State Ins7tu7onaliza7on and Strengthening Creation of the Zero Hunger Working Group Creation of the National Council on Food and Nutrition Security Creation of Ministries, Secretariats and strengthening of public enterprises Approval of Laws and Regulatory Decrees at three government levels: Law , 15 September 2006 (Organic Law of Food and Nutrition Security) Creates the National System of Food and Nutrition Security (SISAN), establishing its definitions, principles, guidelines, objectives and composition It is through the SISAN that the Brazilian Public Power, with the participation of organized civil society, formulates and implements policies, plans, programs and actions to guarantee the human right to adequate food
8 Decree 6.272, 23 November 2007 Provides for the competency, composition and functioning of the National Council on Food and Nutrition Security (CONSEA) Decree 6.273, 23 November 2007 Creates the Interministerial Chamber for Food and Nutrition Security (CAISAN) under SISAN framework Constitutional Amendment 64, 4 February 2010 Modifies article 6 of the Brazilian Federal Constitution to include food as a human right Decree 7.272, 25 August 2010 Regulates the Organic Law of Food and Nutrition Security (2006); establishes the National Policy on Food and Nutrition Security (PNSAN) and instals the parameters for elaborating the National Plan on Food and Nutrition Security Decree Institucionalizating the National Plan on Food and Nutrition Security, August 2011
9 Food and nutritional security is the effectiveness of the right to regular and permanent access to a sufficient amount of quality food, without compromising the access to other basic needs, based on healthy practices which respect cultural diversity and are culturally, economically, environmentally and socially sustainable. (Art. 3º of the Food and NutriAonal Security Law, September 15th, 2006)
