BACKGROUND OF THE CRISIS Typhoon Haiyan (locally known as Yolanda) made its first landfall in the early morning of 8 November in Guiuan, Eastern Samar province with maximum sustained winds of 235 km/h and wind gusts at 275 km/h. Haiyan made subsequent landfalls in Tolosa south of Tacloban City, Leyte province, Daanbantayan and Bantayan Island, Cebu province, Conception, Iloilo province and Busuanga, Palawan province. Communication and power lines are down in the most affected areas. Access has been limited due to damaged roads, fallen trees and debris which continue to hamper the humanitarian relief operations. On 9 November, the Government accepted the UN offer of international assistance. The Humanitarian Country Team and the UN Disaster Assessment and Coordination team were deployed to 2. SITUATION 3 DAYS AFTER DISASTER OCCURED On November 11, GPH authorities declared a state of national calamity due to the effects of the typhoon. Although international assistance has begun to arrive in the Philippines, logistical challenges, such as damaged roads, debris, and downed trees and power lines, are hampering relief efforts and impeding life-saving assistance from reaching populations in need. A lack of electricity in Tacloban has made landing planes 1 Love Philipina

3 carrying relief commodities impossible at night, according to international media. The airport in Guiuan, where Typhon Haiyan made its first landfall on 9 November, will open for humanitarian operations by 12 November. Water supply in Busuanga is sufficient for only two days The Department of Social Welfare and Development (DSWD) estimates 11.3 million people are affected by Typhoon Haiyan (locally known as Yolanda). A total of 673,042 people remain displaced (367,744 people in 1,217 evacuation centres and 305,298 people outside the centres), with 65 per cent of the displaced people in Regions VI (Western Visayas) and Region VIII (Eastern Visayas). There is no water, power or communication in Guiuan. All stores have been looted and medical facilities are completely destroyed. There is immediate need of food, water, medical supplies, shelter and generators. The team observed similar conditions in the surrounding municipalities. The airport runway in Guiuan was not damaged and is expected to be operational from 12 November for humanitarian operations. The airport will be used as a collection and drop off point to serve the surrounding affected areas. HUMANITARIAN NEEDS Food Security Needs: About 2.5 million people are in need of food assistance. Response: A total of 11 metric tons of high energy biscuits have arrived in Manila from Dubai, awaiting delivery and distribution in Tacloban City. Eleven staff members are on the ground to assess food and nutrition needs that will inform a broad supply chain plan. Gaps & Constraints: Logistical constraints hamper the delivery of food assistance. To expand the ability of the cluster to respond, additional partners need to be identified. Health Needs: Severe damage is reported to health infrastructure, including to the cold chain. There is no delivery of routine health services in affected areas, as well as lack of medicine, surgical andgeneral medical supplies. Most drugstores have been looted and medicines, including family planning 2 Love Philipina

4 supplies, are urgently required,particularly in Tacloban City. Health service delivery points, including for emergency obstetric and neonatal care, are compromised by the sustained damage. Response: o Coordination is well under-way in Tacloban City and Eastern Samar Region. First medical teams have arrived in Cebu. Others teams, currently in Manila, are preparing for their deployment. o Public health epidemiologists will be deployed for field disease surveillance and response activities Gaps & Constraints: Temporary health facilities, generators, medication, surgical supplies, cold storage and WASH facilities are urgently required. There is a high risk of acute respiratory infections, diarrhea, leptospirosis, measles, cholera and typhoid. People are traumatized and lack psycho-social support. 3. Philippines Disaster Relief Activities PKPU in cooperation with ICNA sent relief team to Philippines to help the victims of Typhoon Haiyan. They carried out some activities for the IDP s, including: health service, food distribution, and assist in the evacuation of the victims of Typhoon Haiyan. The relief operation lasted for 20 days (13 November 2 December). The main activities ICNA and PKPU did during the relief operation as follows: 1. Health Service 2. Logistic Distribution 4. Relief Activities ICNA and PKPU 4.1 ASSESMENT The most affected area of Typhoon Haiyan natural disaster is in Leyte Island. Destroyed many buildings and ruinned public facilities (airport, transportation, telecommunication) The airport at that area could not be use. We could only reach that area by ferry 3 Love Philipina

5 The most affected regions in Leyte island are Tacloban and Ormoc.. On 20 November 2013 the team of PKPU arrived in Ormoc city to conduct assessment and coordination with local government. In Ormoc City there has been no official data how many the people were died but there are a thousand people are estimated to have died from a total of 6000 people died, 2000 people missing and 12 million people were affected by Typhoon Haiyan throughout the Philippines. At 22 November 2013 PKPU team also visited the city of Tacloban, the city 4 Love Philipina

6 hardest hit by Typhoon Haiyan. The team also coordinated with local governments and NGOs officially registered to the local government. We discuss with one of Tacloban city government staff. While in Tacloban City, the team had distributed relief logistics too to the refugees. The results of the assessment, the team decides to do health care programs and distribution logistics to support the area around the city of Ormoc and Tacloban. 4.2 Health Service Our team did 4 times of Health Services with the total amount of Beneficiaries is 1000 people. 7 4.3 Logistic and food Distribution PKPU Team did a Logistic Distribution and Food Distribution to the victims in Ormoc, Tacloban and other affected areas where the help distribution have not been delivered. Distribution focussed on hills area.
