5 SINGLE FORMAT OF TRANSIT DECLARATION ЕДИНЫЙ ФОРМАТ ТРАНЗИТНОЙ ДЕКЛАРАЦИИ In January 2011 Belarusian Customs authorities and their colleagues in Kazakhstan and the Russian Federation adopted a simplified customs clearance procedure ( through-transit system) for transit within the Customs Union of Belarus, Kazakhstan and the Russian Federation using a single format of transit declaration valid throughout the Union. This through-transit system has the following key elements: - a single format of transit declaration harmonized with international standards - a unified system of guarantees - unified customs control formalities - electronic on-line exchange of information between customs offices - unified approach to international customs and transport documents. When crossing territories of the Customs Union Member-States, carriers no longer need to prepare a new national transit document nor to worry about a new guarantee of customs duties and taxes payment in each Member-State of Customs Union. Thus, for example, having processed a transit declaration in Belarus for any cargo coming from Europe and going on to CU Member-States or to the third countries, the carrier can take that declaration and go through the territories of Belarus, Kazakhstan and the Russian Federation without the need to have any new documents issued.

7 ADOPTION OF A COMMON CIM/SMGS RAILWAY-BILL IN BELARUS / ПРИМЕНЕНИЕ В БЕЛАРУСИ ЕДИНОЙ ЖЕЛЕЗНОДОРОЖНОЙ НАКЛАДНОЙ ЦИМ/СМГС In Europe there are 2 different railway systems using 2 separate railwaybills: the CIM and the SMGS. In 2006 Belarus started to use the common CIM/SMGS railway-bill as a transit declaration instead of national transit form. In 2010 was concluded Agreement between Belarus, Kazakhstan and the Russian Federation on customs transit by railway transport. So, on the basis of the named agreement as well as of the Customs code of the Customs Union the common CIM/SMGS consignment note can be adopted by customs services of all three countries. Benefits: simplified paperwork formalities reduction of the time required for crossing the border minimization of mistakes arising from changeovers between CIM and SMGS railway-bills reduction of risks of corruption.

8 PRE-ARRIVAL NOTIFICATION SYSTEM IN BELARUS СИСТЕМА ПРЕДВАРИТЕЛЬНОГО ИНФОРМИРОВАНИЯ Aims of the system: increasing security of international supply chain, as well as reduction of the time necessary for clearance start of use of this system in Belarus. Preparatory work: elaboration of action plan, development of a legal basis, design of a software product. At present time pre-arrival notification is not mandatory in Belarus. Even so, more than 30% of carriers (both domestic and foreign) use this system. Benefits: safety and security of the international supply chain simplified formalities in border crossings reducing the time required for clearance information is adopted as electronic transit declaration for customs transit enhanced efficiency of risk management system reduction of risks of corruption. Options for transfer of information: Internet applications of interested parties (e.g. carriers) customs broker application customs broker services TIR-EPD IRU system for TIR transport

9 ONE-OFFICE BORDER CROSSING POINT KOZLOVICHI In the last years the Republic of Belarus has upgraded and improved its checkpoints infrastructure on the main transport corridors. Introduction of the one-office system is the main component of these improvements. It means that officials of different control authorities are situated in one building. So, carrier can make all border formalities without going out of building.
