1 AFGHANISTAN, Kabul Highlights (as of 25 July 211) The price of local rice remained stable from the previous week, and has remained largely stable over the past month. However, it is up 8 percent from three months earlier (April 211). Wheat prices rose by 2.7 percent over the past week, and are 12.9 percent higher than three months ago (April 211). They are currently 5.6 percent higher than one year ago, in July 21. Maize prices dropped notably by 4.2 percent from a week earlier. Chicken prices soared by 21.7 percent from the previous week. The decision was taken at a recent meeting by the district administration to keep prices under control during the month of Ramadan, (World Poultry, 25 July 211).

2 BANGLADESH, Dhaka Highlights ht (as of 25 July 211) Prices of coarse rice have been unchanged over last week, and are 4.7 percent above the levels observed a year earlier (July 21). Wheat flour prices remain stable from the previous week, at a level 23.6 percent below the peak reached in January 211 and 15.9 percent above the levels observed a year ago (July 21). Following a 5 percent jump during the week of 19 July, chicken prices dropped by 6.4 percent over the past week. They remain 27.7 percent higher than the prices observed at the beginning of 211. In the first fortnight of the financial year 211/12, GoB imported 62,7 MT of rice. A year earlier, total imports of rice amounted to 3,6 MT. During 21/11, total imports of rice were 1.5 MMT, 81 percent financed by the government. The Government is planning to procure.6 MMT of Boro rice from the domestic market at 29 Tk/kg from early June until September. Last year, the Government began the Boro procurement on May 1st with a 1.2 million MT target bought at 25Tk/kg, /g,(fortnightly Foodgrain Outlook 19 July 211). According to the International Federation of Red Cross, the government has responded immediately to the disaster situation in the southeast coast by providing food assistance in cash and in kind (66 tonnes of rice). About 1, families (5, people) will benefit from the provision of food, as well as receive cash grants for emergency necessities; while 5, families (25, people) who suffer from loss of crops will benefit from package of supplementary food, and 3, families (15, people) will receive tarpaulin to improve their temporary shelters, (International Federation of Red Cross, 27 July 211).

3 BHUTAN Highlights (as of 27 June 211) Rice prices have been fairly volatile since the beginning of 211. Following an 8.3 percent jump in mid June, they dropped by 6.4 percent in the last week of June. At the end of June, rice prices were 9.5 percent below the prices observed a year earlier (July 21). Wheat prices have also been fairly volatile since the beginning of 211. According to a media report, rice export volumes quadrupled in the first half of the year compared to the period 21. Cambodia exported 8,442 tonnes worth US$45.68 million in the first six months, compared to 17,144 tonnes worth $13.43 million in the same period last year, (Phnom Penh Post, 8 July 211).

The area sown with corn and mid season rice reached a 1 year record of 51 million hectares this year, with a year on year increase of more than 1 million hectares, (Commodity Online, 18 July 211). A top priority of the 12th Five Year Plan is the production of high yield, fine quality, efficient, environmental friendly and safe super rice. Under this group of policy actions, a national working conference on research and promotion of super rice took place in early July, (Ministry of Agriculture, 6 July 211).

6 Fiji, Suva Highlights (as of 14 Jul 211) Overall prices for reported staple food commodities have been volatile over the past year, and subject to weekly price swings. Corn prices declined by 4.9 percent from the previous week. Following soaring corn prices during the first half of June (86 percent), prices recovered somewhat, dropping by 37.5 percent in the last week of June. Prices are 39.3 percent higher compared to one year earlier (July 211). Prices of the main staple root crops, cassava and Dalo tausala taro spiked by 2.6 and 15.5 percent respectively. Its main objective is to conserve, manage and develop aquaculture for long term sustainable use. (Fiji Focus, June 211) An announcement made by the government indicates that the price for the pink variety of dalo (Tausala) will be fixed at $1.2/kg for Grade 1, $.8/ kg for Grade 2 and $.4/kg for cassava and these prices would be adhered to by all buyers. A memorandum of understanding will be signed to formalise the agreement, enforcement mechanisms and disciplinary charges that would be laid on those who do not adhere to the minimum farm gate prices. Rice prices are 9.1 percent above the levels observed in September 21, which was the lowest level during the past year. Wheat flour prices are 1.4 percent above the prices observed in August 21. 9 LAO PDR, Vientiane Highlights (as of 25 July 211) Second quality glutinous rice prices have remained unchanged since November 21. Following nine months of stable prices, the price of ordinary second quality rice dropped by 7.5 percent from April 211 to May 211. The storm destroyed more than 6, hectares of farmland throughout the country, and devastated critical infrastructure including roads, bridges, schools and hospitals. (Vientiane Times, 25 July 211) Floods, as a result of Typhoon Haima, affected up to six provinces in Lao PDR in late June, destroying crops and infrastructure and affecting over 37, people. (International Federation of Red Cross, 18 July 211) The Ministry of Agriculture and Forestry has prepared 5, tonnes of rice seeds, in addition to livestock vaccines and other medications for farmers as a response to the recent flooding situation. (Vientiane Times, 5 July 211) Food assistance in kind has been delivered by the US to Lao PDR: rice 1,46 MT and vegetable oil 1 MT. Donations are channeled through WFP and target more than 37, people in Khammuane, Savannakhet, Saravane, Sekong and Attapeu provinces with a three month food ration (WFP, 5 July 211).

10 Wholesale Staple Food Prices MYANMAR, Yangon and Mandalay Highlights (as of 25 July 211) Prices for rice and soybean remained unchanged during the past week. Maize prices are largely stable (.6%) from the previous week. Prices of wheat remain largely stable ( 1.1%) since the week before. After dropping for four consecutive weeks since early June, palm oil prices were largely l stable tbl (+.6%) last week, and are now 36.3 percent lower than the peak level observed in mid May 211. According to media reports, chicken prices have hit an all time high due to a shortage of supply blamed on higherthan usual mortality in the recent hot weather and illegal exports to neighbouring countries, (The Poultry Site, 12 July 211).

The government has released the amended guidelines on the implementation of the Programang Agrikulturang Pilipino (School Gardening) (Government of Philippines, hl 11 July 211). The government is encouraging tobacco farmers to plant rice during the wet season in its bid towards rice self sufficiency. Government will distribute P2 million, (~US 4.5 million) in loans, with minimal interest rates. Under this scheme, 1,484 farmer associations are expected to use 1,242 hectares of tobacco land for rice planting purposes (Department of Agriculture, 3 July 211).

14 SAMOA, national average Highlights (as of April 211) Taro prices reached a peak in July 21 and have shown a downward movement since then up until April 211, when prices were 34.3 percent lower than the peak,. Taro Palagi prices dropped sharply from September to October 21. Prices have been volatile since the beginning of 211, and dropped by more than 5 percent from March to April 211. Ta amu prices have been volatile since June 21. 15 SRI LANKA, Colombo Highlights (as of 11 Jul 211) Rice prices remained nearly stable ( 1.3%) during the previous week. Wheat prices remained unchanged over the past week. The Bank has also introduced a special Credit Guarantee Scheme to promote development credit through Participating Financial Institutions (PFIs). Credit facilities have been made available for eligible persons under different activities in the Agriculture, Livestock, Fisheries, Small and Medium Sector Enterprises (SMEs) and micro businesses sectors. (Central Bank of Sri Lanka, 18 July 211) According to government reports, all restrictions imposed on fishing in northern Jaffna have been lifted from Saturday (9 July 211). Accordingly, fishermen are no longer required to obtain passes for fishing in the northern sea area (Web Relief, 11 July 211).

16 THAILAND, Bangkok Highlights (as of 25 July 211) Rice prices have remained largely stable in Thailand since April 211, and are at nearly the same level as last year at the same time. Chicken prices remain unchanged from last week, however, they have shown an upward trend since November 21 (+22.6%) after declining in the summer of 21. Pork prices soared by 6.9 percent after following a period of being largely stable since May 211. They have increased by 35.7 percent since the beginning of January 211. Soybean oil prices have been stable after rising sharply in early April. The Commerce Ministry had imposed a reference price of THB7 to ensure a fair deal for consumers. In late June, the Internal Trade department considered banning border exports of swine to neighbouring countries after finding a significant rise of such exports to cash in on higher retail prices. Nonetheless pork prices are expected to reduce by the end of this month with adequate supplies in the market (Financial Post, 2 July and The Pig Site 3 June/21 July 211).
