REF A ISSUED ARMY POLICY TO IMMEDIATELY BEGIN USING LEASED OR GOVERNMENT OWNED CONTAINERS FOR ALL DRY AND REEFER FULL CONTAINER LOAD SHIPMENTS DESTINED FOR THE CENTCOM AOR. WHEN EMPTIED, CONTAINERS ARE USED FOR OTHER PURPOSES OR BECOME LOST/DAMAGED/ABANDONED WITH NO MEANS TO IDENTIFY WHO HAS RESPONSIBI8LITY FOR THEM. ALSO, CONTAINERS PURCHASED OR LEASED FOR ONE UNIT ARE USED TO REDEPLOY A DIFFERENT UNIT OR RETROGRADE SUSTAINMENT CARGO AND END UP BACK IN CONUS AT DIFFERENT LOCATIONS THAN WHERE THEY WERE PURCHASED OR LEASED, WITH THE ORGANIZATION HAVING NO FUNDS TO MOVE OR RETURN THE EQUIPMENT AND NO MEANS TO IDENTIFY WHO HAS RESPONSIBILITY FOR THE CONTAINER. 4. REF A IS REVISED TO READ: EFFECTIVE IMMEDIATELY AND UNTIL FURTHER NOTICE, ALL SHIPPERS UTILIZING ARMY FUNDS WILL BEGIN UTILIZING GOVERNMENT OWNED OR LEASED CONTAINERS FOR ALL DRY AND REEFER FULL PAGE 02

SHIPMENTS WITH AN ULTIMATE CONSIGNEE OF IRAQ WITH A TRANSHIPMENT POINT WITHIN KUWAIT MAY BE SHIPPED IN OCEAN CARRIER CONTAINERS PROVIDED CROSS-DOCKING INTO A GOVERNMENT OWNED OR LEASED CONTIANER IS ACCOMPLISHED PRIOR TO ONWARD MOVEMENT INTO IRAQ. SHIPPERS WILL DEVELOP A PLAN FOR IMPLEMENTING THE USE OF LEASED CONTAINERS AND BEGIN USE OF LEASED CONTAINERS WITHIN 10 DAYS OF THE RELEASE OF THIS MESSAGE. DA G-4 WILL BE NOTIFIED WHEN PLAN HAS BEEN DEVELOPED. 5. IAW CURRENT POLICY, 20 FT CONTAINERS MUST BE USED FOR ALL MOVEMENTS INTO THE THEATRE UNLESS SPECIFICALLY REQUESTED FROM AND APPROVED BY THE THEATER COMMANDER PRIOR TO BOOKING THE MOVEMENT. CONSEQUENTLY, 40-FOOT CONTAINERS MAY ONLY GO BEYOND THE THEATRE DISTRIBUTION CENTER (TDC) OR THE PUBLIC WAREHOUSE (PWC) IF SPECIFALLY APPROVED BY THE THEATER COMMANDER. 6. SPECIFIC GUIDANCE TO DLA AND AAFES. DLA IS ADVISED THAT ALL CLASS I SHIPMENTS DESTINED FOR THE PWC CAN BE SHIPPED IN OCEAN CARRIER CONTAINERS PROVIDED THEY ARE UNSTUFFED IMMEDIATELY AND CONTAINERS RETURNED TO THE OCEAN CARRIER. FUTHER MOVEMENT OF CLASS I INTO IRAQ MUST BE IN GOVERNMENT-OWNED OR LEASED CONTAINERS UNLESS THE WAIVER PROCESS PRESCRIBED IN PARAGRAPH 5 ABOVE APPLIES. ALL CLASS IV MATERIALS SHALL BE TRANSPORTED IN GOVERNMENT LEASED CONTAINERS UNLESS CROSS-DOCKING CAN BE ACCOMPLISHED PIROR TO ONWARD MOVEMENT INTO IRAQ.
