EXCEPTIONS AND EXTRAORDINARY CIRCUMSTANCES WILL BE HANDLED ON A CASE BY CASE BASIS. 2. LEASED OR PURCHASED CONTAINERS FOR DEPLOYMENT MUST MEET THE (CSC) CONVENTION FOR SAFE CONTAINERS CRITERIA. GENERAL CARGO CONTAINERS CAN BE NON-IMDG CERTIFIED. AMMO/EXPLOSIVES CONTAINERS MUST BE IMDG CERTIFIED. 3. ACTIVE DUTY: COORDINATE AND IDENTIFY 20 FT CONTAINER REQUIREMENTS TO THE INSTALLATION TRANSPORTATION OFFICE (ITO) TO ALLOW THE INSTALLATION THE NECESSARY TIME TO HAND RECEIPT OR ACQUIRE THROUGH LEASE OR PURCHASE. IF THE UNIT PURCHASES A 20FT ISO CONTAINER AND SUBMITS FOR INCREMENTAL COST REIMBURSEMENT AND RECEIVES REIMBURSEMENT
4 THE CONTAINER MUST BE RETURNED TO THE NEAREST INSTALLATION UPON REDEPLOYMENT. THE CONTAINER WILL BE USED TO SUPPORT FUTURE CONTINGENCY DEPLOYMENTS. 4. RESERVE: UNITS NEED TO DEPLOY FROM HOME STATION TO MOB STATION VIA ORGANIC AND/OR COMMERCIAL ASSETS. A COMMERCIAL ASSET FOR MOBILIZATION MOVEMENT DOES NOT INCLUDE LEASING CONTAINERS. THE UNIT NEEDS TO ENSURE THEY PROVIDE THE SUPPORTING INSTALLATION WITH THEIR REQUIREMENTS FOR CONTAINERS (20FT ISO FOR SEA MOVES) AND 463L PALLETS FOR STRATEGIC AIR MOVEMENTS. THIS WILL ALLOW THE INSTALLATIONS TIME TO ENSURE THEY CAN MEET THE REQUIREMENT BASED ON UNIT ARRIVAL AT THE MOBILIZATION STATION AND MEET THE READY LOAD DATE (RLD) AND AVAILABLE LOAD DATE (ALD) IN SUPPORT OF THE DEPLOYMENT. THERE MAYBE EXCEPTIONS TO THIS PROCESS IF THE UNIT DEPLOYS FROM HOME STATION DIRECTLY TO PORT OF EMBARKATION (THAT IS BY EXCEPTION AND THAT WILL BE HANDLED SEPARATELY). UNITS THAT DEPLOY FROM HOME STATION TO PORT OF EMBARKATION CAN SUBMIT REQUIREMENT FOR CONTAINERS THROUGH THE SUPPORTING INSTALLATION AND/OR COMMAND. IF THE UNIT PURCHASES A 20FT ISO CONTAINER AND SUBMITS FOR INCREMENTAL COST REIMBURSEMENT AND RECEIVES REIMBURSEMENT THE CONTAINER MUST BE RETURNED TO THE NEAREST INSTALLATION UPON REDEPLOYMENT. THE CONTAINER WILL BE USED TO SUPPORT FUTURE CONTINGENCY DEPLOYMENTS. 5. LEASED CONTAINERS: TWENTY FOOT CONTAINER LEASES WILL BE ARRANGED THROUGH THE MILITARY TRAFFIC MANAGEMENT OFFICE (MTMC), JOINT TRAFFIC MANAGEMENT OFFICE (JTMO), TELEPHONE DSN /2426/2471, COMMERCIAL, /2426/ PURCHASED CONTAINERS: CONTAINERS MAY BE PURCHASED THROUGH THE DEFENSE LOGISTICS AGENCY(DLA), DEFENSE SUPPLY CENTER (DSC) PHILADELPHIA, TELEPHONE DSN /7406, COMMERCIAL, /7406. PURCHASED CONTAINERS MUST HAVE APPROVED ACCOUNTABILITY NUMBERS PROVIDED BY MTMC JTMO AT WHO WILL INFORM THE DA CONTAINER ACCOUNTABILITY OFFICE,TOBYHANNA, PA. 7. INSTALLATION TRANSPORTATION OFFICES (ITO) WILL SUBMIT TO FORSCOM G4 TO VALIDATE LEASE VS PURCHASE. ENSURE THE REQUEST HAS A COST COMPARISON LEASE VS PURCHASE. INSTALLATION AND /OR ORGANIZATIONS SUBMITTING FOR REIMBURSEMENT FOR INCREMENTAL COSTS MUST ENSURE THE CONTAINERS ARE IN SUPPORT OF CURRENT CONTINGENCY OPERATIONS.
5 8. ACCOUNTABILITY: CONTAINERS WILL BE ACCOUNTED FOR AT THE MS BY HAND-RECEIPT AND SUBSEQUENTLY BY SUB HAND-RECEIPT TO THE DEPLOYING UNIT. THE DEPLOYING UNIT THEN ACCEPTS RESPONSIBILITY FOR THE CONTAINERS. WHEN THE UNIT REDEPLOYS THROUGH THE INSTALLATION/MOBILIZATION STATION THE CONTAINERS WILL BE TURNED BACK OVER TO THE MS VIA THE HAND-RECEIPT PROCESS. THE UNIT WILL ACCOUNT FOR CONTAINER DAMAGE AND LOSSES AND WILL BE REQUIRED TO SUBMIT A REPORT OF SURVEY ACCOUNTING FOR THE LOSS AND/OR DAMAGE. ONCE THE CONTAINERS PURCHASED UNDER CONTINGENCY SUPPORT CONDITIONS ARE TURNED BACK IN TO THE MS THEY WILL BE USED TO SUPPORT FUTURE CONTINGENCIES.
