1 18: How does DARPA define operational persistence? Is it required that floats remain within the specified area of testing shown during Proposers Day? A: DARPA defines Operational Persistence as the ability of a float to perform its portion of the system s mission objectives within a specified area. DARPA anticipates float motion due to wind, waves, and currents, and therefore does not require a station keeping capability. Concepts that mitigate or utilize environmental motion to improve persistence, must evaluate the system impacts to overall cost and complexity. 19: During the data center brief at Proposers Day, it was indicated that SSC Pacific Data Center provides access to model/synthetic data, access to live operational data and access to recorded operational data. Please provide clarification and specifics with regard to the types and amount of data/models that could be made available for each (e.g., EO, IR, radar, acoustic, meteorological, etc.). Specifically, does SSC Pacific have sensor models (acoustic, EO/IR, radar) that provide degraded data due to environmental effects (e.g., background sea noise on acoustics, mist/sea layer on images, etc.)? Would performers have access to the data/models as GFI? A: DARPA will not be creating synthetic data as a stand-in for operational data. Should synthetic data be required, proposers should bid what is necessary to create such a data set. Specific data sets requested as GFI and performer models will be stored/hosted at the SSC Pacific Data center. The data center will provide bulk archive access and/or playback capability for all testing and operational OoT data. SSC Pacific does not have generic sensor models for projecting degraded data quality. 20: What software code format(s) are acceptable for TA 2 deliverables? A: The government support team anticipates that 'production' code will be built within the SSC Pacific hosted development environment; therefore, delivery will be provided throughout the course of the project. Complete source code and any external dependencies required to execute should be included. SSC Pacific Data Center anticipates providing a Continuous Integration (CI) / Continuous Delivery (CD) architecture, which should implement containers (such as Docker/Kubernetes) requiring no additional effort by TA-2 performers. SSC Pacific intends to support the CI/CD process for all performers. If the source code provided is in a language that proves to be incompatible with the SSC Pacific Data Center, the Data Center will work to try to identify a solution enabling CI/CD. 21: Regarding focus area 1 (Field Performance and C2), is DARPA interested in approaches/solutions that utilize only cloud based, thin client/browser, or are thick client C2 applications interfaced with the cloud data/services also an option? A: DARPA does not comment on specific technical approaches. Proposals for TA-2 must address one or more complete Focus Areas and the associated performance metrics outlined in BAA section : Concerning the Certified Cost and Pricing Data Required (FAR contracts > $750K) comment in your presentation: In the past we have completed very similar (schedule, scope and cost) design tasks to design and deliver prototypes to the Government using a FFP GSA task order. We listed all expected prices for items other than labor as ODC (with no markup) and labor using our contracted labor rates per

2 the GSA contract. Any options or Government requested increases were requested and proposed under the same contract vehicle. Payments were made on milestones identified and completed during the multi-month tasks. Would DARPA be able to use an existing GSA contract as a contract vehicle? If not, will you point us in the direction to develop Certified Cost and Pricing Data? A: In accordance with the BAA, all proposers must identify the award instrument requested i.e. cost-plus-fixed-free (CPFF), cost-contract-no fee, cost sharing contract - no fee, or other type of procurement contract (specify), or other transaction. In all cases, the Government contracting officer shall have sole discretion to select award instrument type, regardless of instrument type proposed, and to negotiate all instrument terms and conditions with selectees. In accordance with FAR 2.1, "Certified cost or pricing data" means "cost or pricing data" that were required to be submitted in accordance with FAR and and have been certified, or are required to be certified, in accordance with This certification states that, to the best of the person's knowledge and belief, the cost or pricing data are accurate, complete, and current as of a date certain before contract award. Cost or pricing data are required to be certified in certain procurements (10 U.S.C. 2306a and 41 U.S.C. chapter 35). 23: May TA-2 performers leverage public, non gov-cloud software as part of an architecture? A: Yes, but proposers need to specify any public software intended and any limitations on government rights and include associated costs in the proposal. Additionally, software must be hosted on the gov cloud. OoT data may not be run through a public cloud in order to use hosted analytic tools. 24: Should TA-1 proposers bid the cost of IMEI activation? A: No, DARPA will fund activation and Iridium SBD airtime directly at no cost to performers. 25: Throughout the documentation, the Ocean of Things concept refers to "floats" for low cost sensing. Would DARPA consider a submerged, tethered sensor system or must it be only on the surface floating? A: DARPA will review proposals for various float designs. Proposers should substantiate the value of specific designs in terms of the overall system capability and the performance of the device against published performance metrics in section : Would "specialized payloads/behaviors to interact with its surroundings and improve system performance" be a reason to consider submersible data collection systems in an ancillary support role? A: DARPA does not comment on specific technical approaches. Proposals will need to address all metrics as outlined in BAA sections and : What is the expected allocation of funding (percentage of funds) between TA-1 and TA-2? Between Phase 1 and Phase 2? A: DARPA will determine allocation during source selection. 28: With multiple contractors for TA-1 and TA-2, an expectation of each TA-2 contractor coordinating with each TA-1 contractor, as well as the government having the role in managing the data in the cloud between the float and the data center, what is the expected mechanism (associate contract, agreement, etc.) to ensure, codify or formalize cooperation and coordination between the contractors for TA-1 and

3 TA-2? This is critical given the aggressive schedule from award to collecting data in Phase 1 of only 9 months. A: DARPA will formalize coordination at kickoff for awarded performers. 29: What role will the government play in coordination between the contractors leading TA-1 and TA-2? A: The government support team will ensure TA-1 and TA-2 performers are collaborating as required in BAA section : When will the government s modeling and simulation results be made available to industry to help in development of their solution? A: The government does not plan to offer modeling results. Performers may use any available METOC resources for solution development but specific requests for GFI must be made in the proposal. 31: Is there room to bring NRL as a partner on the performer side given the constraints of the DARPA Ocean of Things BAA? Is NRL already in the Government team, and if not, would DARPA encourage or discourage such a partnership? A: Per BAA section , it is possible, but proposers must address the following in order to do so: FFRDCs are subject to applicable direct competition limitations and cannot propose to this BAA in any capacity unless they meet the following conditions: (1) FFRDCs must clearly demonstrate that the proposed work is not otherwise available from the private sector. (2) FFRDCs must provide a letter on official letterhead from their sponsoring organization citing the specific authority establishing their eligibility to propose to Government solicitations and compete with industry, and their compliance with the associated FFRDC sponsor agreement s terms and conditions. This information is required for FFRDCs proposing to be awardees or subawardees Government Entities Government Entities (e.g., Government/National laboratories, military educational institutions, etc.) are subject to applicable direct competition limitations. Government entities must clearly demonstrate that the work is not otherwise available from the private sector and provide written documentation citing the specific statutory authority and contractual authority, if relevant, establishing their ability to propose to Government solicitations. 32: Ocean of Things floats will have to process raw sensor data and extract features to match the data rate supported by the Iridium SBD modem. An adversary capturing an Ocean of Things float can learn mission objectives from the features extracted. Would encrypted operations on encrypted data (e.g., homomorphic encryption, private information retrieval, program obfuscation) techniques be within scope of TA-2? A: DARPA does not comment on specific technical approaches. 4 34: What contract type is Phase 2? A: See BAA section : Can float manufacturing occur in a non-us location? A: See BAA section : What is the current plan for transition following DARPA program for 50,000 estimated floats? A: Transition will be determined after designs have been tested. 37: Will DARPA negotiate for common pricing for Iridium modems? A: No. DARPA will address this question in more detail in a BAA addendum. 38: Is there any limit for the utilization of biodegradable soft materials in the design, or are softmaterials out of scope? A: DARPA will review proposals for various float designs. Proposers should substantiate the value of specific designs in terms of the overall system capability and the performance of the device against published performance metrics in section Proposers must consider the environmental impact of any materials used in construction. 39: Is it viable option to have one-dimensional control for the sensor s position e.g. buoyancy control, or should we only focus on a device which should float on the surface? A: Please see response to question #25. 40: Is it encouraged to utilize transient electronics for partial or complete self-destruction with the interaction of the salt water? A: Please see response to question #25. 41: Is the phase 1 unit cost threshold actual cost, or cost of a production run if 50,000 were ordered? A: Phase 1 unit cost threshold is for 1,500 floats, and phase 2 cost is for 7,500 floats. 42: Automatic launch requirements: should we assume an AXBT or sonobuoy type launch from a Maritime Patrol Aircraft? A: No. DARPA intends to deploy via personnel dropping over the side of a vessel. 43: Operating life: is that fully operational, or partially operational? A: The operating life metric refers to fully functional throughout the duration required. 44: Manufacturing rate: is the metric for the float platform and component installation? Or, does the metric include manufacturing of all components, plus float platform plus component installation? A: The manufacturing rate is for complete float assembly and installation, ready for shipment. 45: Mission sensors: will DARPA specify mission sensors? Will DARPA specify missions beyond what is stated in the BAA? Or, should proposers suggest missions and mission sensors?

5 A: DARPA is not specifying mission sensors nor missions beyond what is in the BAA. DARPA desires proposers to submit approaches to achieve the metrics required in BAA sections and : Is there a more detailed metric regarding biofouling? (i.e., more detailed than Resistant to biofouling ) A: No. DARPA desires performers to submit approaches Resistant to Biofouling to enable the float to meet metrics required in BAA sections and : Is there a fixed or minimum reporting frequency? A: DARPA desires the performers to define reporting frequency based on their design to meet metrics as defined in BAA section and : What is the maximum drift allowed for floats? A: There is no maximum drift requirement. 49: Can floats have a passive means of motion control, like a steerable rudder or sail? A: Please see response to question #18. 50: Are there any requirements for system security, e.g., tamper evidence/resistance, encryption of firmware, data at rest, or communications? A: Anti-tamper is not required for phase 1 or phase 2 of the Ocean of Things program. Hardware encryption for floats is not required. TA-1 performers are encouraged to establish methods to authenticate signals from floats. DARPA is interested in commercial approaches for securing data at rest and in transport. 51: Is there a fixed architecture or platform that this needs to be designed against? If so, can proposers have details about this? A: The SSCPAC data center architecture, SUDOE, will provide Continuous Integration/Continuous Delivery paradigms through components common in industry (e.g., SVN/Git, Jenkins, Maven, Ansible). SUDOE provides a services dashboard for monitoring of these processes that does not need to be directly accessed by any proposer s code. Deployment will be on SSCPAC provided GovCloud resources including ESX/Hyper-V and/or Docker containers. SUDOE is supporting multiple Navy programs, and continues to evolve and add functionality. 52: Are there minimum requirements for accuracy of target identification, performance predictions, etc? A: DARPA has not identified minimum requirements, but is interested in proposers accuracy in achieving metrics listed in BAA section : For the TA-2 field performance prediction, does that refer to the status of the platform field (i.e. ability to predict where the platforms will be in xx hours)? A: Please see BAA section : Most TA-2 metrics refer to target track development. If there are missions other than vessel tracking (like deception missions, chem/bio/rad monitoring, others), should proposers offer metrics for those?

6 A: Proposers should address metrics outlined in BAA section 1.4. Within TA-2 Focus Area 3, Data Discovery, proposers may offer performance attributes for missions in addition to Track Generation. 55: Are TA-2 analytics restricted to using just OoT sensor data, or can non-oot sensor data be included, like image data from satellites? A: DARPA desires phase 1 and phase 2 mission products to be restricted to OoT generated sensor data. DARPA may utilize additional information to validate performance of performer solutions. 56: Could DARPA provide clarification on the anticipated start date of Phase 1? A: Per the BAA sections and 1.2.2, Phase 1 will begin within one month of contract award, anticipated early in 1QFY19. 57: Should travel estimates for TA-2 teams include that the team will need to be onsite at SSC for the duration of the 3-month at-sea test? A: No. DARPA will execute at-sea testing with the government support team. Performers are not required to travel for at-sea demonstrations. 58: Part of TA-2 requires interfacing with the ocean data testbed/infrastructure developed by SSCPAC. What are the expected mechanics of this interface? Are we going to be provided a public networking interface with which we can interact with the testbed or will we be expected to execute our code on their systems? A: The security and logistics will not permit 'live streaming' of the data directly from the floats via the DISA EMSS Iridium gateway to a public networking interface. With multiple TA-1 and TA- 2 performers, and to help mitigate the eventual deployment/transition costs, the performers will be expected to develop and execute code in the SSCPAC provided Data Center environment. 59: The slides from the proposer s day presented by SPAWAR state (on slide 55) that the SSCPAC data center will provide, Access to model/synthetic data. What synthetic data does this include? Does it include simulations of different sensors? Does it include the float motion simulation generated by Moire? A: Please see response to question #19. The float motion simulation from Moire is company proprietary and is not available. 60: What kind of sensing returns can we expect to receive from the buoys? The slides from the proposer s day describe the visualization, prediction, and C2 focus area as including automated changes in sensing thresholds and directed updates as required (e.g. mission changes ). Can we assume access to unprocessed sensor data (e.g. raw timeseries returns for acoustic, or images from EO) to identify appropriate changes in sensing thresholds and/or adjust missions? A: Proposers should detail assumptions made regarding the opposite Technical Area and build a proposal accordingly. 61: Is there a prescribed start date that teams should use for budgeting purposes? A: Please see response to question #56.

7 62: Can TA-2 solutions include the placement of software loads on TA-1 floats? A: DARPA does not comment on specific technical approaches. TA-1 performers are responsible for on-float signal processing. However, Per BAA section 1.3.1, DARPA requires TA-1 and TA-2 performers to collaborate on system operations. 63: Will the TA-2 Phase 1 Sea Test include any Over the Air Reprogramming of TA-1 floats? A: Yes, DARPA desires to demonstrate the Float C2 metric detailed in BAA section : Is the Refinement design effort expected to be scheduled by the TA-1 teams during the sea testing at the end of Phase 1? A: Per BAA section 1.1 figure 1, TA-1 phase 2 will begin during phase 1 sea testing. Per BAA section 1.3.2, phase 2 will commence with a refined design phase. Key milestone dates will be determined at contract award. 65: Will you identify any sensors that would limit our proposal acceptance if it was not included? A: No, DARPA does not comment on specific technical approaches. However, TA-1 sensor selection must be able to support all TA-2 performance metrics. 66: Must the proposal fully define the final sensor list or can the design phase allow for sensor evaluation for inclusion on the float? A: The proposal should include the sensors planned to clearly illustrate the technical approach. The design review process will determine final sensor selections. 67: Is the goal to show that production of the floats at 50k unit quantity would meet the Goal/Threshold listed as opposed to meeting the benchmarks at the much lower QTY produced for the Phase 1 or Phase 2? A: The goal is to meet the threshold cost metrics as outlined in BAA section at the lower manufacturing rates in phases 1 and 2 with an ability to meet objective unit cost metrics at a hypothetical economic order quantity purchase of 50,000 units. 68: What flexibility do the contractors have to propose a specific quantity of floats outside of the 1500 suggestion for phase 1? A: Proposers are required, at a minimum, to price 1,500 floats for phase 1 per BAA section Additional information may be provided at the proposer s discretion. 69: Once the design is completed and we are ready for the notice to proceed with sea-test production how much flexibility will we have with our float costs listed in the proposal? Should we propose the Threshold and shoot for the Goal values for float cost? A: Costing/pricing strategy is at the discretion of the individual proposer. Per BAA section 1.3.1, DARPA will exercise a fixed price option for manufacture and delivery of floats as negotiated in a contract award. 70: Will the Government provide GPS boundaries for sensitive, protected, and coastal areas during the test or will each TA-1 team be responsible for generating that area and incorporating the boundaries into the firmware? A: The government will provide the details of areas floats must avoid/remain clear. Proposers are only required to detail how a float will achieve avoidance of these areas per the environmental section within BAA section

8 71: Will the government allow for some of the production costs to be spent (for long lead items needed to expedite the tight production schedule) BEFORE the production option is exercised? A. Proposers should identify anticipated long lead items in their proposal and associated risks to manufacturing. DARPA may consider purchase of some long lead items as early as PDR. 72: Production of 1500 will need to include procurement, assembly, testing and shipping. Will all 1500 floats be deployed on the same day or operationally spaced? Can we propose batch delivery sets of production floats (say, 500/week) or alternatively propose a longer lead time for production in order to reduce ramp up costs for production? A: No. Per BAA section , all floats must be delivered nine months after contract award for phase 1. Proposers should detail risks associated with meeting this requirement and potential mitigation strategies as part of the proposal. 73: Will TA-1 team members be allowed to participate in the deployment? I.e., starting, testing communication before launch or will that testing be completed on site before shipping floats? A: No. Per BAA section 1.3.1, performers will ship floats to SSC PAC who will conduct the at-sea testing. 74: Will the government provide data from iridium during the design schedule to allow us to test early demonstration units and during production for us to verify production units as they are built? A: Yes. More details will be provided on this topic in a BAA addendum. 75: What labor support is required from TA-1 teams during the at-sea testing? A: No support is required from TA-1 teams during at-sea testing. 76: Will some TA-1 funds be allowed for labor between month 9 and 14 for team continuity and preliminary efforts on refinement and at-sea testing support? A: Yes. DARPA expects minimal TA-1 effort to include management and software support for float updates/reprograming during this period. 77: Is there a risk to Phase 2 slipping (due to something outside the contractors control) that must be accounted for in the cost proposal? A: No. 78: When (Month) will TA-1 Phase 1 participants be required to peel off and produce a Phase 2 Proposal? A: Please see BAA section 1.3. DARPA will provide guidance on submitting phase 2 proposals at the end of phase 1. 79: What would constitute a control of drifting and how important is this feature vs cost? A: DARPA acknowledges the beneficial motion of floats due to wind, wave and current, and does not require any station keeping capability. DARPA is interested in float concepts that efficiently utilize or mitigate environmental motion while managing risk and complexity.
