28 3 Key problems of cross-border electronic document exchange in international freight service. Failures of infrastructure facilities when amounts of transportations during some peak periods exceed the throughput and overworking capabilities of border stations and the adjoining sites. A shortcoming or unavailability for an overload of railway vehicles. Lack of payment or providing guarantees of payment for transportations and the accompanying services. Lack of payment or providing guarantees of payment of customs duties, taxes and fees. Wrong registration of carriage documents. Wrong registration or lack of required cargo accompanying (commercial) documents. Wrong registration of transfer documents. Non-compliance with prohibitions and the restrictions introduced by railway administrations. Non-compliance with prohibitions and the restrictions introduced by national monitoring bodies. Violations of regulations of transportation of goods regarding their loading, fixture and identification. Technical and commercial defects of the vehicles menacing to traffic safety or safety of the transported freights. Violations of integrity of locking and sealing devices. 28

29 4 Recommendations for ensuring efficient interaction between corporate IT systems of carriers involved in multimodal transport operations 1. All transport participants (through corporate IT systems) being parts of a unified logistics system should use common means of communication ensuring reliable real-time cooperation (within a common information space) 2. All the components of transportation process (transport vehicles, freight packages and shipments, technical staff, etc.) should be automatically identified in real-time mode by computerized management systems ( Internet of Things (IoT)) 3. Switch has to be made from the management of specific technical operations to coordinated management of results-oriented processes 29
