6 1 Reference Schedule 1.1 Invitation to Tender You are invited to submit a tender for the provision of: INDUSTRY-LED VOCATIONAL EDUCATION AND TRAINING IN LOGISTICS Aus4Skills Program 1.2 Principal Coffey International Development Pty Ltd ABN WorldPark Level 1, 33 Richmond Road Keswick SA Coffey s Requirements Coffey International Development, is the Managing Contractor for the Aus4Skills Program under Contract to the Department of Foreign Affairs and Trade (DFAT). Coffey International Development requires the Provision of Design and Delivery for a package of support in Industry-Led Vocational Education and Training in Logistics as per the details more fully described in this Request for Tender (RFT) documentation in Part B, Scope of Services. This will be a sole provider Contract in Vietnam and Australia, however consortiums are encouraged to apply. 9 2 Invitation 2.1 Coffey s Requirements Coffey invites the Tenderer to make an Offer in accordance with this Invitation for the provision of Coffey s Requirements. 2.2 Additions and Amendments Coffey may amend or add to the information in this Invitation or the Specifications at any time before the Closing Date and Time and may extend the Closing Date and Time to enable the Tenderer to amend their Offer. 2.3 Accuracy of Invitation Coffey makes no promise or representation that any factual information supplied in or in connection with this Procurement Process or Invitation is accurate. Information is provided in good faith and Coffey will not be liable for any omission from this Invitation. 2.4 The Use of Invitation Without the express prior written consent of Coffey, the Tenderer must not re-produce, re-advertise and/or in any way use the contents of this Invitation either in whole or in part, other than for the purpose of preparing and lodging an Offer. 2.5 Procurement Process does not create a Contract The Tenderer s participation in this Procurement Process, (including the preparation and lodgement of the Offer), is at the Tenderer s sole risk. Nothing in this Invitation, the Procurement Process, or the Tenderer s Offer must be construed as creating any binding contract or other legal relationship (express or implied) between the Tenderer and Coffey. 3 Structure of Invitation This Invitation consists of four parts: Part A - Procurement Process Guidelines Part A contains general information about the Procurement Process and how the Tenderer can make an Offer. Part B Scope of Services Part B sets out Coffey s Requirements in detail. Part C - Draft Contract Part C contains the proposed terms of the contract that may be entered into between the Tenderer and Coffey if the Tenderer s Offer is successful. Part D Selection Criteria and Information Required for Technical Assessment Part D sets out the format and information that the Tenderer is required to provide in the Offer. The Tenderer must complete all parts of the Part D Response Schedule and use templates where provided. 10 4 Communication 4.1 Contact Person The Tenderer may only communicate with the Contact Person (listed on the front page of this document) about this Invitation, and that contact must be in writing. 4.2 Requests for Clarification Up to and including the Last Queries Date, the Tenderer may submit a query or request for further information in writing to the Contact Person. Coffey does not guarantee that it will respond to any query, particularly queries received after the Last Queries Date. Coffey reserves the right in its discretion to inform all other Tenderers of any question or matter any Tenderer may raise and the response given (but may choose not to do so). Coffey is not obliged to consider any clarification from any Tenderer that it considers to be unsolicited or otherwise impermissible. 5 The Tender Offer 5.1 Format of Offer The Offer must be completed using the Part D Response Schedules, (unless the Tenderer is otherwise directed). 1. The Offer must: 2. be submitted in the name of the entity with which Coffey would enter into the contract and include the name of the person authorised to negotiate and conclude a contract; 3. be formatted in font type Arial, no smaller than 10 point and in single column format. Line spacing must be at least single and there must be no condensing of characters. Borders must be at least 2cm on all sides of the page; 4. not contain the Coffey or DFAT logo on any Tender documentation; 5. submit the financial component of the Tender as a separately sealed attachment; 6. be in English; 7. be endorsed by an appropriately authorised officer with any alterations or prices clearly and legibly stated and any alterations initialled; 8. quote prices in Australian Dollars that are GST inclusive and, in relation to GST, must state where the GST is applicable and show that amount separately; 9. stipulate fixed prices (unless otherwise specifically required or indicated); 10. be concise and only provide what is sufficient to present a complete and effective response. Coffey may disregard any content in an Offer that is illegible. 5.2 Conforming Offer The Tenderer must submit a Conforming Offer to be considered. A Conforming Offer means an Offer by the Supplier that includes all requested information, is received by the Closing Date and Time, is open for the minimum validity period and satisfies all Mandatory Criteria Training in Logistics - Aus4Skills - September 2017 Page 5

11 5.3 Alternative Offers Not accepted. 5.4 Cost of Preparing the Offer The Tenderer is solely responsible for the cost of preparing and submitting the Offer(s) and all other costs arising from the Tenderer s participation in the Procurement Process. 6 Lodging an Offer The Closing Date and Time for lodging the Offer(s) is nominated in the Reference Schedule. Coffey may extend the Closing Date and Time in its absolute discretion lodgement The Tenderer must lodge the Offer via the address provided, and the Tenderer must satisfy the requirements for lodgement specified in the Reference Schedule. The Tenderer must virus check any Offer (including all constituent files and/or documents) before lodging via . The Tenderer is encouraged to lodge the Offer at least two hours before the Closing Date and Time. Where an Offer is lodged via , each lodgement will be regarded as full and complete. If the Tenderer needs to modify a single document or a group of documents, the Tenderer will need to submit all documents again. Offer(s) lodged via cannot exceed 10MB. 6.2 Late Offers If an Offer is lodged after the Closing Date and Time, it may be ineligible for consideration unless: 1. Coffey determines in its sole discretion that Coffey has caused or contributed to the failure to lodge by the Closing Date and Time; or 2. Coffey decides that exceptional circumstances exist which warrant consideration of the late Offer and that acceptance of the late Offer does not compromise the integrity of the Procurement Process. 3. Coffey in its sole and absolute discretion reserves the right to take into account a late tender. 6.3 Validity By lodging an Offer the Tenderer agrees that the Offer will remain open for acceptance by Coffey for the validity period specified in the Reference Schedule. 6.4 Coffey s Use of The Tenderer s Offer Materials Upon lodgement, all of the Tenderer s Offer Materials will become the property of Coffey. Intellectual Property owned by the Tenderer or any third parties forming part of the Offer Materials will not pass to Coffey with the physical property comprising the Offer Materials. However, the Tenderer acknowledges and agrees that the Tenderer has the authority to grant to Coffey an irrevocable, royalty free licence to use, reproduce and circulate any copyright material contained in the Offer to the extent necessary to conduct the Evaluation and in the preparation of any resultant contract. 12 7 Consortia and Sub-Contracting 7.1 Consortia If the Tenderer is a member of a consortium then the Offer must stipulate which part(s) of Coffey s Requirements that each entity comprising the consortium would provide and how the entities would relate with each other to ensure full provision of Coffey s Requirements. All consortium members that are not natural persons are to provide details relating to their legal nature and any relevant corporate structure. Coffey will treat the Tenderer as the preferred contact person for any consortium Offer. 7.2 Sub-contracting If the Offer relies on a sub-contracting arrangement, then the Tenderer must stipulate in the Offer the tasks that the proposed sub-contractor(s) would undertake. The Tenderer will remain legally responsible for meeting Coffey Requirements. 8 Procurement Process Conduct 8.1 The Tenderer s Conduct The Tenderer must: 1. ensure all communications are undertaken via the Contact Person 2. declare any actual or potential conflict of interest 3. not offer any incentive to, or otherwise attempt to influence, any employee of Coffey or any member of an evaluation team at any time 4. not engage in any collusive or anti-competitive conduct with any Supplier 5. comply with all laws in force in South Australia applicable to this Procurement Process 6. disclose whether the Tenderer is acting as agent, nominee or jointly with another person(s) and disclose the identity of the other person(s) 7. not issue any news releases or responses to media enquiries and questions regarding this Procurement Process or this Invitation without Coffey s written approval. If the Tenderer acts contrary to the expectations outlined above, Coffey reserves the right (regardless of any subsequent dealings) to exclude the Tenderer s Offer from further consideration. 8.2 Coffey s Conduct Coffey will: 1. preserve the confidentiality of any information marked as confidential (subject to conditions concerning confidentiality) 2. give Suppliers the opportunity to compete fairly. 8.3 Confidentiality The Tenderer must identify any aspect of the Offer that the Tenderer considers should be kept confidential including reasons. Coffey is not obliged to treat information as confidential and in the absence of any agreement to do so, the Tenderer acknowledges that Coffey has the right to publicly disclose the information. Any condition in the Offer that seeks to prohibit or restrict Coffey s right to disclose will not be accepted. Training in Logistics - Aus4Skills - September 2017 Page 7

13 Information supplied by or on behalf of Coffey is confidential to Coffey and the Tenderer is obliged to maintain its confidentiality. The Tenderer may disclose confidential information to any person that has a need to know the information for the purposes of submitting the Offer. 8.4 Disclosure of Information Provided by Tenderers Coffey s selection process for services is conducted in accordance with Australia s Commonwealth Procurement Rules. For the purpose of assessing Tenders, Coffey is required to pass Tenders to Commonwealth Government Departments and Agencies as Coffey sees fit and to relevant Ministers and Parliamentary Secretaries. It is Coffey policy not to divulge to a Tenderer information that has been provided in-confidence by another. Tenderers should note that the Freedom of Information Act 1982 (The Act) gives members of the public rights of access to official documents of the Commonwealth Government and its Agencies. The Act extends, as far as possible, rights to access information in the possession of the Commonwealth Government and its Agencies, limited only by considerations for the protection of essential public interest and of the private and business affairs of persons in respect of whom information is collected and held by departments and public authorities. 9 Evaluation Process 9.1 Evaluation Coffey will evaluate and assess only those tenders determined to be complying with the requirements of the Tender Documents. The evaluation of tenders will be on a value for money basis in accordance with Australian Commonwealth Procurement Rules, including but not limited to the following: Prior performance and demonstrated experience Technical capacity and response to specification Core personnel Innovation and Value for Money Price / cost Coffey reserves the right to negotiate a successful tender with any of the Tenderers in the event that none of the tenders received fully meet the evaluation criteria. Coffey reserves the right to accept or reject any tender at any time prior to the award of a contract, without thereby incurring any liability to the affected tenderer or tenderers. Coffey reserves the right to reject all tenders before re-calling tenders from any source including those tenderers who have already submitted tenders. In evaluating Offers Coffey will consider: 1. the Evaluation Criteria 2. the overall value for money of the Offer Where mandatory criteria are specified in the Reference Schedule and the Offer does not comply with these criteria Coffey may choose not to further evaluate the Offer. Coffey may seek the advice of external consultants to assist Coffey in evaluating the Offers. Training in Logistics - Aus4Skills - September 2017 Page 8

14 Coffey may in its absolute discretion: 1. take into account any relevant consideration when evaluating Offers 2. invite any person or entity to lodge an Offer 3. allow a Supplier to change its Offer 4. consider, decline to consider, or accept (at Coffey s sole discretion) an Offer lodged other than in accordance with this Invitation 5. seek further information from the Tenderer regarding the Offer including but not limited to requests for additional information or presentations by, or interviews with the Tenderer or the Tenderer s key personnel 6. seek and evaluate relevant financial viability data concerning any Suppliers business and related entities including seeking any assistance from third party providers 7. make enquiries of any person or entity to obtain information about any Supplier and its Offer (including but not limited to the referees) 8. visit facilities operated by any Supplier, proposed subcontractors of any Supplier and/or by their customers in order to assess their capabilities and performance (at a mutually convenient time). 9.2 Discontinue Process Coffey may decide not to proceed any further with the Procurement Process for Coffey s Requirement. 9.3 Shortlisting Coffey may choose to short-list some Suppliers and continue evaluating Offers from those shortlisted Suppliers. Coffey is not at any time required to notify the Tenderer, any Supplier or any other person or organisation interested in making an Offer of its intentions or decision to short-list. 9.4 Negotiation Coffey may choose to: 1. enter into negotiations with the Tenderer or any Supplier (including parallel negotiations with more than one Supplier) in order to vary its Offer on grounds of capability / capacity, technical issues, cost, effectiveness, to finalise agreement on the terms of the contract, or any other matters 2. re-evaluate Offers generally after any negotiation 3. suspend, discontinue or terminate at any time negotiations with the Tenderer or any Supplier or any other person or organisation 4. negotiate with the Tenderer or any Supplier for the provision of any part of Coffey s Requirement and negotiate with any other Supplier with respect to the same or other parts of Coffey Requirement and to enter into one or more contracts for part or parts of Coffey s Requirement 5. negotiate at any time with any organisation that is not a Supplier and enter into a contract in relation to Coffey s Requirement or any part of Coffey s Requirement with that organisation on such terms as Coffey, at its absolute discretion, considers appropriate 6. seek best and final offers from all or some of the Suppliers. Irrespective of Coffey s right to negotiate and/or seek a best and final offer, The Tenderer is bound by the Offer, and if selected, the Tenderer must be willing to enter into a contract on the basis of the Offer. 9.5 Contract Formation Coffey will contract with one sole provider for the Services. No legal relationship will exist between a Supplier and Coffey for the supply of Coffey s Requirement until such time as a binding contract is executed by both parties. 15 10 Glossary 10.1 Definitions In this Invitation, unless the contrary intention is apparent: 1. Alternative Offer is an alternative or innovate offer which provides a value for money solution that meets Coffey s Requirements 2. "Closing Date and Time" means the date and time nominated in the Reference Schedule by which Offers are required to be lodged 3. Conforming Offer means an Offer by the Supplier that includes all requested information, is received by the Closing Date and Time, is open for the minimum validity period and satisfies all Mandatory Criteria 4. "Contact Person" means the person nominated in the Reference Schedule authorised by Coffey to communicate with Suppliers about the Procurement Process 5. CPR means Australian Commonwealth Government s Commonwealth Procurement Rules 6. DFAT means Australian Commonwealth Government Department of Foreign Affairs and Trade 7. Evaluation means the process for considering and evaluating Offers in accordance with clause 9 8. Intellectual Property means any patent, copyright, trademark, trade name, design, trade secret, knowhow, or other form of intellectual property and the right to registration and renewal of the intellectual property 9. "Invitation means this document inviting persons to lodge an Offer 10. Last Queries Date means the date nominated in the Reference Schedule as the last date for Suppliers to seek information or clarification of any matters relating to this Invitation 11. Mandatory Criteria means the criteria considered by Coffey to be critical and identified in the Reference Schedule 12. "Offer" means the documents constituting an offer lodged by a Supplier to meet Coffey s Requirement in accordance with this Invitation 13. Offer Material means all documents, data, computer programs, computer discs and other materials and things provided by a Supplier in relation to an Offer arising out of this Invitation 14. Part means a part of this Invitation 15. "Procurement Process" means the process commenced by the issuing of this Invitation and concluding upon the award of a contract (or other outcome as determined by Coffey) or upon the earlier termination of the process 16. "Reference Schedule means the reference schedule in Part A of this Invitation 17. South Australian Time means the time applicable to South Australia, as defined at "Specification" means the information about Coffey s Requirement described in Part B 19. 17 1 Purpose The purpose of this procurement is to identify a suitable Provider to design and deliver a package of support in Industry-Led Vocational Education and Training in Logistics. The activities in this package of support must comply with the requirements of the Government of Australia s Aus4Skills Program, and deliver defined program outcomes in the Australian Aid Program to Vietnam. Prospective tenderers should refer to the guidelines detailed in the Aus4Skills Short Course Award Manual, and the Aus4Skills Design of non-scholarship HRD Components available at 2 Background The Aus4Skills Program (formerly the Vietnam Australia Human Resource Development Partnership), managed by Coffey International on behalf of the Australian Government, positions Australia and Vietnam as partners in achieving the shared goal that Vietnam can access and use high-level professional and technical knowledge skills and competencies to contribute to the country s sustainable economic and social development, and enduring links with Australia. Aus4Skills is the main vehicle to implement the Australia-Vietnam Human Resource Development (HRD) Strategy The priority focus areas and activities aim to contribute to achieving the following end of Program outcomes: Program Outcome 1: Male and female alumni use new skills and knowledge to make positive contributions to selected priority areas Program Outcome 2: Stronger workplace enabling environments for skills utilisation in selected priority areas Program Outcome 3: Australia and Vietnam have stronger, sustainable links in selected sectors/agencies. The Promoting Industry Linkages with Vocational Education and Training (VET) component addresses the identified problem that quality of vocational education and training and its graduates does not meet the requirements of the employers and the labour market. The activities under this component are designed to bring about improvements in the relevance and quality of skills training for the logistics industry that will also serve as a demonstration model, with potential for scale-up and transfer to other industry sectors. The activities have been confirmed through consultations with key industry and vocational training stakeholders, including a planning workshop and inputs from Aus4Skills advisors and Department of Foreign Affairs and Trade (DFAT) in Vietnam. The logistics sector has been selected as the focal industry that can serve as a demonstration model that may be applied in other sectors. Aus4Skills, together with DFAT, Directorate of Vocational Education and Training (formerly General Directorate of Vocational Training), Vietnam Chamber of Commerce and Industry (VCCI) and Vietnam Logistics Association (VLA) discussed and agreed on this decision in early The selection of logistics was based on the readiness of logistics sector leaders to participate, the importance of this growing sector for Vietnam s economic development and Australia s trade with Vietnam, and the occupational standards recently defined by the Asia-Pacific Economic Cooperation (APEC) Transportation and Logistics Project Training in Logistics - Aus4Skills - September 2017 Page 1

18 For the financial year, the VET component focus is on: An institutional advisory mechanism established for engaging logistics industry employers and the VET sector in skills development Competency based training packages developed and pilot tested to meet occupational standards for selected job roles in logistics Improved competencies and skills of academic leaders and logistics trainers in selected colleges and enterprises to plan and deliver competency based logistics training Opportunities available for Vietnamese partner training providers to exchange experience with Australian Registered Training Organisations (RTOs) and logistics industry training networks. The activities under the VET component aim to contribute to the achievement of all three Program Outcomes. The activities proposed for the VET component in the Annual Work Plan for the financial year fall into four groups: 1. Technical advice and Informal Learning Opportunities (ILOs) to establish and support initial operation of a pilot industry representative mechanism in Logistics; 2. ILOs on curriculum development; 3. Australia Awards Short Courses to strengthen strategic planning skills and competency based training skills, and ILOs to increase targeted VET partners knowledge of skills needs in the logistics sector; and 4. ILOs to increase useful links with Australia by assisting Vietnamese vocational training providers to link with Australian RTOs and logistics industry training networks. It is intended to commence by establishing a representative mechanism for the Logistics sector that will confirm occupational standards for Vietnamese workers in logistics, based on those standards developed under a recent Australian-funded project in APEC and elsewhere. The selected occupations are Warehouse Operator, Logistics Administrative Officer, Warehouse Supervisor, Freight Forwarder and Forklift Operator. Aus4Skills is committed to ensuring women, people with disabilities and the rural disadvantaged, including disadvantaged ethnic minority peoples in Vietnam, benefit equally in this program. Aggregated across the whole Aus4Skills program, the participant profile must conform to Program targets of at least 50% women, and 20% people with disabilities and people disadvantaged by rural isolation. The design and delivery of all Aus4Skills activities should consider how they can empower women and girls, promote gender equality and disability and social inclusion and address barriers to women s participation as well as the participation of people with disabilities and other socially excluded groups. All Aus4Skills activities should ensure that reasonable adjustments are put in place to enable people with disabilities to participate on an equal basis with all other participants. 19 3 Contract Details It is intended that a sole organisation is contracted to provide the services specified in Sections 4 and 5. The proposed period of the contract will be 7 months from November 2017 to May The Services will be designed and delivered by the contracted Provider in accordance with the Aus4Skills Short Course Award Manual. Consortiums are encouraged to apply. Tenderers who plan to bid for both this RFT and the Australia Awards Short Courses on Vocational Education and Training RFT should highlight in their technical proposal their approach to delivering all activities. 4 Activity Details This package of support consists of three separate, but inter-related activities, which are all to be designed and delivered by the Provider: 1. Technical advice to establish a pilot industry representative mechanism in logistics; 2. A Study Tour; and 3. Informal Learning Opportunities on Curriculum Development. Details of these activities are provided in the tables below. 1. Technical Advice to establish a pilot industry representative mechanism in logistics Course Overview This activity will provide technical advice on the implementation, including initial operation, of a pilot industry representative mechanism in Vietnam for the logistics sector. The pilot mechanism will provide oversight for defining skills needed for the logistics labour market and relevant learning outcomes for training designed to develop those defined skills. This involves facilitating a newly formed cross-sectoral council, called Logistics Industry Reference Council. The composition and role of this council is intended to draw on the example of the Australian Industry Reference Committees, adapted to Vietnam s context. The aim of the pilot is to identify a model in logistics that can potentially be transferred to other industry sectors in Vietnam. Draft Terms of Reference for the Logistics Industry Reference Council have already been developed. Aus4Skills will support the establishment of the Council and confirmation of the Terms of Reference prior to contracting. It is recommended that up to five selected occupational standards and associated occupational skills standards should be presented to the pilot Logistics Industry Reference Council, once it is established. The Council should then develop a process to validate those standards to ensure they meet the requirements of industry in Vietnam. This will provide an opportunity for the Council to become familiar with its role and commence broader engagement with relevant stakeholders. Under the guidance of the technical advisor/s, the Vietnam Chamber of Commerce and Industry (VCCI) Ho Chi Minh City Branch (Bureau of Employers Activities) has agreed to act as the secretariat to the Council. The Aus4Skills program will enter a separate agreement with VCCI for these inputs. Training in Logistics - Aus4Skills - September 2017 Page 3

20 Expected Inputs Participant profile The Provider will deliver technical assistance through short term technical advisor/s who is/are well versed in the operation of the Australian model of industry representation in the VET sector, preferably in transport and logistics, and who can appreciate the adjustments to the model that may be needed for an effective pilot in the Vietnamese context. The Technical Adviser/s will: Support the Logistics Industry Reference Council in agreeing on its Terms of Reference Mentor the Council members in fulfilling their roles in the Council appropriately Support the Council to confirm the occupational standards to be piloted Support the Council to develop a process to validate the selected occupational standards and associated occupational skill standards to ensure they meet the requirements of industry in Vietnam Ensure the documentation of the pilot model in logistics as a whole Provide technical input into the development of a study tour for key stakeholders (see Activity 2 below) Mentor VCCI Ho Chi Minh City Branch to be the secretariat for the Council (learning from the model of Skills Services Organisations in Australia) and to build their capacity in facilitation of engagement across industry and the training sector (including the Vietnam Government actors in this sector) Provide technical support as appropriate to DVET and VCCI, at the national level, on the broader engagement of different industries and the VET sector drawing on the example of the Australian Industry and Skills Council Provide technical advice for the implementation of the other related ILOs and Short Course Awards in the VET component (including Activities 2 and 3 below). The Council is expected to involve representation from: the Directorate of Vocational Education and Training (DVET, formerly GDVT), 1. the Vietnam Chamber of Commerce and Industry (VCCI) - Ho Chi Minh City Branch 2. the Vietnam Logistics Association (VLA) 3. enterprises invested and operating in logistics and transport in Ho Chi Minh City 4. VET colleges/training providers in Ho Chi Minh City, Dong Nai 5. Department of Labour, Invalids, and Social Affairs (DOLISA) in Ho Chi Minh City 6. trade unions Aus4Skills will support VCCI and DVET to establish the Council, including the selection of initial members, in October 2017 prior to contracting. 21 Location Timeframe Personnel Interpretation and translation Logistical Support Face-to-face inputs will be delivered in Vietnam, mostly in Ho Chi Minh City with occasional travel to Hanoi. The Provider is expected to propose, in their bid, their approach to delivering additional support from Australia. Total delivery days: up to 80 days. This activity will be delivered throughout the duration of the contract. The Provider will be required to propose timing of specific inputs in their final Technical Design and Delivery Plan (agreed at contracting). At a minimum, personnel will include: Team Leader: This will be the Lead Technical Adviser for the entire contract. S/he will be a technical expert who will work with Coffey and other relevant stakeholders to develop the detailed Technical Design and Delivery Plan and will lead the study tour and the technical assistance. S/he may be supported in this activity by other Technical Advisers, as proposed by the provider in their bid. The Technical Adviser/s will require the assistance of interpretation and translation between English and Vietnamese. The Provider will be required to arrange and pay for quality Vietnamese to English and English to Vietnamese translation of all materials as required by Coffey. The Provider will describe in their bid their intended means to ensure high quality interpretation and translation. The provider will be required to arrange and pay for all logistics required to deliver the technical assistance. Including venues, transport, per diems and accommodation, as required, in accordance with the Aus4Skills Short Course Award Manual. 2. Study Tour Activity Overview Learning Goals The Provider will design and deliver a study tour to Australia to provide the opportunity for DVET and key members of the proposed Council to understand how Australia s industry-linked VET model works in practice. The specific learning goals will be agreed with the contracted provider, but as a minimum the goals are to enable participants to: a. Understand the rationale, structure and functions of the Australian industryled VET system and articulate what those may be in an industry-led VET system for Vietnam; Training in Logistics - Aus4Skills - September 2017 Page 5

22 b. Understand the principles of social inclusion as practiced in Australian industry skills training delivery, and help develop inclusive practices in the Vietnamese context; c. Define industry skills needs, identifying occupational standards and associated occupational skill standards for specific job roles and support development of relevant curricula and training packages in the Vietnamese context (to enable Activity 3 below); d. Operate as an effective council in accordance with its terms of reference; and e. Provide advice when requested on an institutional framework relevant for industry sector skills planning for another sector or at a higher level in Vietnam. Suggested in-australia activities Meet with Australian Government Department of Education and Training Meet with relevant unit of the Department of Educational and Training on the International Skills Training Meet with State Government/s to understand the role of state governments in a federal VET system including funding skills training, the allocation of training places and TAFE colleges Meet with the Australian Skills Quality Authority (ASQA) the national vocational education and training regulator Purpose Discuss the role of the Australian Government in VET including policy development and implementation of Australia s VET system Introduce the course to management of leading logistics enterprises Responsibility for Australia s VET system is shared between the Commonwealth and the state and territory governments. It s important for the group to understand the different roles and responsibilities of the state and territory government in comparison to the commonwealth Discuss issues relating to quality assurance, standards for training providers, standards for trainers and assessors Learning goals Explain the role of the Australian Government in developing and implementing Australia s national vocational education and training system Explain the benefit of the training for enterprisebased trainers in Vietnam Discuss the role of the state governments in implementing VET policy and programs in the 8 jurisdictions. Meet with the IRC responsible for Transport and logistics in Australia Discuss industry engagement approaches and how SSOs support industry committees in Australia See different approaches to training and assessment and discuss best practice outcomes Peak bodies have an important role in the VET system. They often advise government on policy and implementation. See different logistics operations including those using latest technologies, and discuss training approaches and business benefits of training Understand how a national body of industry representatives from different industries can work together on a single national VET system Explain the role of the IRC in the Australian VET system Deeper understanding of industry engagement methods, and options to support the pilot industry representative mechanism Describe different training and assessment practices operating in Australia Describe how peak bodies and industry representative groups collaborate for the benefit of the VET system in Australia. Deeper understanding of the alignment between contextualised training and business benefits Participant profile A maximum of 15 persons will participate in the study tour and selection will aim for a balance among participants from government agencies, employers representatives and colleges. A recommended mix is: Training in Logistics - Aus4Skills - September 2017 Page 7

24 a. Senior staff of DVET who may participate in future transfer of the industry linked model including from the National Institute of Vocational Education and Training (04) b. Ministry of Industry and Trade with influence on, or responsibility for, labour market skills forecasting and development (in logistics) (01) c. VCCI Bureau of Employers Activities, national level and Ho Chi Minh City branch (02) d. VLA (01) e. DOLISA or relevant logistics sector trade union, at province level in Ho Chi Minh City (01) f. Management representatives of leading logistics enterprises and colleges, who are members of Logistics Industry Reference Council (06) Nomination of female candidates is encouraged with a desired ratio of 50%. Participants will be nominated by Aus4Skills in consultation with respective agencies and be approved by the Australian Embassy in Hanoi. Location Timeframe The specific site visits to be included in the study tour are to be proposed by the Provider but should include the visits listed in the learning goals section of this table. Proposals are subject to Coffey confirmation prior to finalising the contract. Total delivery days: 15 days One day in Vietnam for a pre-departure briefing at a location proposed by the provider. 12 days in Australia in mid-late November This will include: a one day preparation workshop (including an orientation and security briefing on arrival); up to nine days of site visits and seminars; equivalent of one day for participants to develop an action plan; and one day de-briefing to share each other s experiences and reflect on lessons learned. An additional two days will be required for return travel from Vietnam to Australia. Personnel At a minimum, personnel will include: Team Leader (same as for Activity 1) Coordinator: key administrator who will make all the arrangements for the study tour to Australia (including domestic travel, accommodation and logistics, financial administration, reporting and coordination). S/he will be with the group full-time during their time in Australia and will be responsible for the dayto-day management of the study tour. Welfare Officer: the person responsible for the welfare of the Vietnamese participants whilst they are in Australia. S/he must provide ongoing advice and welfare support for the participants and needs to be available 24/7 in case of emergency. Training in Logistics - Aus4Skills - September 2017 Page 8

25 Interpretation and translation Logistical support The technical adviser/s and participants will require the assistance of interpretation and translation between English and Vietnamese. The Provider will be required to arrange and pay for quality Vietnamese to English and English to Vietnamese translation of all materials as required by Coffey. The Provider will describe in their bid their intended means to ensure high quality interpretation and translation. The provider will be required to arrange and pay for all logistics required to deliver the Study Tour, including venues, flights, ground transport, per diems, and accommodation, as required, in accordance with the Aus4Skills Short Course Award Manual. The Aus4Skills program will have responsibility for arranging participant visas to Australia. 3. Informal Learning Opportunities on curriculum development Activity Overview Learning Goals Participant Profile Once the pilot Logistics Industry Reference Council is established and validates the selected occupational standards and associated occupational skills standards, colleges can adapt or write relevant learning outcomes and curricula to deliver training that meets these occupational skills standards. The Provider will be required to deliver: 1. Short-term training in competency based curriculum writing to equip staff from selected partner colleges and logistics enterprises with theory and skills for writing competency based curricula for the selected occupations in logistics. The Provider will be required to propose an approach to assessing participants skills and knowledge prior to the training. 2. Ongoing mentoring in the form of workshops to apply learning from the training and develop competency based curricula to meet the skills standards confirmed by the Council. Providers should outline their approach to delivering mentoring in their bid. Reference should be made to logistics training modules available from Australia, and elsewhere when available. As a minimum, participants will: Demonstrate skills in competency based training and assessment design Analyse selected logistics training packages from Australia and other countries where available, including units of competency (skills standards) and related learning outcomes Write learning outcomes, assessment tasks and other curricular activities based on the validated occupational standards and occupational skills standards Engage industry stakeholders (through the Logistics Industry Reference Council) in validating learning outcomes, training and assessment tasks Appreciate the alignment between contextualized training and business benefits. Up to 25 participants, comprising academic leaders in charge of training and senior trainers of selected Vietnamese public and private VET providers, and enterprise-based trainers from selected logistics enterprises. Participants will be nominated by colleges and logistics enterprises and confirmed by Aus4Skills prior to contracting. Training in Logistics - Aus4Skills - September 2017 Page 9

26 Location Timeframe The short-term training will be delivered outside Ho Chi Minh City, in a location to be proposed by the provider. Mentoring workshops will take place in participants workplaces in Ho Chi Minh City. Total delivery days: up to 60 days This activity will be delivered from November 2017 to March A needs assessment should take place immediately after contracting to inform the short-term training. It is suggested the short-term training is delivered in November-December 2017 (approximately 2-3 weeks. The duration of the short-term training is to be proposed by the provider subject to the needs assessment). Mentoring workshops will be delivered post-training until March Personnel Interpretation and translation Logistical support Team Leader (same as for Activity 1) will oversee the design and delivery of this activity and may also provide inputs. International trainer (may be the Team Leader) Local short-term trainer experienced in developing competency-based curriculum 1. The international and local short-term trainers together will: 1. Design and deliver the content for the short-term training ensuring relevant theory and practical application in the Vietnamese context 2. Develop the content and processes for up to five follow-up workshops 3. Facilitate the follow-up workshops 4. Provide mentoring to the participating teachers and trainers in developing the training packages and learning outcomes and related curriculum. The technical adviser/s and participants will require the assistance of interpretation and translation between English and Vietnamese. The Provider will be required to arrange and pay for quality Vietnamese to English and English to Vietnamese translation of all materials as required by Coffey. The Provider will describe in their bid their intended means to ensure high quality interpretation and translation. The provider will be required to arrange and pay for all logistics required to deliver the training and mentoring.
