2 1. Introduction This one-day interactive course has been designed for company Directors with the aim of recognising the human and financial implications of health and safety legislation noncompliance. The course will provide a summary of how to promote a positive organisational culture for health and safety. Workshop exercises throughout the day will give delegates the opportunity to discuss their thoughts about health and safety and their responsibilities in an open forum. The day concludes with delegates preparing an action plan for use when they return to the workplace. This will include a checklist to utilise within their organisations that will help to ensure compliance with legislation. 2. Objectives At the end of the course delegates will be able to: o Recognise the moral, economic and legal costs/implications of decisions made in the boardroom that make their business liable. o Understand the importance of strategic management of risks. o Appreciate the consequences of failing to manage health & safety effectively o Understand the importance of competent duty holders cooperating, communicating and coordinating health & safety throughout the whole project. o Recognise the need to appoint competent health & safety assistance and the limitations of such an appointment o Identify the basic tools for introducing a proactive health and safety culture into their organisation 3. Assessment The method of assessment will be by multiple-choice questions at the end of the course, as well as being expected to be interactive during the course. 4. Delegate numbers The maximum number of delegates per course will be Supporting Documents The course has three supporting documents associated to it to use in delivery, two of these have been supplied by the HSE and are available on our website. The third is a template for an action plan. 6. Notes to training providers: Copies of the proposed programme changes, if any, must be submitted prior to course delivery. 5 Exercise Brief Exercise 1 Aim To identify the importance of duty holders cooperating, coordinating and checking competence before decisions are made. A recommendation that the In the Real World DVD or similar is shown and delegates discuss the consequences of the DVD and how the influencing decisions could have changed the outcome. Exercise 2 Aim To identify duty holder s responsibilities and then show how duty holders are implicated in a fatal accident in a construction environment. Embroil delegates in an actual scenario involving a fatal accident on a site under CDM 2015, delegates are to consider actions of all duty holders, apportion blame and discuss the final outcome of the prosecution. (A real event is recommended) Exercise 3 Aim To identify SMART objectives outlining the actions to achieve compliance with legislative instruments within their own organisation. As a recommendation the delegates should view The Cost of Accidents DVD and use this as a foundation to move from reactive to proactive decision making within their organisation 9. End-of-course examination rules for the health & safety awareness course Refer to Section 3 Registering courses and marking delegates performance The examination paper is compulsory and consists of 25 multiple-choice questions selected by Cskills Awards. It forms the basis of assessment as to whether or not a delegate has successfully achieved a satisfactory level of health & safety awareness for a certificate of achievement to be issued. The examination lasts for 30 minutes and must be completed within this time. The examination pass mark is 72%. Appendix 12 page 5 of 5
