6 COUNCIL FOR THE BUILT ENVIRONMENT DESIGN REVIEW SUB-COUNCIL DESIGN REVIEW SUB-COUNCIL REPORT From: Ms. Lilia Gonzales Design Review Sub-Council Chair Date: December 16, 2016 Subject: Lamar Street Utility Corridor The Design Review sub-council (DRsc) reviewed a request from Utilities & Energy Services (UES) for the installation of a utility corridor along Lamar Street between Military Walk and Stallings Boulevard. This project was routed the Track B CBE process. The purpose of this $1.8M project is to provide new thermal services to the new hotel development on the former Cain Hall site as well as the classroom building, provide redundant thermal services to the Memorial Student Center, create a future thermal loop with Kyle Field, and provide new service to the student services building at the current Bizzell Hall site. This will affect the area along West Lamar Street from Stallings Boulevard to Houston Street, and from Throckmorton Street to Houston Street. If approved, the work will begin as early as December 18, 2016 and will involve some redirection of vehicular and pedestrian traffic in the area. The majority of the work will be done during winter break and before the spring semester begins, however there will be road and sidewalk closures from January 9, 2017 through March 31, All major construction should be completed by March 31, The area between Rudder statue and Rudder Theatre will be bored rather than open cut in order to minimize conflict with pedestrian traffic flow. The project is being closely coordinated with Transportation Services in order to minimize disruptions. Recommendation DRsc members unanimously voted to recommend approval of the Lamar Street Utility Corridor project as proposed with the following caveats: The loading dock for the University Art Galleries is located at the northeast corner of the Memorial Student Center and must be accessible for deliveries during winter break. Coordination with the director, Cathy Hastedt, is required. In order to allow the project to proceed with its timeline, the project should consider an extension of the boring area to include the corner of Lamar Street and Houston Street in order to maintain access for the University Art Galleries loading dock. Project must ensure adequate protection for nearby trees. Information is required on the distance of the work from the Rudder statue and any protective measures that will be put into place. Please coordinate with University Art Galleries director. Ensure adequate communication with the campus community regarding vehicular and pedestrian disruptions. Please contact me with any questions. cc: DRsc Members
