1 ATTACHMENT A SCOPE OF WORK SMART PHONE GPS TRACKING SYSTEM I. General Description A. The Board wants a smart phone-based application that utilizes global positioning system ( GPS ) to determine and track the precise location of smart phones / devices (collectively referred to as Device(s) ). Using this tracking ability, the Board also wants a system that captures the date and time ( time stamp ) these Devices are at predefined locations, determines the time elapsed traveling between the locations (within a Zone ), and presents the collected information via a webbased portal. It is expected that the overall system would enable role-based users to access real-time geographic information regarding the GPS location(s) of all enrolled Devices. Users would utilize the application to register (as described below) and provide any required identification information needed to identify their Device so the accumulated information can be categorized. B. The Board envisions using this system to track truckers among other uses. For the Board s trucking community, the area in which Devices would be tracked will be limited to the New Orleans riverfront on the east bank of the Mississippi River from State Street downstream to Felicity Street ( Upriver Facilities ). However, this bounded location should be configurable by the Board through the system interface. C. Submitted proposals shall detail which deliverables would be owned by the Board and which would be licensed to the Board, if any, and the parameters of each. D. Real Time Locating Systems ( RTLS ) will be considered. This scope of work is written considering GPS tracking; however, a proposer may apply the intent of the scope to an RTLS. E. The Board does not have a direct relationship with truckers and cannot make registration in this system a requirement, so ease and simplicity are paramount. Also, the Board has no information on the types of Devices the truckers have or the number of truckers that regularly visit the Upriver Facilities. F. An average of 1,150 trucks per day enter the Upriver Facilities area and then exit the area. Some of the trucks visit the Upriver Facilities multiple times a day, but the Board does not have information on the number of unique trucks that visit. The truckers spend an average of 45 minutes inside of the terminal. However, there are processing and wait times to get in the terminal and the Board has no information on the amount of time these take. Page 1 of 6

2 G. The smart Device application and associated system(s) shall have the features as described within the next sections. II. Mobile Client: A. The client Device application should provide the ability to the Board for bounded tracking. Tracking is defined as continuous location monitoring of Devices. Bounded tracking would only be active when the Device is within a bounded area. B. There will be multiple bounded tracking areas and there shall be specific locations within bounded areas ( predefined locations ). The bounded areas and predefined locations should be configurable by a Board-designated system administrator and should be configurable through the system graphical user interface ( GUI ). The service provider shall provide the initial set up of bounded areas and predefined locations. C. The client Device application must be downloadable to a user s Device. After users register through an external web portal and download the application onto their Device, no more interaction from the Device owner is required. The user does not need to receive any information or interact with the application in any way except as described in the next item. D. The user shall be able to view on the client Device application whether the Device is actively being tracked by the Board system. E. The application shall be capable of working with ios, Android, and Windows mobile operating systems. F. Mobile Device application upgrades must be pushed to the Devices. G. Proposals shall include Device power consumption information and statistics due to the presence of this application. III. External Web Portal: A. The collected geo-coded data shall be capable of being viewed real-time via a web-based portal. Access to the web-based portal shall be via a link from the Board s main web page. B. Users of the web-based portal shall be role-based and have a login identification and password to limit (or grant) access to the system. The following viewer groups shall have the access as described below: 1. Truckers shall have the capability to view their specific information only. Page 2 of 6

3 2. Trucking Companies shall have the capability to view only specific information pertinent to its company and the truckers working for it. 3. Board Tenants of the container terminal shall have the capability to view information relative to its specific area on the terminal, truckers, and trucking companies that visit its specific terminal. Note that these areas may overlap in the entrance and exit areas (and possibly other areas). 4. Board shall have unlimited access to the application and its functionality. This role shall have unrestricted view capability to all data and information within the system and shall have access to all GUI functionality. 5. External Viewers shall have view-only access to the portal which will provide the capability to view bounded information without the ability to discern individual truckers, trucking companies, or tenants. C. The information presented via the web-based portal shall include, but not be limited to, the following: 1. Map: A scalable map-based graphical representation of selected Board property showing: a) A real-time graphical representation (i.e. dot, truck image, etc.) of the exact Device location on the map. b) Each graphical representation should maintain hover capabilities to display Device information when a viewer s mouse hovers over the graphic. c) A viewer should be able to see only information for their viewer group when hovering. d) Filtering options within the map shall be available to the Board so its viewers can choose to see information filtered by tenant or trucking company. e) Information shown when hovering shall include identification information and time in a Zone. 2. Tabulation: A tabulation shall be available of the elapsed time it took to travel between the predefined locations where date and time information are being collected. A table shall consist of rows listing Devices and column headings listing Zones in a bounded area. The amount of time the Device is in each Zone shall be listed under the Zone and there shall be columns with subtotals of various zones and the total time in the bounded area. Average time in these Zones shall be available for selected time periods. Filtering options shall be available to the Board so its viewers can choose to see information filtered by tenant, trucker, or trucking company. 4 or tenant. Filtering options shall be available to tenants so they can filter by trucker or trucking company. Remember, viewer groups must have limited access to data as described above. 3. Graphics: There shall be different graphics for each of the viewer groups listed above showing the information that pertains to their group. The Board shall have the ability to see historical information for a specified time period for all or filtered by tenant or trucking company. Graphical reports shall include the following at a minimum: a) Graphical reports that show the above tabulated information. b) Graphical reports that show average and summary times for queuing and in-terminal timestamps per day for a select time period. c) Graphical reports that show average time for queuing and interminal per every hour of the day for a select time period. d) Graphical reports that show the percentage of moves that fell within specified time intervals for a select time period. IV. Reporting: In addition to the reporting identified in the above section, there shall be secured role-based ability to download collected data and information to pdf for printing and to download selected data and information in Microsoft Excel spreadsheet format. Any / all downloads should be able to be saved to end-user s system. V. Other Requirements: A. There shall be the ability for role-based users with appropriate access to easily identify within the GUI to add, delete or change predefined locations where time and date information is being collected. B. There shall also be the ability for role-based users with appropriate access to easily add to or delete users from the Board viewer group, tenant viewer group and the trucker / trucking company viewer groups. C. A system interface shall be developed for registering users of the application and system. Basic system functionality should have the ability to be managed (via configuration) by the Board. Registered users of the application shall provide cell phone number, user s name, and trucking company name. Registered users of the application must first be approved by the trucking company, tenant or Board prior Page 4 of 6

5 to being registered to view the respective entity s information. Registered users from trucking companies, tenants and the Board shall provide name, company, address, and telephone number at registration. There shall be provisions for the Board to print out a list of registered users by trucking company and tenant. Trucking companies and tenants shall also have the ability to print out lists of its registered users. D. Detailed end-user system documentation shall be provided by proposer. E. Applicable training and training materials shall be provided by proposer for a minimum of five (5) years at Board s option. Any / All training should be identified and any /all associated costs must be clearly identified. Any training that is inclusive of the bid and /or implementation must also be identified. F. Any system hosting computing equipment and / or required hardware (onsite or hosted) shall be provided by proposer as part of the bid. Any associated or dependent equipment, labor, or training costs should be clearly identified within the proposal. G. Support for troubleshooting and repairing malfunctions shall be provided for a minimum of five (5) years at Board s option. Service provider shall identify a qualified primary employee / contact to the Board that has the capability to act as an agent of the service provider and make timely decisions on the service provider s behalf. The service provider should also provide an escalation path for conflict resolution. H. The Board shall have unrestricted access to pull the raw data and information from the system database that will be collected by the application. The proposals shall describe the application / mechanism (including process documentation) that will be provided so the Board has this capability. I. Any scheduled changes and / or maintenance shall be communicated and coordinated with Board. All changes must be approved by Board a minimum of 7 days prior to implementing the proposed change and shall be performed during off hours between 2000 hours and 0400 hours CST or otherwise as acceptable to Board. Any required change exceptions will be handled on a one-off basis. J. Proposals shall identify all system security features. K. Proposals shall address procedures for testing prior to initial roll out and testing of subsequent upgrades prior to roll out. L. Any subscription fees for service(s) should be clearly identified and documented in the proposal. M. Any expected costs for upgrades should be clearly identified and documented in the proposal. 6 N. Provisions for extending contract after termination should be clearly identified and documented in the proposal. O. If the service provider is hosting the application, then the following availability and penalties shall apply: 1. Uptime shall be 99% and shall be measured every month. Service provider shall provide uptime report(s) to the Board as a monthly deliverable due the first working day of the month after the last working day of every the month being reported. 2. Telephone support shall be available within one (1) hour. 3. Network device and bandwidth requirements and capacities shall be clearly identified and documented in the proposal. 4. Server and storage capacities shall be clearly identified and documented in the proposal. 5. Application source-code type and operating system details shall be clearly identified and documented in the proposal. 6. Capacity: Should this be a hosted solution, service provider shall maintain up to and at least 5 years of data and information collected by the application. 7. The penalty for not meeting the above requirements shall be as follows. Penalties shall be cumulative for the month and reset every month. Months are calendar months.: a) First time Service provider shall meet with Board to discuss violation. b) Second time Board shall receive a 10% credit on the service invoice for the following month12 months. c) Third time Board shall receive a 20% credit on the service invoice for the following month12 months. d) Fourth time - Board shall receive a 30% credit on the service invoice for the following month12 months. e) If contract with vendor is in its last monthyear, the above penalties shall be for the current monthyear and vendor shall pay to Board any shortfall after outstanding service fees are deducted from penalty.
