7 Common Attributes of a SMS A systematic, comprehensive approach for the management of safety risks, which integrates all systems within the company. A data driven business like approach to managing safety. Involves goal setting, planning, and performance management. Focuses on organizational safety, rather than strictly operational safety. Describes how safety is integrated throughout the organization. 6
8 Core Components of a SMS Employees understand your reasoning for asking them to do their job a certain way. Philosophy There is a Policy approved at the highest level supporting this requirement. There is a detailed Procedure describing how to perform the activity which is consistent with training. There is a regular Practice of checking to verify that the policy and procedure is appropriate and correct in the changing operational environment. All of these elements are documented in a Comprehensive, Coherent, and Concise manner. (4 P s & 3 C s) 7

10 Safety Policy & Objectives An effective safety policy will define the underlying safety principles and expectations of senior management. It should be signed by the CEO, posted throughout the company and published in all appropriate manuals. Clear objectives help employees and management alike prioritize safety into their daily work activities. The written objectives should be folded into operational manuals and programs to ensure conformance throughout the company. Your Safety Policy & Objectives will establish a robust safety culture in your company if supported by senior leadership. 9
11 Safety Focal Point Assign a Safety Manager who will be responsible for preparing and maintaining the SMS. This individual will serve as a safety and health resource for the company by coordinating all elements of the SMS. The Safety Manager must have free and direct access to the CEO or highest operational officer. The Safety Manager must have considerable operational experience and safety training to be effective. The Safety Manager is not the safety cop. Consider alignment with Tenant/Vendor Safety Managers 10
12 Hazard Identification Program Hazards can be identified through many different means. Employee self-disclosure Inspections and audits Accident/incident reports Once identified, hazards must be assessed to determine the likelihood of something going wrong (exposure) and possible outcome (consequences) should a mishap occur. This process determines relative risk. This information is then folded into the Accident Prevention Program where effective controls can be developed and implemented. Encourage JSA Proactive Hazard ID 11
13 Self-Disclosure A self-disclosure program will fail unless it based on a written non-punitive reporting policy. Employees must be encouraged to report all non- conformities with company policies and procedures, not just those that have unpleasant consequences (accidents). Ensure that procedures are in place to feed this information into your Hazard Identification Program for careful risk analysis. This is a Cultural Issue Does your Airport encourage reporting? 12
14 Safety Committee The Safety Committee will: Serve as a liaison between all company employees and senior management. Approve, reject or recommend action on any safety related matter brought before them. Distribute agendas prior to meetings and publish minutes after meetings. Monitor the company s safety awareness and training program. Should include representatives from all departments. This is the opportunity for Airports to enable active airport-wide participation 13
15 Safety Communications Safety issues should be communicated often and in many forms. Bulletin boards Company intra-net Safety bulletins based on lessons learned from incident reports Airport wide Safety Committees Many resources are available. Safety Committee Minutes and internal accident reports Industry publications (i.e. Flight Safety Foundation) Government agencies (i.e. FAA, OSHA, Transport Canada) Insurance brokers, equipment manufacturers, etc. 14
16 Safety Data Management Collect hazard, incident, and accident data within the company/(airport) to perform: Risk analysis of individual reports, and Trend analysis of all data Consider sharing de-identified accident/incident data with others in the industry Perform trend analysis of internal and external audits and inspections Track safety performance and communicate trends 15 Maintain records Manage Knowledge & Information Leverage Experience Instills Confidence in Forecasting
17 Quality System Oversight A Quality Oversight program can insure that the SMS is being implemented as written. Review accident and audit reports to determine if corrective action plans are being closed appropriately. Review Safety Committee minutes to track closure of action items. Review currency of manuals and training programs. Auditing the auditor maintains the integrity of the safety program. 16

Based on the IOSA framework, ISAGO aims to implement a formal, systematic process to manage operational risk and safety, reducing accidents, incidents and injuries.
