1 COLLEGE OF THE SEQUOIAS COMMUNITY COLLEGE DISTRICT Board of Trustees Meeting July 10, 2017 BID AWARD: 16 COS HANFORD EDUCATIONAL CENTER MODULAR CLASSROOM (SITE WORK) Status: Presented by: Action Byron Woods Dean, Facilities Issue The District is requesting that the Board of Trustees award David A. Bush, Inc. (Bush Construction), the bid for the COS Hanford Educational Center Modular Classroom (Site Work). Background In March 2016, administration brought information to the board pertaining to instructional education space needs on the Hanford campus. Expanded course offerings and increased enrollment at the Hanford Educational Center have created an immediate need for additional classroom space at this campus. The District determined they could best meet these needs by constructing a standalone modular classroom/office building. Administration presented the plan to utilize a building (a DSA-approved design) manufactured by Enviroplex in Manteca, CA, which includes three 900 square foot classrooms and one 800+ square foot faculty office suite. While the construction is modular, the exterior finishes will complement the existing materials and design elements of the existing Education and Public Safety buildings. The proposed building location is northeast of the Education building. The design documents for the supporting site work were prepared by TETER Architects and submitted to DSA for plan review in December Approval was anticipated in late February 2017, however, delays in the review process resulted in DSA approval being received April 19, On March 2, 2017, the Dean of Facilities communicated scheduling concerns to Senior Management and confirmed that the project would not be completed to allow for occupancy by the Fall 2017 semester. The District immediately targeted a new occupancy date of January The Board of Trustees approved the Piggyback Contract for the purchase of the modular building from Enviroplex at the February 13, 2017 board meeting. Fabrication of the modular structure was initiated off-site at the Enviroplex facility in June The manufacturer has provided a delivery date of early October 2017 which will not impact the site work schedule.
2 The bid package for the site work was initially distributed to bidders in late April The architect provided an estimated construction cost of $250,000. On May 31, 2017, one (1) bid was received and opened for this project. The bidder, Bush Construction of Hanford, submitted a total Base Bid amount of $652,122. A meeting was held at the site to review potential miscommunications in the scope of work. While some areas of the work could be clarified, a majority of the high cost was attributed to the amount of work included in the project and construction prices (demands) in the current market. The District rejected the bid due to budget restrictions. The District met with TETER Architects immediately following the initial bid opening to reduce and clarify the scope of work. The goal was to meet both the functional needs of the building and the cost effectiveness of the work requested. Revised plans were resubmitted to DSA and, upon approval, were issued to bidders in early June The revised bid package advertised an estimated construction cost of $350,000. The architect also intentionally reached out to multiple local contractors to inform them of the rebid. At least one other local contractor expressed interest in bidding the project, however, no additional bids were submitted. On July 5, 2017, one (1) bid was received and opened for this project. The lowest responsive bidder, David A. Bush, Inc. (Bush Construction), submitted a total Base Bid amount of $463,838. TETER Architects led the bid opening. Copies of the Bid Tabulation sheet and Bid Proposal are attached herein. The project schedule is 105 calendar days and is expected to be completed by the end of November The entire project is being funded by mandated cost reimbursements ($200k transferred to Capital Project Fund), State one-time funds for Hanford Center status (1000 FTES) and additional District Capital Project Funds. Recommended Action It is recommended that the Board of Trustees award the Base Bid, in the amount of $463,838, for the COS Hanford Educational Center Modular Classroom (Site Work) to David A. Bush, Inc. (Bush Construction) of Hanford.
