1 II. CORRECTIONS AND ADDITIONS INTRODUCTION The corrections and additions included herein are set forth to update, clarify, or correct the Draft EIR based on comments received by the public during the 45-day review period for the Sierra Canyon Secondary School Draft EIR. In some cases, changes are made to the Draft EIR that do not directly correspond to a comment. These changes generally address consistency or other non-substantive issues and do not affect the overall analyses or conclusions included in the Draft EIR. Changes to the Draft EIR are listed by the corresponding Draft EIR Section and are specifically identified by the subsection (if applicable) and page number. Section III, Response to Written Comments, of this Final EIR includes the comments from which many of these corrections and additions were derived. CORRECTIONS AND ADDITIONS SECTION I. SUMMARY I-1: Page I-11, first paragraph, first sentence, 10,500 12,500 cubic yards would be exported. SECTION II. PROJECT DESCRIPTION II-1: Page II-1, Section II.B, Project Overview and Features, first paragraph, third sentence, but could eventually include grades 7 and 8 as well, and the new high school. II-2: Page II-7, Classroom Building, first sentence, The classroom building would be the largest of the five four campus structures II-3: Page II-14, first paragraph, first sentence, reference to Section IV, Environmental Setting should be changed to Section III, Environmental Setting. II-4: Page II-14, last paragraph, first sentence, Provided parking would meet the requirements of the City of Los Angeles Planning and Zoning Code. II-5: Page II-15, Project Phasing, first paragraph, second sentence, After clearing and preparing the site for construction (including demolition of the existing on-site residence), an initial site occupancy phase would provide temporary classroom trailers (aroundup to 10 modular units) on the upper part of the site as well as 51 temporary surface parking spaces to serve the needs of the temporary campus. This will allow for construction of the classroom building, while the school would use the existing residence primarily for administration. The first construction phase would include the classroom building, parking level, and plaza levels, and temporary athletic courts on the lower portion of the site. In connection with completion of the classroom building, six of the ten temporary classroom trailers would be removed, while four modular buildings would remain for support uses such as food service and changing rooms and provision of temporary athletic courts on the lower part of the site (construction phase 1). This will allow for construction to proceed on the upper part of the site, including demolition of the existing State Clearinghouse No Page II-1 Final EIR August 2005

Relief is also requested from the maximum heights otherwise required for hedges, fences, and walls within front, side, and rear yards and for restrictions on buildings that would be located and maintained on property that is in more than one zone. 9 IV.H-6: Page IV.H-9, second full paragraph, fourth sentence, As indicated in Table IV.H-7, incremental increases in noise levels at the single-family residences north of Rinaldi Street and on De Soto Avenue (receptor nos. 4 and 5) would be below the significance threshold of a five decibels or more increase over the existing ambient noise levels. IV.H-7: Page IV.H-11, last paragraph, second to the last sentence, According to the traffic study prepared for the project (included as Appendix I of this Draft EIR), more vehicle trips would be generated during the morning peak hour (304 inbound trips and 202 outbound trips) than during the evening peak hour (88 inbound trips and 143 outbound trips). IV.H-8: Page IV.H-12 and IV.H-13, Proposed Parking Level Noise, second paragraph, fourth through sixth sentences, Car alarms can emit a noise level of approximately 100 dba at a distance of 10 five feet. Thus, car alarms would emit a single-event noise level of approximately dba at the residential uses south of Rinaldi Street, which are located approximately 130 feet from the project site. At the residences north of Rinaldi Street, which are approximately 250 feet from the project site, car alarms would emit a single-even noise level of approximately dba IV.H-9: Page IV.H-15, first incomplete sentence (continued from page IV.H-14), a gymnasium that would provide pull-out bleachers with 1, seats. In addition, However, as with the athletics center, these doors would provide access to the hallways of the performing arts center rather than directly to the auditorium. Thus, noise emanating from within the auditorium would not likely be audible at the surrounding residences. Thus., and impacts at these residences would be less than significant. IV.H-11: Page IV.H-17, Mitigation Measure IV.H-3, revise as follows: IV.H-3: A Anoise disturbance coordinator@ shall be appointed. The disturbance coordinator shall be responsible for responding to any local complaints about construction noise. Upon receipt of any complaints, the disturbance coordinator shall determine the cause of the noise complaint (e.g., starting too early, bad muffler, etc.) and shall implement reasonable measures to resolve the complaint. The noise disturbance coordinator shall respond to the complaint as soon as it has been received, and preferably within 10 minutes of the call. All notices that are sent to residential units within 600 feet of the construction site and all signs posted at the construction site shall list the telephone number for the noise disturbance coordinator. Similarly, both the use of chimes and any public address system shall comply with Sections and of the City of Los Angeles Noise Ordinance (No. 144,331). Any external speakers shall be directed inward to the school grounds and away from residential uses. Additionally, the location of speakers and chimes shall be set back sufficient distance from the property line as to ensure that noise levels from these sources do not exceed audible levels heard for a distance of greater than 150 feet from the property line for loudspeakers and 200 feet for chimes. In the event that audibility at these distances is exceeded, the school would be considered in violation of the Ordinance and sound levels from these sources would have to be adjusted downward to achieve compliance. Additionally, the project shall also be subject to Section , , and of the Noise Ordinance regulating vehicle theft alarm noise, horns, and radios. Noncompliance (i.e., any vehicle theft alarm system that does not become automatically and completely silenced within five minutes) would result in an infraction under the Noise Ordinance in the LAMC enforceable by the Los Angeles Police Department. Furthermore, violators shall be penalized by the school by having their vehicular privileges revoked. For daytime operation, faculty and staff shall be assigned to specific parking areas and/or spaces based on their typical scheduled arrival and departure times in order to minimize overlap of their ingress and egress with vehicle queues associated with student drop-off and pick-up process. Parents shall be informed through the Student/Parent Handbook where visitor parking is located, as shall visitors upon their arrival to the campus by a driveway attendant. Prior to annually-scheduled school functions at the campus, traffic and parking instructions shall be issued if different from those contained in the Student/Patent Handbook, in order to clarify parking restrictions such as where vehicles will be permitted to enter and exit the school and any parking procedures particular to that function.
