3 Customer Connects (Receipts) Final quote requested through TransGas Customer Service Final quote is assigned to a Project Leader with in Pipeline Engineering Department Project Leader scopes the project, completes field assessments, obtains current pricing and creates a detailed final quote Project Leader coordinates with all other TransGas departments (Measurement, Purchasing, Automation, Electrical, etc.) to obtain preliminary design information as well as current costs

5 What your quote includes Quoted for design, fabrication, installation and commissioning required for your receipt All receipts require Measurement Canada approved metering, remote read, CTP, and a tie-in to the TransGas system

6 What your quote includes If requested by the customer your quote can include a buy back meter Allows you to take unodorized, unregulated gas back through your CTP to purge or start your facilities If your site is sour or is expected to turn sour your final quote will include costs for the installation of H2S monitoring and shut-in equipment

7 Accuracy and Commitment to Cost Quoted based on preliminary design, field routing current market prices TransGas uses both internal staff and external contractors to obtain lowest pricing for you the customer Projects quoted at cost with no profit in estimate Endeavor to be plus/minus 10% on all quotes TransGas assumes the risk associated with projects and the price is fixed once you sign

9 Custody Transfer Point Only one CTP per service Receipt and buy back gas through same CTP CTP placed at lease boundary CTP is above ground connection, Class 600 raised face flange Cathodic isolation is provided

10 Measurement Daniels Orifice Meters Flow Computers Measurement Canada Approved Remote Read on receipt meters Meter is placed 500 meters to 5 km from your site Physical meter is part of TransGas meter pool and not charged to the customer

11 Buy Back Meters Typically 2 Turbine Meters Flow Computer Measurement Canada Approved Not odorized or regulated Buy Back meters are meant to provide temporary supply used for system startup or purging

12 H2S Monitoring and Shut-in Required if site is sour or is expected to turn sour TransGas places H2S analyzer and remote shut-in valve at the CTP Customer responsible to meet H2S spec of 4 ppm or valve will trip TransGas staff must be called out to site to reset the valve once operations are spec Remote opening is a potential quote option

13 Measurement Signals Daily flow in GJ/d available on TransGas web site TransGas can quote to supply a measurement signal to your site This signal is a contact closure where each contact is equal to a specified volume of flow Hard wired or wireless signal setup as metering can be up to 5 km away You are responsible to process the signal and perform any calculations needed The signal is not for critical control as it is interruptible

14 Tie-in to the TransGas System Tie-in location based on system capacity and lowest cost option TransGas will tie-in to existing block valves where possible Hot taps are used to reduce system outage

16 Planning Prior to customer commitment 95% of the planning is complete Project Leader fully scopes project at quote stage to get you an accurate quote at the lowest cost Pipeline route, meter location and tie-in locations are all planned at the final quote stage Preliminary design sketches are created at final quote Land is usually the largest remaining variable Start implementing plan upon customer commitment Final quotes typically take 2 to 4 weeks

17 Survey and Land TransGas Land Department obtains survey permission and easements for Right of Way Permission to survey typically takes 1 to 2 weeks depending on the length of the pipeline TransGas tenders survey contracts throughout the province on an annual basis competitive pricing short notice availability of survey crews Preliminary survey is based upon routing identified in the final quote Survey and receipt of the survey drawings typically takes 3 to 5 weeks

18 Engineering Majority of design is handled in house by 1 of 4 Pipeline Engineers Consultants are used to add capacity when needed TransGas maintains standard drawings for meters, buildings, block valves, CTPs reduces design time reduces drafting time increase accuracy of quotes Most new receipts designed to 8,619 kpa (1250 Psi) MAOP Typically allow 1 to 2 weeks of design and drafting upon receiving survey information

19 Materials TransGas stocks fittings commonly associated with customer receipts up to NPS 12 TransGas maintains a quantity of meters and buildings based on expected customer demand TransGas stocks commonly used pipe in sizes up to NPS 8 Pipe price is negotiated on larger orders to minimize customer cost Pipe is available immediately for shorter length jobs Projects requiring specialized components or large amounts of pipe are ordered upon customer commitment to avoid schedule impacts

20 3 rd Party Approvals TransGas Environment Department completes required field studies and obtains regulatory permits TransGas Engineering handles all crossing approvals and Ministry of Energy licensing TransGas Aboriginal Relations handles aboriginal engagement and consultation if required Approval taking longer due to stakeholder concerns and regulator requirements Approvals take 6 to 8 weeks

21 Construction All construction per TransGas construction specifications no ploughed lines, 100% x-ray, full inspection Small jobs constructed by TransGas crews minimize cost Larger jobs tendered to obtain competitive pricing

22 Construction Meters, CTPs and tie-ins are completed by TransGas crews Electrical/Inst is completed by contractor under TransGas direction Mobilization, construction and testing typically 3 to 8 weeks depending on project size

23 Commissioning Most projects have a small amount of commissioning to get your gas flowing flow computers and their remote reads must be commissioned pipeline is purged by Operations and gas is brought up to the CTP Operations will coordinate with you to open the CTP valve once you are ready to flow gas 1 day allocated to commission standard receipt Note: 1 week is allocated for H2S facilities as they require more electrical and controls checking

25 Customer Builds Process What is the Customer Builds Process Customer Builds Process is an option that is available on some project where you can take on construct of the pipeline TGL involved with project guidance, review and final acceptance Last 19 yrs, 475 new receipts with 3.5% as Customer Builds Process Each project is reviewed by TransGas based on its specifics to determine if customer builds would be acceptable

26 Customer Builds Process The Details The customer will build the pipeline portion of the Customer Specific Facility on TransGas behalf at the Customer s sole cost, risk and expense Customer builds pipeline portion of project from their plant to TransGas transmission line in accordance with all applicable legislation, and TransGas procedures, specifications and inspection requirements TransGas retains ownership of pipeline

27 Customer Builds Process The Details (Continued) TransGas provides and installs a meter station at a location along the pipeline route determined by TransGas. TransGas provides a tap-off and riser at the TransGas transmission line and a Custody Transfer Riser at the Producer s compressor site. TransGas will inspect and reserves the right to reject the construction of the pipeline to ensure all standards are met. A Completion Certificate will be issued by TransGas once the Customer has fulfilled its obligations.
