6 1. General This standard establishes the requirement for the provision and notification of a safety zone for authorised persons moving adjacent to railway tracks. It is based on the premise that a location is deemed to be safe unless it is otherwise indicated. Whilst it would be expected that personnel are made familiar with the safe refuge locations, this cannot be assumed. 2. Type of Provision A wall structure (tunnel, retaining wall, permanent fence etc) longer than mm, adjacent to a track and up to 4500 mm from the track centre line is to be treated under the provisions of Section 2 to ensure safety of personnel during passing of trains. Where staff cannot stand in safety on the cess, or slopes of an embankment or cutting, during the passage of a train, special measures are to be taken to provide adequate safety Category 1 When the clearance dimension from the track centreline to the adjacent wall structure is less than 3500 mm refuges are required. In the extreme case where refuges are required but cannot be practically provided, warning signs as follows are to be displayed: DANGER NO REFUGES LIMITED CLEARANCE DO NOT STAND DURING PASSAGE OF TRAINS For walls less than mm long (i.e. when refuges are not required), but where train sighting is severely restricted, consideration is to be given to displaying warning signs as follows: DANGER LIMITED CLEARANCE DO NOT STAND DURING PASSAGE OF TRAINS In these cases the signs will normally complement a warning light system. 7 2.2. Category 2 When the clearance dimension from the track centreline to the adjacent wall structure ranges from 3500 to 4000 mm handrail devices are the minimum requirement Category 3 When the clearance dimension from the track centreline to the adjacent wall structure is between 4000 mm and 4500 mm no physical protection is required but a safe zone should beindicated by signage Category 4 When the clearance dimension from the track centreline to the adjacent wall structure is greater than 4500 mm, no physical protection is required. 3. Location of Refuges and Handrail Devices The maximum spacing of refuges and handrail devices is to be mm. Refuges/handrail devices shall be provided on one side only of a single track where there are structures closer than 4000 mm from the centreline on both sides of the track. For multiple tracks, refuges/handrail devices when required shall be provided, staggered, on both sides of the track group. 4. Refuge Details The floor of the refuge is to be at cess level or with a maximum step up above the cess level of 200 mm. The minimum dimensions of Refuges is to be:- Height Width Depth 2000 mm 1500 mm 700 mm If the refuge is to contain telephones, fire extinguishers or other essential items, the width is to be increased to provide the same clear floor area. The floor of the refuge is to be level. The refuge clear space is not to contain cables, pipes of other obstruction. The refuge is to be provided with a handhold to assist staff in keeping their balance during the passage of a train. March 2005 Page 7 of 8
8 5. Handrail Device Details A handrail unit comprises two vertical pipe handrails, 40 mm diameter, located 1000 mm apart and each protruding 400 mm from the fixing point on the structure. Each handrail extends vertically from 900 mm above cess level to 1800 mm above cess level. The horizontal and vertical elements of each handrail are connected by a 200 mm radius bend.
