3 Harris Corporation Government Communications Systems Division Harris has been awarded a General Services Administration (GSA) Federal Supply Service Schedule for Professional Engineering Services (PES) Contract No. GS-23F-0058M. This is an ID/IQ multiple award contract that provides for task orders to be placed as either Fixed Price or Time and Material using the broad range of categories and ceiling prices defined in the contract. Harris PES contract offers high-quality support in the disciplines of Electrical, Mechanical and Civil Engineering, and all associated subdisciplines. 4 Ordering Procedures By virtue of the fact that GSA has awarded Harris this PES Schedule, the U.S. Government has determined that Harris price lists applicable to this schedule are fair and reasonable. The total price for services is established at the time the task order is placed and is based on the prices offered in the Harris PES price list catalog. The estimated number of hours/labor categories to be provided and material/travel/ ODC and related items are detailed on the task order. If the ordering office chooses to purchase services on a T&M basis the resultant task order shall specify the Not-to-Exceed Price, applicable labor categories including hourly rates for each and any applicable material, travel and ODC. When ordering services, the ordering office: 1) Prepares a Request for Quote Performance-based statement of work outlining the work to be performed, desired location of work, period of performance, delivery schedule, standards, acceptance criteria, etc. Type of Task Order FFP or T&M. Basis for award (experience, best value, etc.). 2) Transmits the Request for Quote to contractor Select three contractors on the schedule. Send request for quotes to selected contractors. Ordering offices should endeavor to minimize the contractors costs associated with responding to the request for quote. Oral presentations should be considered where possible. 3) Evaluates quotations and selects the contractor to receive the order Evaluate responses based on criteria established in the Request for Quote. Place the order directly with the responder that represents the best value (considering price, special qualifications, administrative costs, etc.). The task order is issued directly from the ordering office s contracting office to the selected contractor without GSA involvement in the procurement process. All task order reporting requirements and submission of fees is the responsibility of the contractor. 4) Federal Supply Schedule Blanket Purchase Agreements (BPAs) for recurring services are also permitted Define the services that may be ordered under the BPA including delivery, performance time frames, etc. Select the responding contractor that represents the best value and represents the lowest overall cost alternative to meet the ordering office s needs. Authorized users may place the order directly under the established BPA when the need for services arise without having to regenerate requests for quotations each time covered services are desired. 2

7 A Band Software Engineering Responsible for the planning, design, development and implementation of Intra/Internet, computer-based training, web-based training and interactive electronic applications. Designs and develops user interface features. Develops animation and special effects graphics. Analyzes and understands business requirements and translates into multimedia or web applications. Researches and tracks new technologies in order to provide technical expertise in developing applications. Provides written design documents, test plans, and test results. May work with outside vendors in developing tests to ensure feature functionality. Systems Engineering Responsible for developing, defining, and designing system requirements. Analyzes systems requirements to determine feasibility of design within time and cost constraints. Assesses architecture and current hardware limitations, defines and designs complex system specifications, input/output processes and working parameters for hardware/software compatibility. Prepares, presents and implements integration design plans for subsystems, systems and facilities. Logistics Engineering Responsible for creating, evaluating and modifying prototypes to support instructional design or software application development. Installs, repairs, modifies or performs preventative maintenance of equipment and other products. Systems Support Engineering Responsible for technical contributions in support of Integrated Logistics Support Management, technical training and publications, configuration management and data management, maintainability and reliability. Coordinates with other engineering functions to establish the requirements, design, supply and life-cycle maintenance for programs or proposals. Authorized Federal Supply Schedule GS-23F-0058M D Band (Continued) Engineering Specialist, Systems Support Engineering Z Band Program Management Responsible for managing the cost and schedule requirements of a product line through all phases from proposal to product distribution. Ensures that all resources such as engineering, manpower, production, computer time, facilities and sales force are available to support the product line. Develops and/or implements techniques to track product line performance against goals. Involved in defining product line opportunities and guiding internal research and development efforts. Work with customers to determine needs, requirements and new business opportunities. Management Z1 Job Summary: Acts as an associate or deputy to a Program Manager 3 or higher. Under their guidance, responsible for managing government programs which are of relatively low risk and complexity or are a portion of a larger program. Ensures that all required resources such as engineering, manpower production, computer time, facilities and the like are available for the program. Plans, directs and monitors program budget and serves as primary customer contact for program information for a well-defined, smaller portion of a larger program. Total value of programs responsible for is generally less than $10 million (life of contracts, not annual). Excludes engineers or other individuals temporarily assigned program management responsibilities. Education: Bachelor s degree with emphasis in business or engineering or equivalent experience. Experience: A minimum of 2 years of program-related experience. Management Z2 Job Summary: Responsible for managing government programs which are of relatively low risk and complexity or are a portion of a larger program. Ensures that all required resources such as engineering, manpower, production, computer time, facilities and the like are a available for the program. Plans, directs and monitors program budget and serves as primary customer contact for program information. Total value of programs responsible for is generally less than $10 million (life of contracts, not annual). Frequently is involved simultaneously in several programs. Oversees program budget and schedules prepared by subordinate staff. May have supervisory responsibilities including hiring, firing, salary and performance management. May have primary responsibility for program growth. Serves as primary customer contact. Total value of programs responsible for is generally between $10 and $25 million (life of contracts, not annual). May be responsible for programs of a lesser dollar value if they are more complex or developmental in nature. Excludes engineers or other individuals temporarily assigned program management responsibilities and technical functional managers for a program. Education: Bachelor s degree with emphasis on business or engineering or equivalent experience. Experience: A minimum of 9 years program-related experience and prior management experience. 19 Scope of Work and Primary Engineering Disciplines/SINs Harris GSA PES Schedule provides for services to be performed under three Primary Engineering Disciplines (PEDs), each of which is described below. Electrical Engineering PED Planning, design, development, evaluation and operation of electrical principles, models and processes. This PED includes, but is not limited to, the design, fabrication, measurement and operation of electrical devices, equipment and systems (e.g., signal processing; telecommunication; sensors, microwave, and image processing; micro-fabrication; energy systems and control; micro- and nano-electronics; plasma processing; laser and photonics; satellites, missiles and guidance systems, space vehicles, fiber optics, robotics, etc.). The electrical engineering discipline encompasses many specialties within the scope of this work. Mechanical Engineering PED Planning, development, evaluation and control of systems and components involving the production and transfer of energy and with the conversion of one form of energy to another. This PED includes, but is not limited to, planning and evaluation of power plants, analysis of the economical combustion of fuels, conversion of heat energy into mechanical energy, use of mechanical energy to perform useful work, analysis of structures and motion in mechanical systems, and conversion of raw materials into a final product, etc. (e.g., thermodynamics, mechanics, fluid mechanics, jets, rocket engines, internal combustion engines, steam and gas turbines, continuum mechanics, dynamic systems, dynamics fluid mechanics, heat transfer, manufacturing, materials, solid mechanics, reactors, etc.). The mechanical engineering discipline encompasses many specialties within the scope of this work. Civil Engineering PED Planning, evaluation and constructed infrastructure of facilities and buildings, transportation systems, water, earthworks, and other structures. This PED includes, but is not limited to, planning, evaluation, and operations of bridges, dams, airports, highways, transportation systems, large buildings, power generating plants, sewage systems, water resources and supply, waste treatment facilities, soil, rock, etc. It also includes the manufacture, production, furnishing, construction, alteration, repair, processing or assembling of vessels, aircraft, or other kinds of personal property, including heating, ventilation and air-conditioning. The civil engineering discipline encompasses many specialties within the scope of this work. 17

The SINs are in a phased format, each representing a major life-cycle portion of the engineering process. SIN 871-1: Strategic Planning for Technology Programs/Activities Services required under this SIN involve the definition and interpretation of high-level organizational engineering performance requirements such as projects, systems, missions, etc., and the objectives and approaches to their achievement. Typical associated tasks include, but are not limited to, an analysis of missions, program goals and objectives, requirements analysis, organizational performance assessment, special studies and analysis, training, privatization and outsourcing. SIN 871-2: Concept Development and Requirements Analysis Services required under this SIN involve abstract or concept studies and analysis, requirements definition, preliminary planning, the evaluation of alternative technical approaches and associated costs for the development or enhancement of high level general performance specifications of a system, project, mission or activity. Typical associated tasks include, but are not limited to, requirements analysis, cost/cost-performance trade-off analysis, feasibility analysis, regulatory compliance support, technology conceptual designs, training, privatization and outsourcing. SIN 871-3: System Design, Engineering and Integration Services required under this SIN involve the translation of a system (or subsystem, program, project, activity) concept into a preliminary and detailed design (engineering plans and specifications), performing risk identification/analysis/mitigation, traceability, and then integrating the various components to produce a working prototype or model of the system. Typical associated tasks include, but are not limited to, computer-aided design, design studies and analysis, high level detailed specification preparation, configuration management and document control, fabrication, assembly and simulation, modeling, training, privatization and outsourcing. SIN 871-4: Test and Evaluation Services required under this SIN involve the application of various techniques demonstrating that a prototype system (subsystem, program, project or activity) performs in accordance with the objectives outlined in the original design. Typical associated tasks include, but are not limited to, testing of a prototype and first article(s) testing, environmental testing, independent verification and validation, reverse engineering, simulation and modeling (to test the feasibility of a concept), system safety, quality assurance, physical testing of the product or system, training, privatization and outsourcing. SIN 871-5: Integrated Logistics Support Services required under this SIN involves the analysis, planning and detailed design of all engineering specific logistics support including material goods, personnel, and operational maintenance and repair of systems throughout their life cycles. Typical associated tasks include, but are not limited to, ergonomic/human performance analysis, feasibility analysis, logistics planning, requirements determination, policy standards/procedures development, long-term reliability and maintainability, training, privatization and outsourcing.
