5 The needs post sept 2017 (DTM -R7/8) R7 - The most recent cluster needs prioritization exercise conducted at the end of September 2017, categorized the 231,000 households (HH) in need of shelter/nfi assistance across the country and due to multiple drivers, including the current border conflict between Oromia and Somali regions, into priority 1 (145,000 HH in 300 woredas in 9 regions) and priority 2 (86,000 HH in 120 woredas in 7 regions). R8 - The majority of the recorded population were displaced during 2017 In terms of overall cause of displacement, conflict was reported as the primary driver (1,078,429 IDPs), followed by displacement due to climate induced factors (528,658 IDPs). Other displacement factors - drought and flood affected populations Protracted drought displaced populations Nov 2017 needs prioritization

17 challenges initial reluctance to go to cash (government/humanitarian agencies) Varying needs in the initial stages of conflict displacement communal set up and needs outside of the normal EN/NFI Funding Gap (needs higher than what was covered increase due to conflict displacement) High charges by service providers No Ethiopian Telecommunications signal coverage in some of the woredas IDPs do not hold National/Kebele Identity card government stopped registration and issuing ID cards in some regions illiteracy among women who are aid recipient Security related challenges (for example caused delay in Moyale response & Haraghe PDM and affected Qoloji PDM collection activities)
18 Accountability measures Different organisations utilized methods - HHs were informed why the information was being collected and how it will be used -Provision of project/response information to beneficiaries (amount/what for etc. - Ministry of women's affairs representatives recording complains and coordinating feedback - IDP committees and representatives involved in targeting, registration and verification exercises Main complains reported Households complained that they were not registered to receive cash 1 household in Sitti Zone complained that the money was not adequate compared to what they had been informed On day 1 in Qoloji women complained of waiting as the Payment service provider arrived late Other issues reported Appreciation of the money
19 DM & PDM While all the needs were not met, the objective of saving lives and addressing urgent or immediate needs was met. Cash for ES/NFI & Clothing alleviated suffering! There is potential for cash based assistance selling of relief materials % of the beneficiaries received the cash as informed Most of the beneficiaries knew where to register complaints Even though cash was paid to women as hh representatives, both husband and wife agreed on the use of the money (70-80%) Mainly women visited the market to purchase items on behalf of the household Markets/vendors responded very well and quickly increased ES/NFI items in their outlets 6-13% of the money was used to purchase some food items and pay debt in some locations (food items included milk for children, vegetables, rice, sugar) Payment of debt enabled beneficiaries to continue borrowing from the same vendors
20 What can we do going forward! Ensure capacity development of those designing and implementing cash response Strengthen coordination of cash based intervention especially at the Regional levels where its happening Determine what multi-purpose cash transfer means and will look like for the cluster linked to MEB Negotiate further with the service providers Ensure needs and market analysis informs cash based response within the cluster Increased transparency through Joined monitoring E/W Haraghe Targeting cash through women but monitoring protection issues eg. decision on how to use the money was made by both husband/wife - Qoloji 76% and 71% women went out to procure items on behalf of the IDP household while 32% was both wife & Husband.
