1 Addendum 1 Dual Space Parking Meter System Hardware and Software Issued: May 10, 2018 Part 1 Miscellaneous This Addendum Governs This Addendum Number One is hereby issued in accordance with Applicable Law and the Contract Documents for the above Project. This Addendum Number One modified and/or clarifies certain provisions of the Contract Documents and shall govern to the extent of any such modification or other inconsistency or ambiguity therewith. The modifications or clarifications contained in this Addendum shall apply to any provisions of the Contract Documents whether or not a particular provision is expressly identified herein. However, in all other respects, the Contract Documents otherwise remain unchanged. Acknowledgement of Receipt of this Addendum Please acknowledge receipt of this Addendum by submitting a copy of this Addendum with the completed Acknowledgement with your sealed bid. Time of Bid Opening - UNCHANGED The Single Space Parking Meter System Hardware and Software, and Optional Vehicle Detection System bid opening date remains the same. Sealed Proposals will be received and publicly opened at 10:30 a.m. prevailing time, May 18, 2018, in the office of the Owner located at 106 Somerset Street, Floor 6, New Brunswick, New Jersey Proposals received after that date and time will be returned unopened. Part II Contractor Questions and Answers 1. QUESTION: The Scope of Work (Section TP-1.01) includes a meter housing with each Dual Space mechanism. The Bid Form (Section P) does not list the housing separately. If the Vendor s dual space meter fits in a traditional housing, should the Vendor still include the price of a housing with the mechanism? ANSWER: The Bid Form has been revised to list the housing separately. The price is to represent the lower housing including the canister and high security vault lock. 2. QUESTION: The IFB references solar power to minimize the time between needing to recharge or replace a battery. New technologies have dramatically reduced the power required to operate smart meters rendering solar power obsolete. Among the drawbacks of solar power are unreliability based on shade, season, and orientation; need for early battery replacement due to continuous trickle charging of the cell; and higher meter costs. Instead of mandating a power design, would the NJPC allow a meter powered by a solar and/or battery energy source

2 and request a guaranteed minimum time between recharging and a guaranteed life of the battery for the contract term? ANSWER: You may bid as an exception with a full explanation of your solution and the NJPC will make a determination of the acceptance of proposed solution. 3. QUESTION: The IFB (Section IB-1.05) references 1,000 dual space meters but the Bid Form (Section P) references 1,500. Please clarify the requested quantity of dual space meters to be bid. ANSWER: The requested quantity of dual space meters is 1,000. The Bid Form has been revised to 1, QUESTION: The IFB Bid Form lists vehicle detection sensors though there is not reference to sensors in this IFB. It appears that the Bid Form is a replica of the one from the sister IFB #NJPC-CCM for Single-space Meters with Optional Sensors. Can you please confirm if we should use this Bid Form or if there is a different one we should use? Should we include sensors? ANSWER: Optional Vehicle Detection System is to be included / made a part of the Dual Space Parking Meters System Hardware and Software Bid. The Bid Form has been revised and the Optional Vehicle Detection System is included on the revised bid form. 5. QUESTION: After the inclusion of the Option Vehicle Detection System in the bid specifications as discussed in Question 4, the IFB references an optional requirement for vehicle detection sensor but limits the location of these sensors to the meter dome. Parking meters are not always aligned with the parking space to allow a dome-mount sensor to work. (For example, we are increasingly seeing protected bike lane configurations which protect cyclists by putting the bike lane between the curb and the parking space. Dome-mount sensors are useless in this configuration). Further, the 90% accuracy requirement in Section TP-2.11 of the IFB is too low to deliver many smart parking benefits. Will the NJPC accept bids for sensors in different locations as long as the accuracy is much higher than the 90% level? ANSWER: You may bid as an exception with a full explanation of your solution and the NJPC will make a determination of the acceptance of proposed solution, and no matter solution is proposed the sensor needs to be tamper proof and cannot be in-ground. 6. QUESTION: Appendix A, Americans with Disabilities Act of 1990, requires the Vendor s performance to be in strict compliance with the ADA. Please confirm that, if the angle of the face of a Vendor s smart meter requires the meter pole to be cut to avoid violating the ADA, the Vendor must include the cost of cutting the pole to a compliant height and reattaching the housing in their Installation unit cost. ANSWER: No, it is not necessary. 7. QUESTION: Please confirm the length of the term of the contract. ANSWER: The contract term is two (2) years. Part III Additions, Clarifications and Changes to the Bid Documents The following additions, clarifications and changes have been made to the Bid Documents. Section TP-2.16 as follows has been added to and made a part of the Bid Documents titled Dual Space Parking Meter System Hardware and Software. Revised Bid Form (Section P). Bidders must use the attached Revised Bid Form (Section P) when submitting their bid.

4 TP-2.16 INTEGRATED VEHICLE DETECTION SYSTEM A. A vehicle detection system shall operate whereby the sensor is installed in the meter mechanism housing and not embedded in the pavement. Additionally, the NJPC member wants the vehicle detection system to operate wirelessly and communicate through the wireless capability of the single-space meter mechanism, meaning that there will be no installation of any additional networking equipment or ancillary infrastructure other than the parking meters themselves. B. The vehicle sensor system must be able to easily be audited for accuracy by providing a visual indication of the presence or absence of a vehicle in each space on the display of each associated meter. Accuracy shall achieve a detection level of 90% per day or greater for a parked vehicle event that lasts at least 10 seconds. C. The vehicle sensor shall be designed to be resistant to vandalism and intentional damage. Specifically, the sensor shall be fully encapsulated to prevent damage due to weather and other environmental factors. D. The vehicle detection system must allow the Parking Authority the options to reset a meter of any remaining time upon departure of a vehicle, add courtesy time to a meter upon arrival of a vehicle, provide notification of a parked car that does not pay for parking, and provide notification of a parked car that overstays the paid meter time. Additionally, the system must provide web-based reports that are integrated in the meter management system, and such reports shall include but not be limited to the following: Occupancy, Paid, Unpaid, and In-Violation Duration of Parking Events Meter reset events and Impact to Revenue Violation Reporting Maps of Parking Availability
