Purpose 1.1 The purpose of this Standard Operating Procedure (SOP) is to provide AQIS staff with a standard approach to verification of inspection activities and carcase assessment at export registered slaughter establishments. 2. Scope 2.1 This SOP applies to AQIS On-Plant Veterinarians (OPV), FSMAs and staff at export registered slaughtering establishments who undertake: a) Verification of ante mortem inspection b) Verification of post mortem inspection c) Carcase by carcase assessment 3. Definitions 3.1 In this SOP, the following words are used as defined: Term Definition AAO AQIS Authorised Officer Critical Pathology Critical post Mortem procedural deficiency An AAO is a person who is authorised under the Export Control Act to undertake post mortem inspection. Pathology that could result in condemnation of the carcase and/or its parts. Potentially infectious conditions (for example: septicaemia/toxaemia, pyaemia, viable Cysticercus bovis, Cysticercus cellulosae lesions, sparganosis). Legislative Outline 4.1 The EC(M&MP) Orders provides for : a) Export establishment audits (Part 6, Division 1, and Sections 55 to 59) b) AQIS Authorized Officer function and direction powers (Part 8, Division 1, Sections 69 to 75) 4.2 The Australian Standard for Meat (AS4696) contains: a) Inspection procedures that must be applied to produce wholesome meat and meat products for export (Schedule 2) b) Information relating to disposition criteria 5. Actions 5.1 Ante mortem inspection Ante mortem inspection is to be verified by: a) Examination of a randomly selected sample of animals passed by an AAO b) Observing the inspection procedure performed by the AAO c) Verifying accordance with the relevant Work Instruction(WI) under OPMS SOP 6.02 Ante Mortem Inspection for the species. Comment [WT2]: Need to be clear in training this option is only for pigs to non Nth Asian markets Verification of ante mortem inspection is to be done as specified in OPMS WI Post Mortem Inspection Post mortem inspection is to be verified by examining a sample of product and observing the inspection procedure as it is being performed as instructed in WI, relevant to species and / or disposition, under OPMS SOP 6.03 Post Mortem Inspection Verification of inspection activities is to be undertaken as specified in OPMS WI Post Mortem inspection verification. 5.3 Carcase by Carcase Assessment Carcase by carcase assessment, to detect the presence of gross contamination and critical pathology is to be undertaken to verify the effectiveness of post mortem inspection as instructed in OPMS WI Where an OPV and / or FSMA identify non compliance with Performance standards or WIs they are to: Record the non-conformity observed and notify the establishment management indicating required Corrective Action. 5 5.4.2 Ensure non-corrected deficiencies are recorded and followed up as per NEVS procedures. Deleted: in 6. Records 6.1 The following are to be used during verification of inspection activities: a) Inspection Procedure and Product Record b) NEVS Forms as appropriate 6.2 NEVS Form records are to be maintained as defined in OPMS SOP 3.04 NEVS Reporting and Management. 7. Responsibilities 7.1 AQIS FSMA Where an AQIS FSMA is stationed at the end of the slaughter line (after post mortem inspection and before any carcase wash) that officer is responsible for: a) Determining whether gross contamination or critical pathology is present on any carcase b) Taking appropriate action to prevent unacceptable product entering into the human food chain c) Recording gross contamination or critical pathology findings and notifying these to the OPV d) Notifying establishment personnel and the OPV if they have concerns about process control e) Retaining any carcase and its parts for further disposition by the OPV if they identify food safety or other conditions that could result in condemnation of that carcase Where an FSMA is conducting verification of post mortem inspection, that officer is responsible for: a) Verifying the effectiveness of post-mortem inspection in accordance with section 5.2 b) Recording the post mortem verification checks and non-conformance findings along with any corrective and preventive action within NEVS Deleted: 9 below 7.2 The OPV is responsible for: a) Determining the final disposition of animals designated as suspect at ante-mortem Page 1 Export Meat Program Page 5 of 7

6 b) Determining the disposition of all animals presented for emergency slaughter c) Verifying the effectiveness of post-mortem inspection d) Determining the final disposition of animals designated as suspect at post-mortem e) As appropriate verifying the effectiveness of ante mortem inspection f) Recording the verification checks, findings along with any corrective and / or preventive action through NEVS. 7.3 The ATM is responsible for: a) Assessing AQIS performance and documentation to determine the effectiveness of AQIS activities 8. Occupational Health and Safety (OH&S) 8.1 AQIS Commitment to Health and Safety AQIS is committed to maintaining high standards in OH&S. It recognises and accepts its responsibilities and obligations to take all reasonably practical steps to provide a healthy and safe work environment for all its employees. All employees are required to comply with policies, procedures and instructions relating to health and safety to ensure their own wellbeing and that of others. 8.2 Incident Reporting All incidents, accidents and near misses must be reported by using the AQIS Incident Notification Form. Incident reporting greatly assists the organisation to identify and manage workplace hazards. 8.3 Training Before commencing duties within the Export Meat Program, all officers, undertake OH&S induction training. When working on- plant for the first time the establishment should be approached to provide site specific OH&S information. 9.
