2 REQUEST FOR PROPOSALS September 26, 2016 RE: Portable 185 cfm Air Compressor PROPOSAL DUE DATE: Thursday, October 6 at 2:00 P.M., Park District of Highland Park, 636 Ridge Road, Highland Park, IL Dear Vendor: Enclosed you will find information relating to the Park District s request for proposals for one Portable 185 cfm Air Compressor The specifications are detailed within. The materials enclosed are as follows: Proposal Form, Contractor s Certificate of Eligibility, and Proposal Specifications. 3 GENERAL TERMS 1. PREPARATION OF PROPOSALS Each proposal shall be submitted on the Form furnished in these documents. 2. ERRORS AND OMISSIONS All vendors are requested to notify the Park District immediately of any errors or omissions that are encountered 3. TIMELY SUBMISSIONS The receipt of proposals will cease at the date and time set forth above. Proposals received after the scheduled date and time likely will not be considered. 4. QUALIFICATIONS OF PROPOSALDER The Park District may take action deemed necessary to investigate the qualifications of each Vendor and the equipment or supplies offered. Each vendor shall supply the information requested herein in order to be considered. 5. TAX EXEMPTION The Park District is not subject to federal excise tax or Illinois Retailer s Occupation Tax. The Park District s Tax Exempt ID # is available by request. 6. TOTAL PRICING Quote all prices F.O.B. Highland Park, Illinois. F.O.B. Highland Park, Illinois, is defined as the total price to the Park District, including all freight and delivery charges to its facility. Under no circumstances may prepaid charges be added to the invoice. 7. COMPLETION OF CONTRACT Failure of the Proposer to complete the work or furnish the equipment or supplies in accordance with the Specifications shall constitute a breach of the Contract. 8. SUBSTITUTIONS The equipment and supplies stated in the Specifications are for the purpose of establishing a quality required or performance goal to be achieved as a minimum requirement. Because the 3

4 Park District does not wish to rule out other competition, whenever a specific item and description is stated, the District has added the phrase "or approved equal. Proposers proposing to use an alternate must request approval in writing from the Park District no later than five (5) business days prior to the proposal opening. Proposals which propose to use a non-approved alternate will be rejected. The Park District shall be the sole judge as to whether any substitute is of equivalent or better quality and the Vendors waive any right to challenge such decision. 9. ADDENDA AND INTERPRETATION All interpretations and requests for interpretations of the Proposal Documents must be made in writing. Any addenda shall become part of the Contract Documents. 10. AWARD SELECTION The Park District will make an award, if any, based upon the basis of the best interests of the Park District as determined by the Park District in the exercise of its sole discretion. 11. CONTRACT The Vendor to whom the project is awarded will enter into a contract with the Park District of Highland Park in the form of this purchase order or other purchase authorization document. 12. DELIVERY DATE Prices quoted must include delivery. Delivery arrangements will be made with the successful Proposer(s) immediately after board approval. 13. INVOICING AND PAYMENT Invoicing and payment shall be in accordance with the Illinois Local Government Prompt Payment Act. Contractor is advised that the Park District may choose to pay by credit card. 14. COMPLIANCE WITH LAWS The provision of any goods, and the goods themselves, must comply with all applicable federal, state, county and local laws, ordinances, rules and regulations and orders. 15. PARKING AND TRAFFIC Parking of construction or delivery vehicles on the site by the Vendor shall not inhibit public access nor prevent access for emergency or other official vehicles. Parking of private vehicles on the site by the Vendor is prohibited unless said vehicle is necessary in the execution of the 4

5 Contract. No construction or delivery vehicles shall be parked near or under any existing vegetation on the site. 16. WARRANTY/GUARANTEE The Vendor warrants to the Park District that the equipment and supplies furnished under the Contract Documents will be of good quality, unless otherwise required or permitted under the Specifications, that the work and materials will be free from defects not inherent in the quality required or permitted, and that the goods will conform to the requirements of the Specifications, and that the Vendor has completed products insurance coverage for all products supplied for this Proposal. Defective materials, equipment or workmanship occurring within the Warranty period may be repaired where such produces results conforming to the Contract Documents relating to appearance, performance and reliability. Where the nature of the defective materials, equipment or workmanship is such that acceptable results cannot be obtained by repair, such defective items shall be removed and replaced with new materials, equipment or workmanship complying with the Contract Documents. 19. NON-BARRED PROPOSALING The Proposer must certify that it is not barred from proposing on this contract as a result of a conviction for the violation of state laws prohibiting proposal-rigging or proposal-rotating by executing the included certification. The Proposer, by signing the Proposal Form, acknowledges, understands and agrees to all of the above "General Conditions. 20. Right to Reject Proposals The Park District reserves the right to accept any part, or all of any proposal and to reject any and all or parts of any and all proposals. The Park District reserves the right to waiver any or all informalities or technicalities. 21. SCOPE The Proposal shall provide all requested quantities and shall furnish all equipment to complete the delivery as indicated in these Contract Documents and Specifications. The total quantities in the following Proposal Form are approximate only. Payment shall be based upon the unit prices listed and the actual amount of product delivered. Delivery dates are listed with the individual products on the Proposal Form. 22. FOIA RESPONSIBILITIES 5

6 The winning Vendor agrees to maintain, without charge to the Park District, all records and documents for projects of the Park District in compliance with the Freedom of Information Act, 5 ILCS 140/1 et seq. In addition, Vendor shall produce records which are responsive to a request received by the Park District under the Freedom of Information Act so that the Park District may provide records to those requesting them within the time frames required. If additional time is necessary to compile records in response to a request, then Vendor shall so notify the Park District and if possible, the Park District shall request an extension so as to comply with the Act. In the event that the Park District is found to have not complied with the Freedom of Information Act due to Vendor s failure to produce documents or otherwise appropriately respond to a request under the Act, then Vendor shall indemnify and hold the Park District harmless, and pay all amounts determined to be due including but not limited to fines, costs, attorneys fees and penalties. 23. INDEMNIFICATION To the fullest extent permitted by law, the Vendor shall indemnify and hold harmless the District and its officers, officials, employees, volunteers and agents from and against all claims, damages, losses and expenses, including but not limited to legal fees (attorney s and paralegals fees and court costs), arising out of or resulting from the equipment and supplies purchased herein. 6

9 PROPOSAL SPECIFICATIONS FOR one Portable 185 cfm Air Compressor PLEASE INDICATE COMPLIANCE YES NO EXCEPTION A. COMPRESSOR 1. Single stage, rotary screw. 2. Self-contained, fully enclosed, completely pre-pipped, prewired, ready for operation mounted on a two-wheel trailer CFM discharge pressure of 100 PSIG. 4. Pressure range between psig wheel, minimum 15 tires, with easy lube axle with high ground clearance. 6. Single or double hose reel shall have 100 capacity for ¾- inch ID hoses B. ENGINE 1. Diesel, 4-cylinder, liquid-cooled, industrial duty 2. Rated speed minimum 2500 rpm, idle speed minimum 1500 rpm. 3. Comply with all EPA emission standards. 4. Glow plug preheat system 5. No-rust fuel tank, minimum capacity of 20 gallons. 6. Cooling air fan shall be engine mounted, drawing cool air through the compressor. 7. Radiator fill shall be easily accessible for routine maintenance and protected by a cover. 8. Oil system shall have drain plug to ensure complete oil removal, spin-on oil filter, oil level sight gauge, and over-fill protection. 9

Full gauge panel to include hour meter, air pressure, engine temperature, engine oil pressure, ammeter, and hour meter. 4. Diagnostic display to aid in troubleshooting for safety shutdown because of high compressed air discharge temperature, high air/oil separator temperature, high engine coolant temperature, low engine oil pressure, low engine speed, or low fuel level. 5. Service doors for access to maintenance components. 12. Enclosure shall be lockable and equipped with no-rust hinges and pneumatic lift springs. 13. Trailer shall be of welded steel construction, bolt on fenders, rear reflectors, towing lights, side marker lights, and lighted license plate brackets. G. SAFETY SYSTEMS 1. Operator safety shall be ensured by meeting OSHA recommendations for the unit. 2. Operating and safety decals. 3. Pressure relief valve. 4. Shutdowns for low engine oil pressure, high coolant temperature, and high compressor oil temperature. 5. Low fuel shutdown. 11

12 I. WARRANTY A. Provide standard manufacturer s warranties on the air compressor. Engine, tires, and battery carry the manufacturer s warranty. II. MISCELLANEOUS A. Furnish two (2) copies of all service, parts, and technical manuals. Electronic media is preferred for one copy. B. Furnish sufficient technical data from manufacturer to substantiate that all specifications are met. TRADE-IN one Portable 185 cfm Air Compressor Current Conditions Ingersoll Rand P185 as is hours 3. Air compressor engine motor runs well. 4. Air compressor pump needs to be rebuilt or could have a bad seal. Transmission fluid leaks down the line because of an issue. Currently need to watch fluid level as it leaks and want to prevent pump from running dry. 5.
