2 Recent PJM-MISO Joint Stakeholder Meetings MISO and PJM began hosting a series of Joint Stakeholder Meetings July 16, 2012 to continue discussions on JCM issues. The most recent Joint Stakeholder meeting was held on May 30, The purposes of these meetings are to: Identify the most critical JCM issues to be addressed Establish the priority for addressing the issues identified Establish the framework for issue resolution 2

3 MISO/PJM Joint Stakeholder Meeting The next joint stakeholder meeting will be hosted by PJM on August 29, 2018 at PJM s offices in Audubon, PA. Meeting materials are posted approximately one week in advance at the PJM/MISO Joint and Common Market Initiative as well as the Joint and Common Market websites 3

4 Coordinated System Plan Study Using information from the March 30 Annual Issues Review, the JRPC has decided to perform a two part Coordinated System Plan Study 2018 Targeted Market Efficiency Project (TMEP) study Use historical M2M congestion data Estimated study timeline in following slide Interregional Market Efficiency Project (IMEP) study Rely on regional processes to identify eligible issues Solution ideas submitted to both regional processes for consideration and analysis Estimated study timeline in following slide 4

5 JOA Deadline TMEP Study Timeline Study (analysis) must be completed by December 31, 2018 Target Timeline: June: Complete review of historical congestion Identify outage impacts Identify planned upgrades July: Work with equipment owners to identify limiting equipment and potential upgrades September: Complete evaluation of potential upgrades October: Joint review of results and JRPC recommendation to Boards December: Board approvals of any recommended TMEP 5

7 PJM-MISO Freeze Date and Firm Flow Entitlements Reference date of April 1, 2004, known as Freeze date, is used as a mechanism to determine firm rights on flowgates based on pre-market firm flows. CMP Members (PJM, MISO, SPP, TVA, Manitoba Hydro, LGE/KU) have been developing a collaborative solution to update these firm rights CMP Members have agreed on the Phase 1 solution and changes were implemented on June 14, FERC filing not needed because no changes made to the CMP agreement. Solution to be implemented in a phased approach Phase 1 to be effective June 14, 2018: Includes DNR eligibility requirements Phase 2 to be effective June 1, 2019: Includes complete solution CMP members targeting September 30, 2018 for Phase 2 solution 7

8 PJM-MISO Pseudo Tie Update Updated version of Manual 12, Attachment F is posted and now includes conforming updates for approved external capacity rules. PJM and MISO have collaborated on a phased solution for the congestion overlap issue Phase 1 solution requires JOA changes only Filed in October 2017; FERC issued a deficiency notice with responses made on January 29, On May 31, 2018, PJM requested an August 1, 2018 implementation. Addresses Day-ahead coordination and M2M market flow adjustments Phase 2 solution requires Tariff and Operating Agreement changes Stakeholder review is complete; Approval received at the March MRC/MC meetings Filed with FERC on June 1, 2018 Requested approval for implementation on August 1, 2018 (Phase 1 & 2 will be implemented on August 1, 2018 if approved by FERC). Addresses ability to hedge RT congestion in Attaining BA along with additional credit/charges for Dayahead vs. Real-Time deviations 8

11 PJM/NYISO Initiatives PJM and NYISO are discussing changes to the current Firm Flow Entitlement (FFE) calculation Achieve agreement for new FFE calculation by end of 4 th quarter 2018 Implement changes during 1st quarter of 2019 PJM and NYISO are reviewing the current JOA: Work plan and timeline developed Targeting end of 4 th quarter of 2018 with JOA filing in 1st quarter of 2019 PJM and NYISO continue to discuss external capacity 11

12 DEP/TVA Activities PJM and Duke Energy Progress (DEP) JOA meeting held via conference call on Friday May 18, 2018 No open items at this time PJM and TVA are currently reviewing the Joint Reliability Coordination Agreement (JRCA) General review of JRCA Updating Article IX Planning section Adding LGE-KU to the JRCA FERC filing for changes (as it applies to TVA and LGE-KU) expected in Q PJM will review with Stakeholders during July meetings 12
