ES/NFI Cash Based Response Donors; EHF, ECHO, OFDA, Norwegian Ministry of Foreign Affairs CARE additional individual donors

ES/NFI Response Objective In Line with the HRD Document; To provide immediate humanitarian assistance to newly displaced and people in prolonged displacement not yet reached with assistance

Emergency Shelter / Non-Food Response into 2018 The number of people that required Shelter/Non Food Items assistance increased mainly due to conflict, draught, flooding and increased displacement The additional needs increased the requirements for the sector in 2017 spreading into 2018 Last ES/NFI cluster needs prioritization Nov 2017

ES/NFI Cash Based response analysis Needs and Market Assessments & Analysis in addition to; DTM data instrumental NDRMC data & prioritization conflict and floods Seasonal eg. National Meher Assessment report Market assessment; 2 in East and West Haraghe (OCHA led Joined assessment DPPO/IOM/CARE/IRC Verification Assessment) 2 in Qoloji/Fafan Zone (OCHA led Joined assessment and DPPB/NRC/IRC/IOM ) Guji/Borena Assessment (Government/IOM/NRC) Shabele flood and markets (DPPB/Early Warning department/ocha/iom) Gambela (DPFSA/IRC/NRC/IOM) Sitti Zone (DPPB/IOM) Chinaksen (IRC)

The needs post sept 2017 (DTM -R7/8) R7 - The most recent cluster needs prioritization exercise conducted at the end of September 2017, categorized the 231,000 households (HH) in need of shelter/nfi assistance across the country and due to multiple drivers, including the current border conflict between Oromia and Somali regions, into priority 1 (145,000 HH in 300 woredas in 9 regions) and priority 2 (86,000 HH in 120 woredas in 7 regions). R8 - The majority of the recorded population were displaced during 2017 In terms of overall cause of displacement, conflict was reported as the primary driver (1,078,429 IDPs), followed by displacement due to climate induced factors (528,658 IDPs). Other displacement factors - drought and flood affected populations Protracted drought displaced populations Nov 2017 needs prioritization

Needs and Market assessment HOW? Data triangulation with data from Federal NDRMC, OCHA Assessment Assessment tools developed & used for assessment Regional government departments and Officials involved Regional OCHA officials involved Differentiating communal and household information Assessment Commonality in conflict displaced IDPs ES/NFI and clothing available in different quality/quantity (chinaksen/moyale???) IDPs agreeable to the use of cash (all were living in towns prior to displacement) Regional DPPB/DPFSA/DPPO agree to the use of cash Functioning markets well connected to larger supply market Good movement of goods re-supply Good road network & importation Vendor willingness, registration/tax payment

ES/NFI Cash response Combination of cash and in-kind response Functional and well connected markets In-kind ES/NFI distribution where cash was not appropriate due to various factors including market functionality and access (security) eg. Moyale Different cluster members responded together in one location in order to meet all the identified needs

Cash transfer modalities & Service providers Main Cash transfer modality Service providers Unconditional cash directly and via SP Vouchers Somali Microfinance Institution Ethiopian Postal Services Hello Cash although not fully utilized by the cluster Other response types Combined cash and In-kind resource transfers Combined cash and vouchers How does this compare with other CBI in the country In addition - M-Birr, Red Rose, Banks directly

Service Providers Main payment Sp Others being used outside of cluster Directly by implementing agency eg. CARE

ES/NFI Cash Response by Location Organisation Location HHs Transfer value - ETB IRC Chiro Care Chiro IOM Chiro NRC Herer NRC Dolo NRC Qoloji/Fafan IOM IOM/UNHCR Qoloji/Fafan 1604 that includes 500 hhs supported by UNHCR 3200 IOM Guji

Planned Cash Response (final implementation results to be reported by involved organizations) Organisation Location (woreda) HHs Transfer value - ETB NRC Bale NRC Borena NRC Dawa IRC Harsi IRC Adama 167?? 3200 ICRC Goal TBC TBC

DM & Post Distribution Monitoring Sitti Zone (May/June 2017) Gambella Qoloji/Fafan (Nov/Jan due to security) East and West Haraghe (ongoing IRC/IOM/CARE) Doollo (multi-sector response)- dates tbc Harsi/Adama? (tbc)

What worked Donor response especially - conflict displacement Joint market assessments eg. OCHA, UN, INGO with leadership and support from the government departments from Federal (NDRMC)to Regional (DPPB/DPPO/Humanitarian leads) Joint verification assessments and joint response by different cluster members Response covered urgent households ES/NFI needs during the conflict induced displacement Proportionate response for Somali & Oromia regions

What worked Specific needs identified by assessments targeted eg. Clothing Cash facilitated quick response time where CBI was appropriate involvement of committees in registration/distribution helped build relationship & trust with the recipients transfer value agreed - based on the assessment information and market prices Development of PDM tools used to monitor response Cluster Technical working group established

challenges initial reluctance to go to cash (government/humanitarian agencies) Varying needs in the initial stages of conflict displacement communal set up and needs outside of the normal EN/NFI Funding Gap (needs higher than what was covered increase due to conflict displacement) High charges by service providers No Ethiopian Telecommunications signal coverage in some of the woredas IDPs do not hold National/Kebele Identity card government stopped registration and issuing ID cards in some regions illiteracy among women who are aid recipient Security related challenges (for example caused delay in Moyale response & Haraghe PDM and affected Qoloji PDM collection activities)

Accountability measures Different organisations utilized methods - HHs were informed why the information was being collected and how it will be used -Provision of project/response information to beneficiaries (amount/what for etc. - Ministry of women's affairs representatives recording complains and coordinating feedback - IDP committees and representatives involved in targeting, registration and verification exercises Main complains reported Households complained that they were not registered to receive cash 1 household in Sitti Zone complained that the money was not adequate compared to what they had been informed On day 1 in Qoloji women complained of waiting as the Payment service provider arrived late Other issues reported Appreciation of the money

DM & PDM While all the needs were not met, the objective of saving lives and addressing urgent or immediate needs was met. Cash for ES/NFI & Clothing alleviated suffering! There is potential for cash based assistance selling of relief materials % of the beneficiaries received the cash as informed Most of the beneficiaries knew where to register complaints Even though cash was paid to women as hh representatives, both husband and wife agreed on the use of the money (70-80%) Mainly women visited the market to purchase items on behalf of the household Markets/vendors responded very well and quickly increased ES/NFI items in their outlets 6-13% of the money was used to purchase some food items and pay debt in some locations (food items included milk for children, vegetables, rice, sugar) Payment of debt enabled beneficiaries to continue borrowing from the same vendors

What can we do going forward! Ensure capacity development of those designing and implementing cash response Strengthen coordination of cash based intervention especially at the Regional levels where its happening Determine what multi-purpose cash transfer means and will look like for the cluster linked to MEB Negotiate further with the service providers Ensure needs and market analysis informs cash based response within the cluster Increased transparency through Joined monitoring E/W Haraghe Targeting cash through women but monitoring protection issues eg. decision on how to use the money was made by both husband/wife - Qoloji 76% and 71% women went out to procure items on behalf of the IDP household while 32% was both wife & Husband.

Cash based programming Training Objectives; Understand how Cash Based Programming is guided by key policies, standards and guidelines. CTP integration into the roles of different teams throughout the project cycle. assessment information needed to inform response analysis. Use market information to inform modality choice. Understand how CTP can contribute to response objectives. information needed for monitoring and evaluation of CTP. Identify how collaboration and coordination support quality CTP. link here
