1 SECOND ADDENDUM SOLICITATION FOR BIDS VENDING CONCESSION March 14, 2018 PROSPECTIVE BIDDERS: This Second Addendum to the Solicitation for Bids (SFB), dated March 1, 2018, for a Vending Concession at St. Louis Lambert International Airport as amended by the First Addendum dated March 1, 2018 is issued for the following reasons: 1. Answer questions from prospective Bidders (see Attachment #1) and 2. Provide prospective Bidders with copies of monthly revenue reports submitted by the current Concessionaire during the past year (see Attachment #2). Your fully complete Bid must be submitted, with all necessary attachments, by 1:00 P.M., LOCAL TIME, May 4, An original and five (5) fully complete copies of your Bid must be submitted in a sealed envelope, addressed to: Airport Properties Department St. Louis Lambert International Airport Terminal 1, Room MTN Lambert International Boulevard St. Louis, Missouri, The words "BID FOR VENDING CONCESSION must be plainly written across the left-end face of the envelope. The name and address of the Bidder must also appear on the face of the envelope. Bids will be publicly opened and read immediately following the 1:00 P.M. deadline. Bids received after the due date and time, or not delivered to the designated point, will not be considered and will be returned to the Bidder unopened. 1

4 QUESTIONS AND ANSWERS Q. Could you please provide a copy of the most current monthly and annual commission reports specifying the locations of equipment, commissions per machine paid by vendor for the past three years? A. Locations have been specified in the initial Bid underneath Exhibit A. A copy of submitted monthly revenue reports is provided as Attachment 2 Q. Please provide the current rate of commission received? A. The greater of $152,250 annually or a Percentage Fee of 52% of Gross Receipts. Q. Can you provide us with any corporate sponsorship or additional incentives that may currently be received? A. None. Q. What is the current vending machine pricing by product and location? A. Vending prices are per item in each machine. All vending pricing must comply with Section 607 entitled Pricing of the Sample Agreement. Q. What is the current contract term? A. Five (5) Contract Years. Q. Is the proposed contract term negotiable? A. The City will consider a different Term. Please note that any request for a Term different than the currently stated five (5) Contract Years must be addressed in writing in accordance with the terms and conditions of Sections 4 and 8 of Instructions To Bidders in the SFB (note deadline of April 2, 2018). Q. Can you provide us with name of the current snack vending, beverage vending and food service provider and any applicable contract terms? A. The current concessionaire is Avendco, LLC. The current Minimum Annual Guarantee is $152, and the current Percentage Fee is 52% of Gross Receipts. Q. How often has the current vendor(s) requested a price change in the past two years? A. No price changes have been requested. Q. Are there any special nutritional requirements? A. None. 4

5 Q. Are there any competing venues (convenience stores, markets, retail) that directly compete with vending? A. St Louis Lambert International Airport also has concessionaire agreements with Hudson Group and Host International that may sell similar or identical items offered in the vending machines. Q. Is any preference given to minority or disadvantaged vendors? A. No preference is given in Concession Agreement award; however all ACDBE terms and conditions must be met. Q. Can you say how many people use the machines annually? A. This is not tracked. 5
