1 Request for Proposal (RFP) Town of Carolina Beach Refurbished Fire Boat 11/23/ SUMMARY 1.1 Request for Proposals: Boat building firms with proven experience and expertise in fire/rescue boat up fitting or construction are invited to submit fixed price (lump sum) proposals to provide professional services related to the construction or up fit of a fire/rescue boat for the Town of Carolina Beach. 1.2 The Request for Proposal (RFP) does not constitute a contract for services performed or to be performed. Following the selection of the successful consultant (hereafter referred to as Contractor ), the Town of Carolina Beach (hereafter referred to as Town ), and the Contractor will negotiate a contract including a scope of services. 1.3 Services To Be Performed: The Contractor s services will consist of complete build and up fit of a fire/rescue boat with training on the use of equipment to the Town of Carolina Beach Fire Department. 2.0 BACKGROUND 2.1 Town s Purpose Of Project: The Town of Carolina Beach Fire Department is currently seeking boat manufactures or marine companies to build or up fit a boat with both fire and rescue capabilities. 2.2 Information to be provided to Contractor by the Town: The Town will provide the Contractor with general specifications for design, hull length, beam width, welding, fuel system, towing equipment, enclosure, electrical system, batteries, electrical components, propulsion, fire pump requirements, paint, emergency lighting, trailer, and electronics. 3.0 OBJECTIVES AND ENVISIONED SCOPE OF PROJECT 3.1 Objectives: The key objective of this project is to provide a fire/rescue vessel to help the Town of Carolina Beach conduct fire suppression and rescue operations within the navigable waters within Carolina Beach Fire District. 3.2 Envisioned Scope of Project: The Town envisions the following minimum scope of services for the Refurbished Fire Boat project: Request for Proposal Refurbished Fire Boat Page 1

2 3.2.1 Task 1 Project kickoff meeting The first task of the project will entail an initial meeting or conference call to discuss the scope of the project as outlined in the proposal Task 2 Pre-Construction Site Visit by Carolina Beach Fire Department Task 3 Construction of Fire/Rescue Boat per plans and specifications Task 4 Final Inspection and Training Task 5 Preparation and delivery of final project documentation and warranties Upon completion of the Fire/Rescue Boat, the Contractor will compile and provide the final boat specification documentation, training manuals and warranty information to the Town. 3.3 Schedule for Completion: While the intermediate milestones for completion of the various tasks involved in the project are to be proposed by the Contractor, the Town requires that the project be completed in all respects (including submittal of the final deliverables to the Town) no later than May 01, DELIVERABLES 4.1 Deliverable # 1: The Contractor is to provide a refurbished or newly constructed Fire Boat, including the full specifications, drawings, warranties, training, and training material by May 01, COMMERCIAL 5.1 Insurance Requirements: Any contract entered into as a result of this RFP may require the Contractor to obtain and maintain certain minimum insurance coverage. Without limiting any liabilities or other obligations of proposer, successful proposers performing as independent contractors hereunder, shall be fully responsible for providing Worker s Compensation, General Liability, Professional Liability, and Automotive Liability coverages. The successful proposer must provide a Certificate of Insurance within fifteen (15) calendar days after notification of award. Certification must include: name and address of insurance company (must be authorized to conduct business in North Carolina or be named on the List of Authorized Insurance maintained by the NC Department of Insurance), policy number, and liability coverage and amounts. 5.2 Liquidated Damages: If the Contractor does not meet the project completion date that is agreed upon in the contract, the Contractor shall satisfy obligations of the contract with the Town at the Contractor s expense with damages of $ per day past the contract completion date. The Contractor can request time extensions (in writing) at least fifteen (15) days in advance of the deadline. The Town reserves the right not to Request for Proposal Refurbished Fire Boat Page 2

3 grant the requested time extension, in which case the penalties would still applies. The liquidated damages clause shall also apply to the intermediate contract milestones dates, as well as the ending contract date. 6.0 SUBMITTAL REQUIREMENTS 6.1 General: Please submit one original and two copies (total of three copies) of your proposal in a sealed envelope, no later than 5:00 p.m. December 12, 2016 to the attention of: Fire Chief Alan Griffin Town of Carolina Beach 1121 N. In the interest of fairness to all proposing consultants and to facilitate timely review of all the proposals by the Town, proposals received after the scheduled receipt time stated above will not be accepted and will be returned to the sender marked LATE. All proposals received on time become the property of the Town and will not be returned. 6.2 Proposal Organization: To facilitate the Town s objective review of the proposals from different Consultants or Contractors, the Consultants or Contractors are requested to organize the main document as follows. If the Consultant or Contractor wishes to submit additional information in support of or to strengthen the proposal, please provide such information separately in Appendices A letter on company letterhead indicated that the proposal represents an offer by the firm to provide services for the stated fee according to the stated schedule. A Principal of the firm authorized to commit the firm must sign the letter Table of Contents Information of the following topics: Executive Summary: Should address the highlights of the proposal, along with the strengths and special expertise of the firm and the associated team to successfully accomplish the objectives of this project. 4 Technical Proposal: Identify and describe the services to be provided and the approach/methodology proposed to be used, including QA/QC procedures Cost Proposal: Please provide the cost of the services based on the envisioned scope of work and project deliverables describe in Sections 3 and 4 of this RFP, respectively, with any additional qualifications and clarifications that you may deem appropriate. The project cost should be in sufficient detail and include breakdowns (of both time and materials) for the various tasks and deliverables Schedule: Please provide the proposed time schedule for the completion of the project. The schedule should be detailed enough to show the sequence and duration of implementation of the various tasks involved, any tasks to be performed or information to be provided by the Town including their timings, the anticipated critical path, float times provided to accommodate unanticipated delays and other contingencies, and scheduled project milestones Project Team and Project Management: Please provide the proposed project team (including any proposed subconsultants) and personnel for the successful perfomance of this project. Please include resumes for the project team Deliverables: Please list and describe the contents and format of the project deliverables, using the envisioned deliverables for Section 4 as a guide Terms and Conditions of the Contract: The Town proposes to use a standard Town of Carolina Beach contract or purchase order for these services. This information shall be provided to the successful proposer during contract and scope negotiations. Should the Contractor have any special or unusual contract conditions or limitations, the Town should be advised of these in this section of the proposal Basis of Compensation: The Town requests a fixed fee (lump sum) and hourly basis for Contractor compensation for this project. Please confirm this proposed basis for compensation for the cost proposal in item above. Also, please provide the proposed basis (i.e. hourly rates for project team members) for compensation for additional work that may need to be performed for the completion of project tasks that represent substantial changes from the scope of work agreed upon in the contract. 5 7.0 SELECTION OF CONTRACTOR 7.1 General: This RFP does not commit the Town to enter into agreement, to pay any costs incurred in the preparation of a proposal in response to this request or in subsequent negotiations, or to procure a contract for the project. The Town will require the selected proposer, if any, to participate in negotiations and to submit such cost, technical and/or other revisions to the proposals as may result from negotiations. The Town reserves the right to perform all or some of the services decried in this RFP with its own work force. 7.2 Selection Criteria: Proposals will be evaluated, scored, and ranked based upon the following criteria. It is not envisioned that interviews will be a requirement for selection of the Contractor for this project. However, the Town reserves the right to request an interview for any potential Contractors during the selection process. Should the Town see the need to interview potential Contractors, the potential Contractors will be notified as early as possible in the proposal review process, and selection schedules adjusted accordingly Responsiveness to the Town s RFP; Relevant experience, expertise, and qualifications of the firm and project team members; Technical proposal; Cost estimate; and Any special or unusual Terms and Conditions for the contract. 7.3 Schedule for the Selection Process: The following is the anticipated schedule for the Contractor selection process. 7 A. GENERAL SPECIFICATIONS: 1. Hull Length Minimal 24 (does not include outboard engines, engine guard, or rub rails) 2. Beam Minimal 8 feet 6 inches (does not include engine guard, or rub rails) 3. Overall height not to exceed 13 6 while on trailer and attached to a tow vehicle. 4. Draft should not exceed 20 inches with motors trimmed up B. HULL DESIGN & OUTFITTING: 1. Hull is to be ¼ 5086 grade aluminum. 2. Collar system will be red in color heavy duty reinforced foam. 3. All decks are self-bailing and provide sufficient water egress. 4. Equipped with sacrificial hull anodes. 5. All deck surface shall be no skid. 6. A 3 to 4 step heavy duty folding dive ladder shall be provided. The dive ladder shall be capable of holding a fully equipped diver. Ladder must be collapsible and fit into one of the exterior overhead storage cabinets. C. Cabin Structure: 1. Cabin will be fully enclosed with aft, port and starboard side weather tight doors. 2. All access hatches will be weather tight. 3. Safety glass used in all windows. 4. Swing down radar stand provided. 5. Safety Handrails system around cabin. 6. Storage boxes on both port side and starboard side of boat will be large enough to store basic fire hose, fire axe, and general firefighting equipment. 8 D. FUEL SYSTEM: gallon minimal capacity fuel tank. E. TOWING EQUIPMENT: 1. Six (6) 10 aluminum weld on cleats. 2. Bow and stern lifting eyes. 3. Weld on transom tie downs. 4. Motor Guard/tow line guide. F. ELECTRICAL SYSTEM: 1. The vessel s electrical system is 12VDC. 2. All electrical cable is marine grade tinned copper wire and labeled for each circuit. 3. Cables are routed in wire ways wherever possible. Cables are protected with rubber wherever exposed to potential damage. 4. All electrical switches are of a heavy-duty type toggles properly insulated. 5. Wiring for radios, and all electronics are protected with circuit breakers. 6. Honda 3000 Generator shall be enclosed to prevent weather damage. G. BATTERIES: 1. Three marine batteries complete with battery switches. 2. Two batteries are installed as the engine starting bank and one is a dedicated house battery. A battery distribution panel, located on the console, includes a battery switch for each battery. 3. Charging relay is installed to allow for the house bank to be charged via the engine alternators. 4. A 30-amp shore power system is installed to supply battery charger. 5. A 20-amp battery charger is installed for use with the shore power system above. H. EMERGENCY LIGHTING, SIREN, AND WORK LIGHTS: 1. Mini Light bar with Red LEDs. 2. Four (4) LED emergency lights (2) Red and (2) White on the 4 corners of the roof for added visibility with emergency lights engaged. 3. Siren with (2) 100-watt Speaker, Amplified Control Head, with PA Capabilities mounted in overhead console will be provided. 4. Four (4) LED flood lights mounted to 4 sides of the roof to illuminate area surrounding boat. The lights need to be controlled by two switches (port side and starboard side) 5. One (1) remote controlled spot light. Includes a wireless handheld remote LED Brow light. Request for Proposal Refurbished Fire Boat Page 8

9 I. Fire Pump Mount: 1. Town of Carolina Beach will provide specs for mount brackets for fire pump, the vender shall install a pre-piped minimal 3 diameter raw water induction pipe mounted centerline of the vessel for the fire pump. 2. Mounting bracket for owner supplied deck gun on bow of boat. J. TRAILER: 3. An aluminum triple axle trailer with galvanized steel wheels complete with electric brakes, spare tire, and tongue jack on trailer. 4. An adjustable bow stop and winch stand is provided with a manual 2-speed winch and strap. 5. A bow step ladder shall be mounted to the tongue of the trailer for entry and exit of vessel when boat is on the trailer. 6. Trailer LED lights are submersible. Optional Bid Items: A. ELECTRONICS: 1. A 12 Lowrance touchscreen with GPS, maps, chart plotter, Sonar with structure and side scan. 2. Two (2) VHF Marine Radio and antennas. 3. FLIR infrared camera. B. PROPULSION: 1. Twin 250 HP outboards with counter-rotating stainless steel props. These are complete with a fuel management system, dual key management system, dual key switch panel, power trim and tilt, harnesses. 2. Electric or hydraulic trim tabs. C.
