2 From the North Sea to the Mediterranean In the next 15 years the logistic network will count on fisic infrastructures, railways connections, motorways, inland waterways able to answer to the increasing demand curve of transport In 2020: km of streets and motorways km of railways including km HV/HC km inland waterways including 210 inland ports 294 maritime ports inlcuding Norther Range and Ligurian Ports 366 airport

3 The North-South-Transversal is a railway corridor, that connects the North sea with the Mediterraneum. The catchment area is about 70 milion people, along an historic corridor of European civilistation The European area with the highest value creation High volumes of freight and people traffic The Corridor 24

21 Corridor TEN 24 Rotterdam Genoa 2000 km rail freight highway From Sea to Sea Rotterdam-Genoa railway freight corridor is a link between northern Italy with port of Rotterdam via Switzerland and Germany. To give an idea the railway corridor is around 1,500 Kilometres long 50% in Germany - and it is one of the most important freight corridor in Europe. A freight transport growth on the Corridor of about 53% between 2005 and 2020 Is expected (all transport modes)

30 There are still some major gaps and bottlenecks: The Bottlenecks 1. in the North (Emmerich-Oberhausen) 2. in the middle (Frankfurt-Mannheim, Karlsruhe-Basel, Juradurchbruch) 3. in the South (connection of Lugano to the region of Milan, 3rd Giovi breakthrough). Path conflicts can be found at the nodes and access routes between freight and regional services. Danger of the decline of quality can be expected concerning routes highly exposed to regional transit. The regions along the transversal risk that the quality of their rail links will be eroded

31 Future developments In setting priorities for its strengthening unfortunately significant sections still lack along the transversal. The time frame for further investment is uncertain. With the opening of the two base tunnels in Switzerland, new capabilities are released. Along with the expansion projects in the Netherlands (Betuwe Line), the pressure on the intervening core sections increases.

32 Some remarks National strategies are hardly visible Therefore also strategies for integrating infrastructure and spatial development lack Strategies are rules for future actions and decisions Robust strategies are those, which do not need to be changed if the circumstances become different Because of the limited resources every strategy has to head to the definition of key points, without key decisions for action there is no strategy! If there are no strategies, valuable resources will be wasted The development of settlements and infrastructure could irreversibly run apart Inside and in between the most important Metropolitan Regions, spaces for action regarding mobility and therefore the quality of transport accessibility constantly diminish The competitive power, mainly of the strongest Regions, will in this way become weaker This condition produces negative consequences for all the Regions and for Europe! Therefore initiatives are necessary

33 Some remarks To focus on actions and decisions oriented on solutions in the common interest it may be necessary to initiate a cross-country initiative (NL_D_CH_I) including from industry, science and policy, also at local regional level: the initiaves of the Community of Chambers of Commerce and UECC are a first important step An Interreg project can also be the platform for focusing on the main problems (bottlenecks, Path conflicts, information, involvement of business and local communities, etc.) A "senior" European Leader (coordinator) is required Progress of the work will be in the form of cross-country assessments presented and resulting conclusions for further action taken Regular meetings of top regions, cities and interested parties, at the political level should be promoted.

34 What is going on? Ministries point of view Ministries was aware that national investments couldn t be efficient if there wasn t a cooperation between the country. Ministries put in place agreements to coordinate some aspects of the investements at bilateral level (example Piattaforma Luino Italian-Swiss agreement). Ministries were also aware that the new European legislative framework about railway liberalisation gave a good opportunity to prepare the traffic development of corridor. EU Cooperation and coordination between: Ministries Infrastructure Managers Safety Authorities Regulatory Bodies open market others Focus Actions: One Stop Shop International Path Allocation Agreements on customs Mutual recognition of drivers licence Mutual recognition of rolling stock ETCS implementation on the Corridor monitoring elimination of bottlenecks
