2 Description of Site The Fond Cole Sanitary Landfill is located in Fond Cole, one (1) mile north of Roseau. The landfill occupies approximately 18 acres and has been designed to accept waste from the island for a fifteen year period. Operations commenced Thursday, September 01, Acceptable Waste The Fond Cole Sanitary Landfill will accept the following types of waste:- Industrial Waste this includes (a) waste from light industry and manufacturing including construction and demolition, (b) waste from industrial and residential construction Green Waste wood and vegetation (this material will be directed to the landfill composting site) Commercial Waste waste from shops, hotels, restaurants and garages, hotels, restaurants and include such materials as metal parts, plastics and packaging from garages Household and Institutional Waste waste from offices, dwellings, schools, Government offices, correctional facilities and hospitals with the exception of hazardous health care waste 1
3 Hazardous Health Care Waste bio-medical waste generated in health care establishments including veterinary clinics and funeral parlours which present identifiable environmental, human health, social and aesthetics concerns. These include infectious waste, pathological waste, sharps etc. Such waste will be treated at the Bio Medical Waste Management Facility of the Princess Margaret Hospital. Hours of Operation THE LANDFILL WILL BE CLOSED ON SUNDAYS Site Access The Landfill Attendant opens the gate to the landfill at 7.00am. Signs posted at the entrance and within the site will inform users about the rules and procedures. All incoming vehicles are to proceed to the weighbridge. All vehicles transporting waste must be covered. 2
4 Weighing and Recording of Waste All waste entering the site will be weighed and the quantities and nature of incoming waste recorded. Vehicles would therefore be required to access the landfill by passing over the weighbridge. This will assist in waste management analysis and planning and measure the effectiveness/progress of waste reduction programs such as composting and recycling. Registration All waste haulers are required to register with the Corporation to use the facility. This includes all licensed Waste Haulers. The registration procedure requires that the waste hauler supply the Weighbridge Attendant with the following information: (a) (b) (c) (d) (e) (f) (g) License plate, or vehicle number Vehicle owner - user or business name Address and phone number Contracted collection services to provide area of collection. Waste source An account is opened in the name of the waste generator. Waste type Weighing Recording Procedures For all waste disposal vehicles, the Weighbridge Attendant will perform the following procedures (a) (b) (c) (d) (e) signal customer to proceed across the weighbridge record vehicle identification number (license plate) Ask the driver for and record the waste type and source or origin of the load If possible, carry out a preliminary visual inspection to verify the information given by the driver After the information has been processed the customer is cleared to proceed to the tipping face, or to the dumping area set aside for private vehicles such as cars. Outbound Weighing Procedure When a vehicle has appropriately emptied its load, it is to leave the tipping face without delay and proceed towards the Wheel Washing Bay, adjacent to the site office, before exiting the landfill Tare weights will be subject to verification at the discretion of the Corporation. Suspicious Loads 3
5 If the customer: (a) (b) is spotted dumping unacceptable waste, the customer will be asked to reload the material and be redirected to another location at the landfill such as the compost site. has dumped and left unacceptable waste at the tipping face and is still on site, the customer will be directed back to the tipping area to retrieve the unacceptable waste for disposal at an appropriate location on the site or an alternative disposal site. All vehicles transporting waste to the landfill must be covered. Waste Inspection To enforce the disposal of only acceptable waste at the landfill, each load of waste entering the landfill site will undergo a cursory level of inspection. The Weighbridge Attendant will ascertain from the customer the following: The type of waste they wish to dispose The origin of the waste The Weighbridge Attendant will inform the customer of unacceptable wastes, those that can be recycled and or waste which can be composted. Tipping Face Operations The tipping face is the active part of the landfill where waste is placed in cells, spread, compacted and covered with soil on a daily basis. 4
6 TIPPING AND COMPACTION OF WASTE (ABOVE) VIEW OF TIPPING AREA AND NEW BASKET IN FORE GROUND (BELLOW) Traffic Control at Tipping Face To ensure reasonable vehicle turnaround times, the Landfill Attendant instructs the landfill Tippers to dump their loads in the selected working area of the tipping face. The Landfill Attendant helps direct traffic and ensures that the heavy equipment (e.g. Landfill Compactor) does not come into contact with vehicles disposing of waste. Accordingly, traffic control at the tipping face is a serious matter. Procedures at the tipping face are to include the following: 5
7 A) Landfill Attendants wears the appropriate Personal Protective Equipment (PPE) at all times, including a reflective vest B) Persons are never to stand behind a vehicle or heavy equipment C) Persons are to stay away from a vehicle while it backs up to the unloading area. D) Vehicles and heavy equipment are to maintain safe operating distances E) The Landfill Attendant will instruct Tippers when and where to uncover and unload waste F) Only one (1) vehicle is directed to the tipping face for unloading at any one time G) The Landfill Attendant co-ordinates between customers and equipment operators when unloading special wastes H) Landfill Attendant inspects any suspicious loads, first notifying the equipment operator and again when inspection is completed Litter Control To control the spread of wind blown litter, the Landfill Attendant should: Maintains a minimum tipping area to provide efficient vehicle unloading and equipment operation Ensures the tipping face is adequately covered with a layer of cover material at the end of each working day Ensures hand picking of litter around the site including internal roadways, site buildings and along litter fencing As part of efforts to avoid windblown litter, the customers entering the landfill will be required to cover their loads to prevent litter from blowing off. WHEEL WASHING FACILITY A Wheel Washing Facility is provided at the Site. The Landfill Attendant directs all exiting vehicles to use the facility before the vehicle leaves the site. The Wheel Wash Facility is located that there is sufficient distance between the wash area and the public road. This will prevent any earth, mud debris, and dust from being deposited on public highways. 6

9 ODOUR AND LEACHATE CONTROL SYSTEMS The landfill is operated in a manner that minimises odour attributable to putrefying waste or associated items. Operational procedures typically involve placing suitable cover material over the waste in a timely manner. The facility is also equipped with Leachate and gas extraction mechanisms. 10 LEACHATE POND ( THE COROSIVE LIQUID FROM THE GARBAGE IS COLLECTED IN THIS POND AND IS PUMPED BACK UNTO THE WORKING FACE OF THE LANDFILL) Fire Control The Landfill Attendant will operate the working face of the landfill in a manner that will prevent the threat of fire and smoke. The Corporation will provide safety equipment that is readily available to deal with the incidence of fire. Portable fire extinguishers will be located in the site office. Vehicle Breakdown Vehicle breakdowns within the landfill site shall be addressed quickly, particularly when the free flow of traffic is affected. A disabled vehicle is to be removed to a suitable area where it will not interfere with traffic or landfill operations. The vehicle owner will be responsible for removing the vehicle from the site and is to remove the vehicle within 24 hours or the Corporation will have it removed at the owner s expense. 9
11 LANDFILL EQUIPMENT BOMAG SHEEP FOOT COMPACTOR with high push power and high compaction density will help lengthen the life of the Fond Cole Sanitary. It was purchased through Caribbean Development Bank funding to the tune of EC$1, 253,765. It ensures that garbage is properly spread, compacted and covered. 10
12 THREE NEW COMPACTOR TRUCKS. The Corporation purchased three 20 cubic yard Freightliner Refuse Compactor Trucks to ensure better and a more efficient collection service to house holders and business owners in
13 BIO MEDICAL WASTE MANAGEMENT A Gasifier and Refrigerated Vehicle for treatment and collection of Bio Medical waste was purchased through CDB funding. It allows for better acceptance of medical waste at the Laandfill. 12
