1 ACP.HLB PROGRAM UPDATE California Department of Food and Agriculture Protecting California s agricultural and natural resources against damage caused by exotic plant pests and diseases 1
2 BACKGROUND.OVERVIEW Following the detection of ACP in Tijuana, Mexico on June 23, 2008, the CDFA and the San Diego County Agricultural Commissioner s Office increased surveillance On September 2, 2008, the USDA confirmed a positive ACP in San Diego County, CA October 2008 ACP detected in Imperial County during a visual survey August 2009 ACP detected in Orange County on a yellow panel trap August 2009 ACP detected in Los Angeles County on a yellow panel trap October 2010 ACP detected in San Bernardino County on a yellow panel trap December 2010 ACP detected in Riverside County on a yellow panel 2 trap

9 SURVEY.DETECTION Visual and Sweep Net Survey All properties within 100 meters of the initial detection Door-to-door, moving outward in all directions If high or scattered ACP populations are found, a transect survey may be implemented to rapidly determine the extent of the infestation 9
10 SURVEY.DETECTION Branches and leaves are brushed and examined for ACP life stages before they are bagged and transported to CDFA s lab in Meadowview, near Sacramento More than 15,000 plant samples and more than 6,000 psyllid life stages have been tested so far, with none testing positive for HLB-associated pathogens 10

17 TREATMENT.NOTIFICATION Proclamation of an Eradication Project (PEP) The PEP is a document that informs elected officials (Assembly, Senate, Mayor) and other government agencies (Agricultural Commissioner, school district, Fish and Game, OEHHA, DPR, USDA) of CDFA s plan to initiate a treatment program. 17

19 PUBLIC.MEETINGS To date, CDFA has held 75 public meetings Public meetings are held to inform and educate residents about ACP, HLB and the characteristics of the local infestation. 19
20 PRE-TREATMENT.NOTIFICATION Residents are notified of the treatment 48 hours before the scheduled treatment date Door-to-door notification 20
21 TREATMENT The treatment area is 400 meters around standard detection sites Only host plants are treated Pesticides Tempo SC Ultra (cyfluthrin), a contact insecticide that is applied to the foliage is used to treat adults and nymphs Merit 2F an imidacloprid insecticide will be applied to soil beneath the drip line of host plants to kill developing nymphs and adult psyllids 21
22 POST.TREATMENT.NOTICE Following the treatment, completion notices are left with the residents detailing precautions to take and post-harvest intervals applicable to any citrus fruit on the property 22

24 ENVIRONMENTAL.MONITORING To Ensure Protection of Human Health and the Environment, the California Department of Food and Agriculture has contracted with the Department of Pesticide Regulation to oversee the environmental monitoring of eradication treatment projects Sampling Media include air, leaf, soil, tank, and water 24
25 TANK.SAMPLES Samples collected during treatment are used to confirm the proper mixture of the treatment pesticide. 25
26 IMIDACLOPID.SAMPLING Vegetation is sampled to ensure efficacy of imidacloprid application. Leaf material from selected properties is bagged and delivered to Dr. Frank Byrne at UC Riverside. Trees are sampled at least 6 weeks after treatment and again after 6 months. Results have been favorable with a high percentage of trees above the target value of ppb after 6 weeks. 26
