered shielded stores on Sellafield site followed by final storage in the Geological Deposit Facility (GDF) which will be provided by the Nuclear Decommissioning Authority s, Radioactive Waste Management Directorate (NDA-RWMD). For a container to be stored in the GDF, it must be granted a Letter of Compliance (LoC) for the container and the quality of the waste product within it by the NDA-RWMD.

Grout plug includes a specialised filter Interspace Grout filling points (4 off) Manufacturer will be required to fill up to ~150mm in the interspace with bespoke grout
Overarching Quality Expectations Demonstrable Quality Assurance is a key requirement Sellafield Ltd expects the contractor to take full accountability for product quality Ensure that quality expectations are communicated and understood by all who are involved in the supply chain
PFCS Waste Arisings When will PFCS use the boxes? PFCS 3m3 Box Demand Profile (Jan 2013) / / / / / / / / / / / / /25 11 Commissioning Boxes for PFCS 5 5 PFCS Boxes - PP 11 PSWP
PFCS Programme Waste Arisings Retrievals Duration Total number of boxes expected to remain consistent: Confidence in observed/measured waste volumes. Development supporting bulking assumptions. Demand model being updated. Profile likely to be different, but not significantly so. Updated profile will be available for the ITT. Initiatives are being developed looking at accelerating the Retrievals phase.
Procurement Approach
Tender Composition Sellafield Box Procurement Project scope is to procure the volume manufacture and supply of two variant [design] boxes to support ILW retrievals Due to the divergence in the demander plants demand requirements, two separate tenders will be undertaken one for each variant design PFCS variant box to be tendered first, to be followed by SDP variant
Selection Process (PFCS tender) Procurement to be undertaken through OJEU Tender to be conducted through CTM Restricted process selected (2 stage) Pre Qualification Questionnaire (PQQ) Selection stage Invitation to Tender (ITT) Award stage Enables focused assessment on capable bids Source Evaluation Board with cross functional representation
PFCS Procurement Timescales PQQ Issue March 2013 PQQ return date April 2013 ITT Issue May 2013 ITT return date July 2013 Period of Technical Due Diligence Contract Award (Phase 1) July 2014
Critical Success Factors Must ensure retrievals is never interrupted due to unavailability of boxes Must meet strict quality standards Must provide value for money Must consider socioeconomics
Contract Strategy (PFCS tender) Volume contract 2,200 boxes for PFCS variant, demand required until 2025 Long term contract subject to achievement of performance criteria at determined contract hold points Contract rather than framework acknowledging investment required e.g. facilities, production line, etc Additional 10% volume option for additional variant box production
Form of Contract Sellafield supply contract incorporating NDA flow down terms Two phased contract structure with performance linked Hold Points; Phase 1 Design for Manufacture (Contract Hold Point) Develop Tooling/ Design & Build Proving Volume Production Line Prove volume production throughput (Contract Hold Point) Produce initial buffer stock (Option under phase 1) Phase 2 Final facility/multi production lines complete Steady state volume production in line with agreed forecasts and/or minimum order quantities
