1 1. Program Description Permanent Load Shifting (PLS) can help reduce system peak load by storing energy produced during off-peak period and shifting electricity use from on-peak to off-peak periods on a recurring basis. Shifting daily loads benefits customers by reducing the utility-bill peak demand and improving facility plant efficiency. 3. Functionality The PLS Program focuses on cooling TES systems. TES consists of distributing cooling energy from on-peak periods to off-peak periods. Cooling is produced and stored during the time when energy charges are lower and discharged at a later time when energy and peak demand charges are high. SCE s PLS program provides financial incentives to qualifying participants for the installation and operation of Thermal Energy Storage (TES) systems. Qualified customers may receive reimbursements of up to $875 per kilowatt (kw) of the designed and verified cooling load shift. Customers with high on-peak cooling loads are the best candidates for PLS. During the summer months (June 1 through September 30), customers are required to shift cooling load from on-peak periods to off-peak periods on a weekday basis. 2. Eligibility PLS incentives are open to all customers in SCE s service territory. To participate in the PLS program, you must: Be a Bundled Service, Direct Access, Community Choice Aggregation customer; Be billed on an SCE Time-of-Use (TOU) rate schedule; Have an installed interval or Edison SmartConnect meter where interval data features have been enabled; and Shift on-peak cooling load to off-peak periods for 60 consecutive months once incentives are paid.

Incentive Process Customers are eligible for incentive payments once they have met all of the programs requirements and have completed the high-level incentive process described below: Customer submits application PLS reviews/approves application Customer submits Feasibility Study (See Appendix A) PVE 1 reviews Feasibility Study PVE conducts Pre-install Inspection PLS sends agreement to the Customer (See Appendix B) Customer returns signed Agreement 5. Incentives SCE offers customers incentives for the purchase and installation of Thermal Energy Storage (TES) systems. The most common thermal storage media is water or ice. Qualifying equipment includes but is not limited to: Chilled water or other fluid; Ice-on-coil (external melt); Ice-on-coil (internal melt); Encapsulated Ice or Phase Change Material; Ice Harvester/Chiller; Ice Slurry; and Integrated Direct Expansion Packaged Units with Ice-on-Coil. The customer must install all equipment within 18 months of reservation for incentive. An incentive payment is subject to postinstall Inspection where a verification of the cooling load shift capability and functionality of the system is performed. Upon request, reservations may be extended at the sole discretion of SCE. During the approved reservation period, SCE may request that the customer provide proof of progress towards completing its project. Failure to demonstrate adequate performance towards completion of a project for which a reservation was approved may result in forfeiture of the reservation. SCE also reserves the right to modify or reject any reservation request that, in SCE s sole judgment, contradicts the requirements of the program. Eligible Customer may submit a PLS Payment 1 Letter of Interest (See PLS Agreement) to receive 25% of the Feasibility Study cost Customer installs TES system and submits to SCE the Commissioning Report (See Appendix B) PVE conducts Post-install Inspection Customer receives rebate incentive SCE will reimburse reasonable in-house labor costs and related expenses associated with the installation of the qualifying equipment. Proof of TES system purchase and installation is required to be eligible for PLS incentives, including, if applicable, proof of payment of thirdparty installation, receipts, invoices, credit card statements or other documentary proof. If applicable, for proof of payment of third-party installation, SCE requires an itemized invoice from the third-party installation contractor that clearly breaks down each item of labor and material (if any) that was invoiced by the third-party contractor for the installation of the qualifying TES technology, and proof of payment of the invoiced costs. Reimbursable in-house costs shall be limited to labor and other expenses directly incurred for design, engineering, and installation activities, and shall not include indirect labor or overhead costs. 1 PVE: Program Verification Engineer 2

3 SCE reserves the right to consult with one or more qualified third parties of its own choosing to determine the reasonableness of any in-house labor-related expenses. Customers may select one of the two incentive options. 1. Receive Incentive in two installments: Payment 1: 25% of the cost of the customer s Feasibility Study, to a maximum of $10,000, upon review and approval of the Feasibility Study and Pre-install Inspection approval. To be eligible to receive Payment 1, customer must submit this Agreement with a PLS Payment 1 Letter of Interest to SCE. Payment 2: 75% of the Feasibility Study cost and other TES project costs after Post-install Inspection approval (subject to $875 per kw cooling load shift and not to exceed 50% of the actual, reasonable cost of the installed TES system). TES incentives payments will be capped at $1.5 million per Customer and per SCE s discretion. 2. Receive Incentive in one installment: Customers who select this option will be paid for 100% of the Feasibility Study cost and other TES project cost after Post-install Inspection approval (subject to $875 per kw cooling load shift and not to exceed 50% of the actual, reasonable cost of the installed TES system). TES incentives payments will be capped at $1.5 million per Customer and per SCE s discretion. PLS program will not provide incentives to customers that have received additional TES incentives from other utility funded programs. Eligible Project Costs All projects will be reviewed by the utility on a case-by-case basis. It is the discretion of the utility which project costs are eligible for the Program for each project. Materials 5-yr system warranty on TES system equipment 1 5-yr ongoing maintenance contract 2 TES system and all directly related equipment costs TES system controls Required TES system monitoring equipment Instrumentation to monitor glycol concentration Refurbishments: any new materials required for system to Labor increase TES capacity (e.g. controls upgrades, equipment/ component replacements) 3 Feasibility Study (in-house or third party) Design 4 Installation 4 Commissioning 4 5-yr ongoing maintenance contract 2 Training time of in-house staff to operate system 5 Training time of in-house staff to collect trend data 5 Third-party time spent coordinating with utility for incentive program 6 Refurbishments: any labor in the categories above Ineligible Project Costs Any costs rebated/incented under other utility incentive programs Indirect materials or labor costs Overhead on labor costs Sales tax, freight, and travel Project costs incurred before application acceptance 7 Equipment replacement / deferred maintenance 1 Insurance company may underwrite if manufacturer will not provide. 2 The utility will pay up to 1.5% of the total allowed project cost for combined labor and materials for ongoing maintenance costs. A 5-yr maintenance contract is required for dedicated TES system equipment. The maintenance contract should cover a reasonable scope and all incremental TES system equipment and operation. 3 Refurbishment projects must also meet Program eligibility requirements (increase TES capacity). 4 This includes third-party project management time. 5 Training date, time duration, attendee list, and topics covered must be documented and provided to utility. 6 This scope of work must be documented in consultant s contract scope of work. 7 This excludes required TES system monitoring equipment. 3

Incentive Calculation The cooling load shift calculation will be based on approved simulated software energy models used for the TES system design in the customer s Feasibility Study and the verified cooling load shift during the post-install inspection. Energy models will be used to determine a customer s cooling load profile over a year (8,760 hours). From the profile, the day with the greatest total cooling load in the summer on-peak hours will be identified. The capacity of the TES system will be applied to the onpeak period for that maximum cooling load day. The incentive will be based on the cooling tonnage (ton) shifted from the peak hour on that day. A conversion factor will be used to convert the cooling load shift tons to electricity load shift (kw). This calculation method is applied for both full and partial storage systems. A conversion factor of 0.7 kw/ton will be applied to water cooling chillers and 1.2 kw/ton will be applied to air cooling chillers. Customers will be entitled to the lesser of their calculated load shift incentive or 50% of their verified total project cost. 7. Equipment Requirements The TES system must adhere to the following requirements to qualify: a. Commercially available and have a proven track record within the marketplace b. Shift cooling load from SCE on-peak periods to off-peak periods c. Fully automated providing integrated operation of the TES and site normal cooling system d. Installed within 18 months of SCE approval of reservation of the customer s incentive. Extensions may be provided on a case by case basis e. New with the exception of refurbished TES tanks f. Existing TES systems in operation that increase shift capacity and existing TES systems inoperative for at least three years may be eligible for incentives g. Installed at the Customer premises h. Installed and functioning for a minimum of 5 years postinstallation at the Customer premises i. Meet current building codes for existing and new construction j. Have a five-year warranty from the TES vendor. This includes replacement of equipment for manufacturer defects or breakdown of the equipment with proper usage of the system Ineligible for Incentive The PLS Program will not provide incentives to a customer that has received additional TES incentives from other utility-funded programs. Incentives are not available for fuel switching, adjustment of controls, maintenance service fees, refurbished equipment with the exeception of tanks, and shifting achieved by best practices commissioning. 4

PLS Program Participation and Monitoring Requirements Customer will be required to monitor, record, and submit five-minute trend data of its TES system to allow SCE to conduct data analysis on cooling-load-shift performance and load impact evaluation. 9. Terms Of Commitment To qualify for PLS incentives, customer must shift on-peak cooling load to off-peak periods on a weekday basis during summer months. 10. Penalties If the customer fails to comply with any PLS incentive requirement, SCE may seek a refund for a portion or all of the incentive. The customer will be solely responsible for paying the refund to SCE even if the technology incentive has been released to an Authorized Third Party. SCE has no right or obligation to seek the refund from the Authorized Third Party to who you have released the incentive payment. SCE is not responsible for resolving disputes between the customer and the Third Party. 11. 6 Appendix A - Feasibility Study Requirements An engineering-quality Feasibility Study will be required for all customers applying for this program. This study is to provide an evaluation of the technical feasibility and economic viability of installing a new TES system at the customer site. The study is to be completed by a professional mechanical engineer, licensed and registered in the State of California. Customers are required to address equipment and overall TES system efficiency during the Feasibility Study. Customer s Feasibility Study at least must include the following: Table of Contents 1. 7 Appendix B - Commissioning Report Minimum Requirements 1. Documentation of all installed TES system equipment (can include pictures of chillers, cooling towers, TES tanks, valves and actuators, and any other equipment relevant to in the TES system); 2. Documentation of installed TES system sequence of operations; 3. Documentation that storage thermal capacity (ton-hrs) meets design requirements. 4. Documentation that chilled water plant controls and Measure and Verification instrumentation (temperature sensors, flow meters and watt-hour meters) are installed and working properly and data is being gathered at the proper intervals. This could include pictures of the instruments and screen captures of graphics where this data is displayed once the sensors were made fully operational. 5. Demonstration that the system is shifting load as per design using at least 15 minute trend data of plant power and building load and supply and return temperatures during tank discharge 8. Documentation that as-built system control drawings and complete Operation and Maintenance manuals are provided to the owner; 9. Verification that maintenance personnel are properly trained and understand the functionality of the system and the Emergency Charge mode of operation. 10. Copy of TES System Acceptance Form (as specified in Title 24 Standards).* 11. Copy of the Functional Testing ( as specified in Title 24 Standards). 12. Copy of the signed Certification Statement (as specified in Title 24). 13. Operate the new TES system for 5 business days before submitting the Commissioning Report. 6. Copy of sensor calibration report (if available); 7. Verification that the system is shifting using trend data, building load, and supply and return temperatures during tank discharge; * It is recommended to follow ANSI/ASHRAE 150 Standard for testing the performance of cool storage systems in addition to verifying Title 24 Standards.
