2 Dangerous Cargo Handling Standard Operating Procedure 1. PROCEDURES FOR DELIVERY IMPORTS / EXPORTS DANGEROUS GOODS (DGs) AT JOHOR PORT BERHAD - (JOHOR PORT AUTHORITY) GROUP I & II 1.1 All and II Dangerous Goods must be taken via direct delivery ex-ship/ direct loading. 1.2 Request for temporary storage shall be submitted by the consignee/shipper or his Agent to Johor Port (JCT/BBT & JPB Port Safety Department - ) before vessel's arrival. 1.3 In the event that request for temporary storage for Import or Export DGs in containers at RY (Railway Yard), Johor Port Berhad will placed immediately additional safety measures e.g. Port Safety personnel (Fire & Rescue) standby or Surveillance/Patrolling depending on the degree of hazard. 1.4 If and when approval is given for temporary storage, clearance must be made within the stipulated time, failing which additional safety measures will be imposed by Johor Port, e.g. fireman on standby. 1.5 The following are the list of and II dangerous goods which (IF APPROVED FOR TEMPORARY STORAGE) require additional safety measures. 2
3 DANGEROUS GOOD HANDLING STANDBY, SURVEILLANCE AND PATROLLING CHARGES Below are the list of and II dangerous goods which (IF APPROVED FOR TEMPORARY STORAGE) require additional safety measures, e.g. firemen on standby and charges imposed by Johor Port Berhad. 5 Dangerous Cargo handling Standard Operating Procedure 2. PROCEDURES FOR HANDLING DAMAGED DANGEROUS GOODS IN JOHOR PORT BERHAD, PORT AREA 2.1 RESPONSIBILITIES OF LICENSED OPERATORS Upon discovery of Damaged Dangerous Goods at the Terminal, a responsible person (appointed by the shore-side employer or the master of a ship who is empowered to take all decisions relating to his specific task, having the necessary current knowledge and expertise for that purpose and where required is suitably certified or otherwise recognized by the regulatory Authority) is to take the following appropriate steps namely: To isolate the cargo if practicable To get JPB Port Safety (Fire & Rescue / Security) Personnel to barricade the area and ensure that there is a 100 meters Safety Zone to prevent unauthorized personnel entering the area To notify the Shipping Agent/ Box Operator Forwarding Agent (for export) and JPB on the particulars of the damaged dangerous goods i.e. the name of the Vessel, the IMO Class, U.N. Number, Container Number, Proper Shipping Name, whether the cargo was meant for imports, exports or transshipment To get JPB Port Safety (Fire & Rescue) Personnel to break the container seal. The JPB Port Safety Personnel prior breaking the seal are to take appropriate steps to determine the level of vapor concentration and other safety measures deemed necessary If the Shipping Agent/Box Operator or Forwarding Agent is not present at the time of breaking the seal, the Licensed Operator may do upon the advice of the JPB Port Safety (Fire & Rescue) Personnel To conduct an inquiry on the damaged dangerous goods and submit a report to the Johor Port (Port Safety Department) soonest. 2.2 RESPONSIBILITIES OF SHIPPING AGENT/ BOX OPERATOR (SLOT CHARTER) AND FORWARDING AGENT In the case of imports - The Shipping Agent/Box Operator is to contact the consignee to obtain expert technical advice on how to handle the damaged dangerous goods. The Safety Officer of the Company is required to be at the site to provide the advice In the case of exports - The Forwarding Agent to contact the Shipper to obtain expert technical advice on how to handle the damaged dangerous goods. The Safety Officer of the Company is required to be at the site to provide the advice In the case of transshipment damaged dangerous goods - The Shipping Agent/Box Operator is to take the following appropriate steps i.e. 5
6 Notify the Principal immediately and seek their assistance to contact the Shipper in order to obtain technical advice on how best to deal with the damaged dangerous goods Obtain from the Shipper the Material/Chemcial Safety Data Sheet (MSDS/CSDS) and extend a copy to the Licensed Operator and the Johor Port (Port Safety Department) Obtain the approval from the Principal to engage the services of a contractor who has the technical know-how, experience and equipment to handle the damaged dangerous goods A Appointed Contractor must comply with the OSHA (Occupational Safety and Health Act) and Department of Environment regulations on chemical handling. Note : 2.24 All matters pertaining to damaged dangerous goods must be resolved soonest (preferably within 12 hrs) failing which Johor Port will and may take the necessary action accordindlly and all cost will be borne by the Shipping Agent/Box Operator (imports and transhipment) the Consignee / Forwarding Agent in the case of exports If Johor Port (Port Safety Department) is of the opinion that the presence of any dangerous goods in the port constitutes an unacceptable hazard, Johor Port may order the removal of the goods or the removal of the package, freight container, portable tank or vehicle in which the goods are contained Where the master or owner of a vessel fails to remove the dangerous goods which constitute an unacceptable hazard, Johor Port may take such steps to hold, remove or otherwise dispose of such goods and the expenses of so doing shall be borne by the master or owner. 6
7 PROCEDURES FOR TRANSHIPMENT OF DANGEROUS GOODS AT JOHOR PORT 3. General Rules on Transhipment of Dangerous Goods 3.1 List of dangerous goods which are not approved for transshipment Class 1 - Explosives Class Toxic gases with subsidiary risk. Class 3 - Flammable Liquids Class With subsidiary risk labels of Class 1 Class Group 1 Class Self Reactive Substances Class Spontaneously Combustible Class Self Heating Substances Class Dangerous when wet Group 1 Class Oxidizing Agent Class 5. - Organic Peroxide Class Toxic Substances Group 1 Class 7 - Radioactive Substances Class 8 - Corrosive 3.1 On a case to case basis with the exception of explosives, radioactive substances and organic peroxide dangerous goods listed in item 3.1 may be approved for transshipment within subject to safety conditions imposed by Johor Port (Port Safety Department). Johor Port do not permit substances which must be shaded from radiant heat, shaded from direct sun light and keep as cool as reasonably practicable are not allowed for transshipment eg. Toluene Diisocyanate UN No IMO Class: 6.1, Calcium Hypochlorite UN No IMO Class: 5.1, Cyanuric Chloride UN No IMO Class : 8 Azodicarbonamide UN No IMO Class : This however does not prevent the shipping agent in bringing the dangerous goods in item 3.1 into the port area meant for other ports. In such cases, the cargo must be taken direct ex- i.e. removed to bonded warehouses. 3.4 To facilitate the transhipment of dangerous goods and to ensure the safety, it is advisable to make an advance inquiry to the JPB Port Safety Department with the following details: UN No IMO Class Packing Group Quantity / Weight Loading Port Final Destination Port Period of transshipment 7
8 3.5 For Dangerous goods meant for transshipment having the same UN No and IMO Class, there should be only one declaration made for such cargoes. 3.6 In the event, the transshipment of dangerous goods is not connected as scheduled and is shut-out, Johor Port, Port Safety Department must be informed within 48 hours or earlier and a fresh declaration should be made. Note The above transhipment procedures are not applicable for transshipment to Malaysian port and they must be connected within 48 hours or earlier. Johor Port will impose additional safety measures if required on a case to case basis. Prepared by Port Safety Department 20/05/2006 AA/HJ AA 8
