4 1. Official Name of the Report on the Project Report for the Preparatory Study of the Master Plan Study of Hydropower Development in Cambodia 2. Type of the Study Master plan study 3. Environmental Category The master plan was categorized as B based on the preliminary evaluation study because the master plan study includes neither a pre-feasibility study nor a feasibility study. 4. Counterpart Organization Ministry of Industry, Mines and Energy (MIME) 5. Overview of the Study 5.1. Objective of the Study The Study aims at thorough investigation and prioritization of potential hydropower sites in Cambodia, and preparation of the Hydropower Development Master Plan that shall articulate development plans of selected hydropower projects within the framework of the Energy Sector Development Strategy for the period of 20 years Background and contents of request The Cambodian Government promotes hydropower development in the National Electricity Strategy for energy security and effective use of domestic resources. However, the operating hydropower plants are two medium and small power plants with the total capacity of 13 MW, and 8 micro power plants. The past potential hydropower study was not very precise and there is no hydropower master plan. Thus the Cambodian Government needs detailed review of the potential hydropower study and must prioritize the potential hydropower sites from the economic, technical and environmental points of view, and requested the Japanese Government for support to the undertaking above Study area The Study covers Cambodia as a whole. Table 1 lists 29 potential target sites. 28 out of the 29 sites are selected as those with generating capacity of more than 10 MW from 60 sites which are listed in Review and Assessment of Water Resources for Hydropower and Identification of Priority Projects (1995, Mekong River Commission). One of the 29 sites is to be located in the Stung Treng Province but its exact location has not been decided yet. The first stage of the survey on priority sites will be done for these 29 sites. The second stage will be done for 10 sites among them. 4
