The Wheat from the Chaff: Locating High Quality OA Resources Lisa A. Macklin Director, Scholarly Communications
The challenge Promoting open access journals to our faculty while addressing concerns about the quality of these journals.
Evaluating print publications n Publisher reputation n Editor reputation n Peer review process conforms to discipline n Submission guidelines n Quality of published papers n Impact factor
What s New with OA? n Business models - authors may be charged, rather than subscribers n Predatory publishers n Opportunity for publishers to charge authors, but not provide quality n Authors and institutions have an interest in producing quality publications n Vanity presses
A Question Faculty member comes to you and asks: I am considering publishing in an open access journal, but I m concerned that some aren t very good. How do I find a reputable, quality OA journal in my field?
DOAJ n Directory of Open Access Journals is a good place to start to find OA journals in a discipline. n Search by Subject, Country, License, and Publication Charges

DOAJ implements criteria & seal n June 2013, DOAJ announces both new criteria and a seal, and asks for comments n Criteria is basic criteria for an OA journal n Seal focuses more on degree of openness than quality of content
DOAJ Criteria n DOAJ considering new criteria: n Provide basic info (title, ISSN, etc.) n Be registered with SHERPA/RoMEO n Have an editorial board with identifiable members n Publish at least 5 articles per year n Allow use and reuse of articles at specified levels
DOAJ Seal of Approval n DOAJ Seal criteria include: n Provide machine readable copyright info n Provide DOIs at the article level n Provide metadata to DOAJ at article level n Have digital archiving/preservation arrangement n Allow use and reuse of articles at specified levels

DOAJ Criteria and Seal n Is the DOAJ criteria comparable with how we have traditionally evaluated print? n Let s look at other criteria that we can apply to OA journals...
OASPA n Open Access Scholarly Publishers Association n Member organization for OA publishers n Members must meet criteria as OA publishers and are expected to follow Code of Conduct

OASPA Code of Conduct n Members of OASPA are expected to: n Not bring disrepute to OASPA or OA publishing n Have contact info clearly visible n Have peer review process n Have editorial board with experts in field n Authors fees are stated and easy to find n Direct marketing as appropriate n Instructions for authors is available n Website demonstrates following high standards
COPE n Committee on Publication Ethics n Member organization for publishers (not just OA publishers) n Members are expected to: n follow the Code of Conduct for Journal Publishers and n encourage their editors to follow the COPE Code of Conduct for Journal Editors

COPE Journal Publishers n Code of Conduct for Journal Publishers: n Define relationship between publisher, editor and others in contracts n Respect privacy (ex. research participants) n Protect intellectual property n Foster editorial independence
COPE -- Journal Editors n Publishers should work with editors to: n Set policies for editorial independence, research ethics, authorship, transparency, peer review, appeals and complaints n Communicate journal policies n Maintain integrity of academic record n Publish corrections, clarifications and retractions
Publisher Associations What if publisher isn t a member of either OASPA or COPE?
Beall s List of Predatory Publishers n List of questionable, scholarly openaccess publishers compiled by Jeffrey Beall at Auraria Library in Denver n Site includes a list by journal title

Beall s Criteria n Beall analyses five areas: n Follow ethical standards like OASPA, COPE n Editor and Staff n Business management n Integrity n Other/Basic quality n No copyediting, publishing previously published papers, etc.
Beall s List n Publishers/journals on the list are worthy of additional investigation, but best to make your own judgments
An Answer Faculty member comes to you and asks: I am considering publishing in an open access journal, but I m concerned that some aren t very good. How do I find a reputable, quality OA journal in my field? How do you answer?
