Two Express Areas Which Are Booming Life Sciences and Pharmaceutical Express Shipments; As science, research, medical procedures and research continues to evolve so too does the need for secure air express services which offer both technological and environmental expertise. 14 Interested in the Express Delivery Business? The Regulatory Hoops Your company must become an Indirect Air Carrier (IAC) Your company applies to the Transportation Security Administration (TSA) to be recognized as an IAC. You cannot tender cargo to airlines without becoming an IAC. It is a very comprehensive process. Once your company is recognized by TSA as an IAC the real challenges begin.

15 An IAC s Regulatory Compliance Responsibilities Your Facility must be secure according to all TSA standards. Your Employees and Authorized Representatives - must apply, pay for, maintain and renew their Security Threat Assessment (STA). Standard Security Information( SSI) as defined by TSA must be carefully guarded. Chain of Custody must be secure according to TSA standards. Screening every piece that goes on a passenger airplane must be screened in accordance with TSA standards.

16 An IAC s Regulatory Compliance Responsibilities Screening By Company if you want to screen your own shipments, you must apply to TSA and be accepted as a Certified Cargo Screening Facility (CCSF). Compliance Standards all IACs must adhere to the voluminous rules contained within the Indirect Air Carrier Standard Security Program (IACSSP). This is the IAC Bible! Paperwork there is plenty! Paramount is the participation in the Indirect Air Carrier Management System (IACMS). Example each STA must be managed through IACMS. Your Customers must be entered and managed through TSA s Known Shipper Management System (KSMS).

17 Inspections If you are found not in compliance with IACSSP, IACMS, KSMS, SSI standards or various record keeping requirements you could face significant fines or in some cases criminal penalties. Inspections by TSA s Office of Security Operations (OSO) conduct systematic reviews of all aspects of an IACs operations and for compliance issues. And we haven t even touched upon CBP and inbound shipment requirements!

18 A Little Good News for You XLA identified TSA compliance requirements which were time consuming and costly for our members but added nothing to security. We enlisted the help of Congress (King, Israel, Rogers, Schumer) to push TSA on these issues. The result (expected late mid-april). Elimination of Consent to Screen requirement. Elimination of inbound Airline Cert requirement Elimination of ID Checks for pickups. Expanded Acceptance procedures Liberalized Designation procedures
