1 Position Information Package Occupational Health and Safety (OHS) Coordinator POSITION NUMBER: R17/18.12 APPLICATIONS CLOSE: Friday 17 November 2017 at 5:00pm POSITION INFORMATION Salary: $90, $101, Hours: 38 Location: Wodonga POSITION PROFILE The successful applicant will provide specialist Occupational Health and Safety (OHS) advice and support for the Corporation s Management System, inclusive of contractor management. This position will provide specialist OHS advice to all North East Water staff and senior management on all OHS related issues in consultation with the Manager People and Culture for all sensitive issues. KEY SELECTION CRITERIA 1. Demonstrated skills, knowledge and experience of Health and Safety Management Systems. 2. Degree/Diploma or several years relevant experience in Health and Safety or a related role. 3. Demonstrated ability to provide leadership, mentoring and coaching to internal stakeholders with regard to the implementation and practical application of occupational health, safety and welfare matters. 4. Demonstrated ability to interpret legislation and apply it in an occupational workplace setting to ensure compliance. 5. Strong skills in spreadsheets, databases, report writing and word processing computer applications. North East Water provides water and sewerage services to 41 localities in North East Victoria, servicing an estimated population of over 107,000 people in an area of approximately 20,000km 2.

POSITION DESCRIPTION PRIMARY OBJECTIVES: Key Role Specifics Coordinate and provide field and training support for the Corporation s OHS Management System. Coordinate and monitor North East Water s OHS audit and inspection program to achieve compliance with the Corporation s policies, procedures and the relevant legislation. Coordinate hazard and risk assessments; monitor suitable controls and development of corrective action plans in consultation with the relevant business units / contractors. Accountable for the integrity of the data gather, recorded and reported with respect to the responsibilities of the position in particular the Asset, Finance, Safety and Audit Committee and operational reporting and Treatment activities.
3 1. KEY RESPONSIBILITY AREAS 1.1. Project and Contractor Management Provide specialist OHS advice and support to project managers at each stage of a project where required Review, maintain and implement North East Water s Annual Contractor Induction Program, including associated documentation Undertake additional contract inductions as required Provide Planning and Infrastructure specialist advice and support with North East Water s capital works program Undertake project scoping, risk assessment, HAZOP and project briefings as required Undertake project and contractor site audits and inspections as required OHS Management System Coordinate support for the OHS Management System including: Maintaining information and records in relevant databases, and providing data for reporting as required Providing administrative support to the Board OHS Committee and the staff Health and Safety Representative OHS Committees, including setting the meeting schedule, preparing agendas and taking minutes Provide field support for the OHS Management System including regular visits to operating and construction sites Provide training and inductions as required Develop policies, procedures, systems and processes as required to control hazards and risks OHS Audits and Inspections Coordinate the Corporation s internal and external audit, and workplace inspection schedules, including the allocation of resources Ensuring that the audit and inspection programs are completed according to the set schedules Monitor and review all action plans for continuous improvement Undertake OHS incident investigations including development of preventative / corrective actions, in consultation with relevant staff Prepare reports for senior management, the Executive and the Board as directed Provision of OHS advice Regularly report to the Manager People and Culture on OHS related issues.
4 Provide specialist advice to all North East Water staff and senior management on all OHS related issues, to be in consultation with the Manager People and Culture for all sensitive issues Maintain currency in OHS state of knowledge Hazard / Risk Assessments and Controls Undertake and support others as required in hazard identification and risk assessments to ensure compliance with relevant legislation, external certification requirements, and internal policies and procedures Develop and monitor implementation of corrective / preventative action plans to control OHS risks. 2. ORGANISATIONAL RELATIONSHIPS REPORTS TO: Manager People and Culture SUPERVISES: Health and Safety Advisor INTERNAL LIAISONS: - All North East Water staff - OHS Representatives / Committees - Board OHS Committee EXTERNAL LIAISONS: - Industry peers - Contractors - Consultants 3. ACCOUNTABILITY & EXTENT OF AUTHORITY 3.1 The position will be governed by broad guidelines and periodic supervision. 3.2 The position is authorized to provide advice to, or to regulate, North East Water staff within the parameters of the incumbents range of qualifications and experience. 3.3 Accountable for advice provided and relied upon to staff and external parties. 3.4 Regular consultation with senior staff and reporting will be required. 3.5 Authority to stop North East Water operations and activities that includes contractors when unsafe work practices are identified. 3.6 Accountable for integrity of records maintenance and databases. 3.7 Accountable for the privacy of any individual regarding WorkSafe and WorkCover matters. 3.8 Authority to prepare external correspondence on behalf of the Corporation within the parameters of the incumbent s range of qualifications and experience. 3.9 Authority to develop policies and strategic plans which may have a substantial impact on the Corporation.
5 3.10 Accountable for the integrity of data gather, recorded and reported with the respect of the responsibilities of the position. 4. JUDGEMENT AND DECISION MAKING 4.1. The objectives of the work are usually well defined within set guidelines, but will require the use of the incumbent s technical knowledge and experience Problems encountered may be of a complex or technical nature with solutions not related to previously encountered situations and some creativity and originality is required Guidance and advice would usually be available within the time required to make a decision All decisions and advice are subject to review by the Manager People and Culture and other senior staff. 5. SPECIALIST SKILLS AND KNOWLEDGE 5.1. Demonstrated skills in, knowledge and experience of Health and Safety Management Systems and practices Knowledge of the Health and Safety legislation including Acts, Regulations, associated Codes and relevant Australian Standards Demonstrated skills in the development and implementation of Health and Safety, including policy and procedure development Demonstrated ability to interpret legislation and apply it in an operational workplace setting to ensure compliance Familiarity with budgeting processes High level computer skills Strong skills in spreadsheets, databases and word processing computer applications. 6. MANAGEMENT SKILLS 6.1 Demonstrated self-management skills including effective time-management, organisational skills within a complex work environment and personal initiative. 6.2 Ability to discuss and resolve problems in a logical and rational manner. 6.3 Ability to establish mutually agreed outcomes with other parties and to clearly articulate agreed outcomes in contract documentation. 6.4 The ability to coordinate and direct staff to ensure outcomes are achieved. 6.5 Ability to implement employment policies and practices including equal employment opportunity and OHS policies and procedures. 7. INTERPERSONAL SKILLS 7.1 This position requires the ability to gain cooperation and assistance from employees, and contractors in relation to OHS regulatory compliance. 7.2 Excellent interpersonal and communication skills including the ability to communicate with staff at all levels within the Corporation. 7.3 Ability to lead by example and demonstrate a significant degree of individual initiative in the performance of own duties.
6 7.4 Skills to provide guidance and training to staff where required. 7.5 Ability to lead and influence to gain cooperation and assistance from employees, contracts and members of the public to achieve desired outcomes. 7.6 Excellent written and verbal communication skills together with a capacity to work positively with a wide range of people. 7.7 Ability to liaise with counterparts in other organisations to discuss specialist matters, and within the Corporation to resolve internal issues / problems. 8. QUALIFICATIONS AND EXPERIENCE 8.1. Degree / diploma level qualification in Health and Safety Several years relevant work experience in Health and Safety or related role Knowledge of the water industry is desirable Practical experience in high-level involvement with management systems and interactions with operational to senior management staff Proven writing experience Current drivers licence. 9. RISK MANAGEMENT COMMITMENT North East Water is committed to ensuring that all risks associated with our business are routinely and systematically addressed to reduce potential losses and maximise potential opportunities. Managers and Supervisors are required to: Coordinate and be responsible for the risk management process of the business unit Provide assistance and advice to staff within the business unit regarding risk management issues Maintain all current controls and implement target controls for which they have been assigned responsibility through the framework Communicate high / extreme risks the Executive Be Responsible for the auditing of the business unit risk profiles. All employees are responsible for maintaining an adequate level of awareness of risks associated with their job role or area. They are required to: Identify the risks which they encounter during the course of their work Report these to their Manager or Supervisor as appropriate Mitigate and manage identified risks Maintain all current controls and implement target controls for which they have been assigned responsibility through the framework
7 Act in accordance with all applicable law. Pursuant to these requirements all employees are to make a commitment to the Corporation s Health & Safety, Drinking Water Quality and Environmental Management Systems, i.e.: All North East Water employees are responsible for undertaking their duties in accordance with relevant policies and procedures contained in these management systems, and within other relevant environmental, DWQ and H&S legislation. Staff have a responsibility to make themselves aware of their environmental, DWQ and H&S responsibilities as far as practical. If at any time staff are in doubt about the consequences of their actions, they must seek guidance from their Supervisor, the Environmental Officer, Water Quality Officer or the Health & Safety Advisor as appropriate. 10.
