1 BKF No June 15, 2017 Aleida Andrino-Chavez Transportation Planner City of Albany 1000 San Pablo Avenue Albany, CA Transmitted Via Subject: San Pablo Avenue and Buchanan Street Pedestrian Safety Improvements Project Contract Addendum No. 1 - Sidewalk Reconstruction Dear Ms. Andrino-Chavez: BKF has prepared this contract addendum in response to your request for additional civil engineering services for the San Pablo Avenue and Buchanan Street Pedestrian Safety Improvements Project in the City of Albany. We understand the City would like to expand the project scope to include reconstruction of curb ramps at intersections (not proposed form improvement within the base scope) within the project area on San Pablo Avenue between Marin Avenue and Carlson Boulevard. We have outlined the following scope of services, assumptions, and fee based on our understanding of the project. Scope to support the new project will include the following: Field review to assess areas of sidewalk replacement which is damaged or out of compliance with accessibility requirements. Non-compliant curb ramps will be replaced. Supplemental field topographic survey Preparation of construction documents to replace sidewalks, driveways, and curb ramps. This scope of services assumes approximately 7,500 square feet (total) of the sidewalk and curb ramps. SCOPE OF SERVICES TASK 1: PRELIMINARY ENGINEERING 1.1 Field Review of Existing Conditions: BKF will perform a field investigation within the project area noting the locations of sidewalk distress, surface utility appurtenances, apparent drainage issues, signs, and trees. We will compile a photographic log in the project area. 1.2 Existing Conditions Mapping. BKF will prepare supplemental base mapping to facilitate design of additional sidewalk replacement along San Pablo Avenue between Carlson Boulevard and Marin Avenue as described above. This will include the following: A. Field Survey: BKF will acquire surface data using laser scanning and/or traditional survey methods within the project area to create a three dimensional model depicting surface features, structures, and topography. B. Infrastructure Base Map: BKF will update the project base map to include the supplemental data obtained.

2 1.3 Preliminary Engineering (35%). BKF will incorporate sidewalk and curb ramp reconstruction design into the project preliminary design documents. We will update the following sheets to include the sidewalk improvements: A. Preliminary Plans i. Street Layout and Plan 1.4 Outreach. We will present the proposed improvements to the Community Advisory Committee as identified in our existing scope of work. We anticipate this will be a field walk to review and discuss proposed modifications. TASK 2: FINAL ENGINEERING 2.1 Prepare Project Plans, Specifications, and Estimates. BKF will incorporate sidewalk and curb ramp reconstruction design into the project plans, specifications, and estimate. We will include the sidewalk improvements in the following sheets: a. Plans: i. Demolition Plans ii. Street Layout Plans iii. Typical Sections iv. Construction Phasing Plans v. Construction Details vi. Standard Details vii. Curb Return Profiles b. Specifications c. Bid Schedule d. Estimate of Construction Cost e. Report documenting the project s basis of design and any required exceptions. 2.2 CALTRANS Approval. BKF in coordination with Zoon Engineering, will facilitate CALTRANS approval of the sidewalk improvements. We anticipate integrating these improvements into our PEER developed in our base scope of work. 2.3 Outreach. We will present the proposed improvements to the Community Advisory Committee as identified in our existing scope of work as well as to the Traffic and Safety Commission. 2.4 Final Plans. The team will incorporate the additional sidewalk improvements into the final plan set for bidding. COMPENSATION BKF will provide the services as outlined in the scope of work on a time and materials not to exceed basis in accordance with the attached fee estimate. All Conditions, Exclusions and Assumptions contained in the original contract dated July 18, 2016 shall apply. SERVICES AND STANDARD OF CARE BKF Engineers services shall be limited to those expressly set forth above. BKF shall have no other obligations or responsibilities for the project except as agreed to in writing, or as provided in this agreement. BKF s services shall be provided consistent with, and limited to, the standard of care applicable to such services. BKF shall provide its services consistent with the professional skill and care ordinarily provided by consultants practicing in the same or similar locality under the same or similar circumstances.

4 SCOPE QUALIFICATIONS AND ASSUMPTIONS For the scope of work identified, we have assumed the following: a) Existing Utilities: Unless otherwise indicated or provided by others, any existing utilities identified on BKF s drawings/plans are based on information obtained by BKF, or provided to BKF, and may not be accurately documented in their horizontal location or vertical profile. BKF highly recommends that critical facilities be potholed during design or prior to construction. b) Landscape and Lighting: This proposal excludes the design of landscape and lighting along the corridor. c) Potholing: Potholing services are not included in this proposal unless specifically identified. d) Mapping: We have not included time to prepare additional items not contained in the mapping scope of work. Additional mapping services such as subdivision maps, private easement documents, quit claims, ALTA s, right of way dedications, etc. not specifically listed in this proposal are not included. e) Drawings: All drawings will be prepared in AutoCAD format. We will submit copies of all drawings in both electronic and paper format. f) Meetings: We have not included attendance at regularly scheduled construction meetings as part of the scope of services.

Mileage will be charged at the prevailing IRS rate per mile. Monthly invoices are due within 30 days from invoice date. Interest will be charged at 0.833% per month on past due accounts. Expert witness/litigation rates are available upon request.
