3 Challenges to PPP Recycling Prior to MMBC All PPP hand fed into vertical baler. Cost of shipping baled material to lower mainland markets over $50/tonne. Cost of shipping unbaled PPP from depots to 7 Mile Landfill ranged from ~$50/tonne to over $200/tonne. Most PPP streams revenue negative Less than 10% of population has curbside PPP
4 Preparations for PPP EPR Prior to committing to MMBC PPP Program Maura Walker representing MMBC sat down with the RDMW Board and local government management staff to discuss proposed MMBC program. MMBC agreement clarification and recommended amendments with Glenda Gies RDMW staff met municipal councils to discuss options Community meetings held to discuss what options individual communities wanted in regards to PPP recycling. Some went to garbage collection every other week to gain curbside PPP collection. Others opted for just depot drop off In one case, the community of Quatsino committed to phase out local unpermitted dump in exchange for PPP recycling
5 Preparations for PPP EPR After committing to MMBC PPP Program Approximately $50K in capital improvements to 7 Mile Landfill recycling facilities. (Skid steer, new shed & reorganizing layout. Front door delivery of PPP recycling containers with literature and sticker. Weekly guide to PPP recycling article in local newspaper Develop chain of custody for ICI PPP materials to ensure segregation.
6 Changes in RDMW Related to GBN 7 Mile Landfill became RDMW preprocessing facility for PPP Revenue for actual baling beyond MMBC depot and curbside compensation. Additional infrastructure upgrade revenue for 7 Mile Landfill, Alert Bay and Malcolm Island facilities Purchase of skid steer New shed to facilitate segregating residential PPP Improvements to Alert Bay and Malcolm Island depots
7 Changes in RDMW Curbside PPP Collection Prior to MMBC, curbside PPP only done in Alert Bay (~10% of RDMW Population) with single stream then sorted by Village staff. Post MMBC Port Hardy, Port McNeill and Coal Harbour (~67% of RDMW population) gained curbside PPP. To avoid increasing solid waste local fees, garbage collection went from weekly to every other week Communities needed a couple of months to learn MMBC based rules for curbside PPP Due to strict rule enforcement, PPP collection time triple normal garbage collection. +75% Non-Compliance registered in first week. Curbside PPP is currently below 3% contamination Current PPP collection time approximately +25% to normal garbage collection

14 Challenges for RDMW PPP Recycling Multi-Family Residences. Currently most multi-family residences must rely on depots hence lower participation Plastic Film At least one major distributor uses biodegradable bags Labelling in most cases insufficient or nonexistent First Nation Communities Some First Nation communities are not participating
15 Future Goals for RDMW PPP Recycling Continue effort to increase participation in PPP diversion through better dialogue with residents. Work with RDMW First Nations to assist in gaining benefits of MMBC PPP Program Integrate Bella Bella and hopefully Klemtu in channel their PPP into the MMBC s program Explore opportunities to expand the use of GBN logistic network Attempt improve out comes of plastic film diversion Lobby for better labelling to identify eligible materials Lobby local merchants away from biodegradable plastic film products
