1 Distributed Energy Resources (DER) Queue Management FortisAlberta s Distributed Energy Resource (DER) Queue Management stages are applicable to every DER Customer project, whether the project is the only one connecting generation capacity, or if there are multiple projects waiting to connect at a substation feeder. These stages are intended to ensure that active DER Customer projects in the queue continue to move forward and do not prevent access to other DER Customers. DER projects include Distributed Generation (DG) and Micro-Generation (MG). In order to remain active in the queue and not re-start a project, DER Customers must complete all of the requirements in each stage within the allotted time frames in the FortisAlberta DER Process. Any changes to the approved scope (for example, physical location; size of generator; or type of DER being connected) of a DER Customer s project will result in the need for the DER Customer to re-apply and the potential loss of queue position. If requirements are not met, the project request is Stale-Dated or Cancelled and is no longer considered in the FortisAlberta DER Queue. When a customer is removed from the DER Queue and there are other DER projects with contingencies on the removed DER project, the Key Account Manager notifies the customer with contingencies (also known as next-in-line ) with their updated High Level Study details. Timing extension circumstances There may be situations where FortisAlberta reserves the right to extend or limit the amount of response time required to keep a Customer s DER application in the FortisAlberta Queue. The following are two possible scenarios: A DER project is next-in-line at the High Level Study stage and the previous DER project has stale-dated or been cancelled. The High Level Study will be revised for this next-inline customer. Normally, a customer has a maximum of 60 calendar days to sign and return the High Level Study letter. With a change in the DER Queue Management occurring within 14 calendar days of the 60 calendar day expiry, the customer may be awarded a timing extension of 14 calendar days from the revised High Level Study date. The Key Account Manager will ensure that if the project automatically changed its status during the timing extension to Stale-Dated, the status will be changed back to High level Study Sent to Customer. 2 If the High Level Study was revised within 46 calendar days of the original High Level Study, the maximum 60 calendar days to reply remains unchanged. A customer wishes to delay the construction or connection of their DER project. The full Customer Contribution costs are required up front and the DER project will be held for up to one year. After one year, FortisAlberta reserves the right to cancel the DER project and any distribution and transmission construction costs, minus cancellation fees, will be refunded. High Level Study Stage Preliminary (pre-entry to DER queue) DER Customer reviews Get Connected: Distributed Generation or Get Connected: Micro-Generation and the Frequently Asked Questions (FAQs) located on FortisAlberta s website fortisalberta.com. DER Customer consults with FortisAlberta about any additional questions DER Customer completes and submits the Distributed Generation Service Application or Micro-Generation Service Application on fortisalberta.com. Application and Payment (pre-entry to DER queue) Once FortisAlberta receives payment for the HLS, the DER Customer project enters the queue. If the invoice is not paid by the due date of 30 calendar days, the invoice and the project are cancelled. System Capacity Review (enter DER queue) The Project is sent to Distribution Planning for system capacity review. The FortisAlberta Distribution Planner completes the study for the DER Customer project and the generator is assigned to the best available feeder capable of accommodating the proposed generation. This secures the capacity to the feeder at the originating substation. FortisAlberta sends the HLS proposal to the DER customer for review (valid for 60 calendar days). FortisAlberta may provide multiple options depending on queuing, for example, if there is a project contingent on the same capacity at the feeder or substation, this information will be provided to the customer in the HLS to allow additional discussion around future options or contingencies. 3 The HLS includes the distribution ballpark cost estimate and the anticipated Transmission Facility Owner (TFO) and Alberta Electric System Operator (AESO) upgrade requirements (without costs). FortisAlberta must receive the DER Customer s signed HLS acceptance letter for the location and/or option specified in the HLS within 60 calendar days or the project staledates, is cancelled, and removed from the queue. FortisAlberta sends invoices for the full Distribution and Transmission Detail Study costs required for the project to advance. The available capacity is secured for a further 30 calendar days from the date of invoice. FortisAlberta s Detailed Study cost starts at $7,500 and; TFO Study Protection and Power flow Studies as required. Note: If multiple TFOs are involved, additional fees will be required as each has their own fees FortisAlberta will advance the project to the Detail Study Stage upon full payment of all required Detail Study costs. If payment is not received by the invoice due date, the project will be removed from the queue. Milestone Completed High Level Study Stage is now complete or the project is cancelled Detailed Study Stage Detailed Study System Capacity Review (queue position maintained) FortisAlberta continues to hold the capacity for the DER Customer s defined project scope as specified in the accepted HLS. Any change to the HLS scope (generator size, location, type, etc.) may result in a new HLS being required or a new project to be initiated by the DER Customer (Stage 0). This decision is determined by the Distribution Planner and Key Account Manager. The DER Customer must provide some technical information as identified in the FortisAlberta DER Process within the 30 calendar days of the invoice. FortisAlberta and the Customer now enter into the AESO Behind The Fence (BTF) gating process. Typically this stage for the Detailed Study takes 6 to 12 months. (Note: During this stage, AESO has their own timing restrictions and requirements for projects. Failure to meet these required timelines can result in removal from the AESO queue. FortisAlberta reserves the right to remove the project from FortisAlberta s DER queue). Sep 25, 2017 Version 1 3

4 Completed Detailed Study Issue Quote (queue position maintained) FortisAlberta sends the quotation letter package (detailed distribution interconnection cost, pre-paid Operating and Maintenance (O&M) cost, and TFO Proposal to Provide Service (PPS) costs) to the DER Customer for review and acceptance (valid for 60 calendar days). FortisAlberta must receive the DER Customer s signed Quote letter with approval to proceed within 60 calendar days or the project stale-dates, is cancelled, and removed from the queue. FortisAlberta sends invoices for the full Distribution and Transmission costs required for the project to advance to the DER Customer. The available capacity is secured for a further 30 calendar days from the date of invoice. FortisAlberta will advance the project to the Construction Stage upon full payment of all required construction costs (distribution and transmission). If payment is not received by the invoice due date, the project will be removed from the queue. Milestone Completed Detailed Study Stage Complete Construction Stage Construction (queue position maintained) To allow some flexibility, the Customer may request deferring the construction for a maximum of one year. Should the construction be deferred, FortisAlberta reserves the right to re-quote the project to ensure costs are still relevant. The cost of requoting shall be included in the new quote package. If there are changes in DER standards during this period, the DER Customer shall comply with these new requirements. Commissioning Stage Commissioning (queue position maintained) A Key Account Manager works with internal FortisAlberta groups to coordinate the DER project integration. Sep 25, 2017 Version 1 4
