1 Military Surface Deployment and Distribution Command Customer Advisory February 18, 2015 CA-14-10/ Update 2 SUBJECT: Update 2 - Movement of vehicles to/from non-contractor operated Vehicle Processing Centers (VPC) PURPOSE: This advisory supersedes advisory CA-14-10/ dated October 09, 2014 and December 09, Provide updated procedures/address for submitting Export Traffic Release Request (ETRR) of Privately Owned Vehicles (POV) to/from VPCs not operated by International Auto Logistics (IAL). BE ADVISED: This advisory provides information for all DOD shipping activities booking ocean movement of POVs through SDDC. 1. ETRR Request Information screen: Submit to SDDC via the Integrated Booking System (IBS) and include the following: A. Project Code field must be labeled POV. B. Remarks to Booker field must include the following. 1) POV owner in Last Name, First Initial format (e.g., SMITH K). 2) POV final destination (e.g., San Diego VPC or 3JA). This is not required for the IBS booking but identifies the ultimate destination of the POV to the Global POV Contractor and the government CORs. 3) For shipments beginning at a government operated VPC location, include the member s POV turn-in date (e.g., 10NOV14). The turn-in date will be used to calculate the destination RDD utilizing the applicable zone-tozone paring in the Global POV Contract (HTC R003), Attachment 4. For origins/destinations not annotated in Attachment 4, advise the member that the RDD will be approximately 90 days. C. Consignee DODAAC will utilize the codes listed in paragraph 3 below. 2. ETRR Shipment Unit Information screen: Include the following for each TCN submitted:

2 A. Commodity Code field: Select one of the following based on the POV being shipped. 1) AUTOMOBILES, SPACE REQUIRED. 2) MOTORCYCLES, SPACE REQUIRED. 3) VANS AND PICKUPS, SPACE REQUIRED. B. Cargo Description field must include 1) last eight characters of the Vehicle Identification Number (VIN) and 2) POV owner in Last Name, First Initial. EXAMPLE: VIN Smith K. 3. DODAAC Information. Utilize the following consignee DODAAC information for ETRR submission.

For shipments received from IAL going to overseas locations utilize normal DODAACs and conform to the formatting procedures in paragraphs 1 and ETRRs not conforming to the above requirements will be rejected within IBS by the SDDC CBO. 5. When POVs are manifested in GATES, shipping activities will enter the following information: A. DIC2 field must be coded P. B. Miscellaneous Remarks field must include the full VIN in the first entry. Use the format VIN. 6. POV Documentation. A. Immediately upon vessel sailing from origin port, send to POV contractor a copy of all shipping documentation, to include the following. 1) Customs Documentation. 2) DD 788 or equivalent. 3) PCS Orders. 4) Vehicle Registration or Title. 5) Power of Attorney and/or Lien Release (if applicable). 6) Vessel Data (Voyage Number, ETS, and ETA). 7) Container Data (container size, container number, and seal number) (if applicable). B. Immediately upon vessel sailing from origin port, please send copy of OBL or SEA-WAYBILL to POV contractor to allow for immediate monitoring of the container and having it released in a timely manner immediately upon its arrival to destination port. C. In addition to sending hard-copies of all documentation requested above via expedited mail to the NOTIFY parties listed above, scan and send as PDF document via to the following addresses.

6 1) If POV bound for Europe: and 2) If POV bound for CONUS: and 7. For shipments beginning at a government operated VPC location, Transportation Office personnel should: A. Advise the member that the RDD will be calculated IAW paragraph 1.B.3) above. B. Ensure that accurate member contact information (i.e., and phone number) is obtained. This contact information should ideally be a.com or.net that the member will be able to access while en route between old and new duty stations. Ensure this information is included in the documentation provided in paragraph 6 above.
