3 ATTACHMENT 2 Approvals This Notice announces the publication of the new Editions of CAN/CSA C22.2 No in March 2016 and ANSI/UL in September The new editions are titled as CAN/CSA C22.2 No :16 and ANSI/UL Manufacturers may apply for Certification or update their existing Certification, of their products to these new editions effective the date of this Notice. Manufacturers may consider these editions as an alternatives to CAN/CSA C22.2 No (including Am 1 and Am 2) and ANSI/UL th Ed. for the evaluation their products up until January Also note, manufacturers may also consider the alternative standards CAN/CSA C22.2 No and UL (Audio/video, information and communication technology equipment Part 1: Safety requirements). Canada Declared National Differences Clause and ATTACHMENT 3 Major Revisions Applicable to power-operated radio transmitting equipment designed to be used on standard supply circuits in accordance with the rules of the Canadian Electrical Code, Part I, including all types of radio transmitting equipment irrespective of the type of modulation employed. Also applicable to installations of general non-commercial and commercial purposes, including installations under the jurisdiction of skilled operators Additional requirements are given: - For apparatus to be used in health care facilities, in annex NA. - For equipment intended to be mounted on the underside of kitchen cabinets, in annex NB. - For power-operated radio transmitters, and similar apparatus for use with specific apparatus covered by this Standard, in annex NC. 3.4A Component power supplies complying with CAN/CSA-C22.2 No are considered to comply with this construction and fault conditions of this Standard after taking into account any relevant conditions of acceptability. General requirements applicable to this standard are provided in CAN/CSA-C22.2 No Apparatus intended for use at nominal 120V ac shall comply with this standard at supply voltages between 108V and 125V. 4 9.1.1A Class I Apparatus Leakage - Cord-connected Class I apparatus leakage current through the safety earthing conductor expressed as voltages U1 and U2 shall not exceed U1 = 105V (peak) and U2 = 1.05V (peak) (1.5mA). Apparatus with leakage current between 0.75 ma and 1.5 ma shall be provided with a caution label on the mains cord with the following, or equivalent: "CAUTION - TO REDUCE THE RISK OF ELECTRIC SHOCK, GROUNDING OF THE CENTRE PIN OF THIS PLUG MUST BE MAINTAINED" and ATTENTION POUR RÉDUIRE LE RISQUE DE CHOC ÉLECTRIQUE, CONSERVER LA MISE À LA TERRE ASSURÉE PAR LA TIGE CENTRALE DE CETTE FICHE. 10.2A Outdoor Use Enclosure type designation and use If equipment is installed in environments where the enclosure is required to prevent ingress of water or dust, the enclosure shall be classified as a type recognized by the Canadian Electrical Code, Part I, and shall comply with the requirements of CSA/CSA-C22.2 No. 94 or CAN/CSA-C22.2 No Heating Flammable gases shall not be emitted from a component for more than 10 secs A A.2 Television Impact Test: Television sets and similar apparatus using a cathode ray tube larger than 160mm diagonally, the top, sides, front and rear of the enclosure, including the safety screen where provided, shall withstand a single impact of 7J without developing any opening larger than 130mm 2 in the enclosure of the cathode ray tube unless the minor dimension of any opening is not more than 7mm. When applied to a safety screen, the impact shall neither result in damage to its mounting to the extent it is mechanically unsuitable for reuse nor shall tempered glass, if used, be cracked. When applied to the face of a directly viewed cathode ray tube, the impact shall not develop any opening in the face of the tube. Scaling and cracking of the glass is permissible. A cathode ray tube that has been shown to comply with CAN/CSA-C22.2 No 228 or CAN/CSA-E61965 shall be considered acceptable with no further tests. Television Impact Object: The impact specified in Clause A.1 shall be caused by allowing a solid, smooth, steel sphere 51mm in diameter and weighing approximately 0.5kg to strike the enclosure with the specified impact in a direction perpendicular to the enclosure surface. If deemed necessary, the enclosure shall be tested with the proper cathode ray tube mounted As an alternative an isolating capacitor complying with applicable requirements of CAN/CSA- E shall be acceptable for bridging BASIC or SUPPLEMENTARY INSULATION As an alternative an across-line capacitor complying with applicable requirements of CAN/CSA- E shall be acceptable Inductors and windings - Alternative EMI filter complying with the applicable requirements of CSA C22.2 No. 8 shall be acceptable Thermal releases - Alternative thermal cut-out complying with CSA C22.2 No. 24 or CSA E together with CSA E shall be acceptable. The dielectric breakdown voltage of the gas tube shall not decrease by more than 50% and the gas discharge tube shall comply with the electric strength test of Clause 10.4, with the test voltage reduced to twice the mains voltage. Alternative gas discharge tube complying with CSA C22.2 No shall be acceptable Convenience Receptacle Type - A receptacle provided for general purpose mains output shall comply with the requirements of CSA Standard C22.2 No 42 (dimensional requirements are also specified in IEC ). The attachment plug cap shall be polarized type when the apparatus is provided with a manually operated, MAINS connected single pole switch for apparatus on-off operation, a socket screwshell lampholder, or a 15 or 20 A socket outlet Audio Terminals - Banana plugs shall be acceptable Adapter output connectors - Terminals and connectors used in output circuits of supply apparatus, whose output is not a standard nominal mains voltage according to IEC 60038, Table 1, shall not be compatible with those specified for household and similar general purposes, for example those described in IEC 60083[1], IEC 60320, IEC 60884, IEC (parts 1, 2, and 3), and CSA C22.2 No Provisions for protective earthing - Bond Impedance Earthing connections shall comply with the test requirements of CSA C22.2 No A Terminals for external flexible cords and permanent connections to the mains supply (Permanent Wiring) Equipment intended for permanent connection to the mains shall have provisions for connection to the wiring system in accordance with the Canadian Electrical Code, Part I. Terminal parts and all other provisions for permanent connection to fixed wiring shall comply with CSA Standard CAN/CSA-C22.2 No (Mains Plugs Type) Mains plugs of non-permanently installed equipment shall comply with: a) CSA C22.2 No 21 for moulded-on type attachment plugs; and b) CSA C22.2 No 42 for disassembly type attachment plugs (dimensional requirements are also specified in IEC ). Class II equipment provided with a general purpose mains outlet, or lampholder, shall be provided with a polarized-type plug. If the plug is a polarized type, single pole switches or over current protectors shall not be connected in the identified conductor A 17.9A.1 External flexible cords - Flexible cord used for mains supply shall comply with the requirements of CSA C22.2 No 49. The cord type shall be in accordance with Table 18A. The attachment plug shall be rated not less than 125% of the apparatus rated current. Cord sets shall comply with the requirements of CSA C22.2 No 21. Non-detachable flexible cables and cords of Class I apparatus shall be provided with a green/yellow core connected to the protective earthing terminal of the apparatus and, if a plug is provided, to the protective earthing contact of the plug. Adhesive securement and conductive coatings Adhesive securement The following parts, the displacement of which may result in a fire or shock hazard, shall not be secured solely by adhesive, unless the adhesive system complies with the resistance to external forces test of Clause 9.1.7, the bump test of Clause , and the impact test of Clause , after conditioning in accordance with Clause 17.9A.2: a) internal metal parts/conductive coatings; \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\A-D\AudioandVideoEquipment27.docm Page 5 of 11
6 17.9A A A A Note: b) barriers; and c) required enclosure parts. Cathode ray tubes are excluded from this test. Adhesive and conductive coating securement conditioning General: Where required by Clause 17.9A.1, one sample of the apparatus or enclosure section shall be conditioned in accordance with the requirements of Clause 17.9A.2.2. Equivalent ageing test data supplied by the manufacturer will be considered in lieu of ageing. Ageing Day 1: option. Place in oven at 100 ± 1ºC for 1 week, or 82 ± 1ºC for 8 weeks at the manufacturer s Day 8 or Day 57: 1. Remove from oven and leave at room temperature for 1 h. 2. Place in freezer at 35ºC for 2 h. 3. Remove from freezer and allow to reach room temperature overnight. Day 9 or Day 58: 1. Place in a compartment at 96% relative humidity for 3 h. 2. Remove and leave at room temperature and humidity for 1 h. 3. Place in over at a temperature selected in the first cycle for 3 h. 4. Remove and allow to come to room temperature overnight. Day 10 or Day 59: 1. Place in freezer at 35ºC for 2 h. 2. Remove and leave at room temperature for 1 h., 3. Place in humidity chamber at 96% relative humidity for 3 h. 4. Remove and allow to come to room temperature overnight. Day 11 or Day 60: 1. Place in oven at the temperature selected in the first cycle for 3 h. 2. Remove for 1 h. 3. Place in freezer at 35ºC for 2 h. 4. Remove and allow to come to room temperature overnight. Day 12 or Day 61: 1. Place in humidity chamber at 96% relative humidity for 3 h. 2. Remove and perform mechanical tests as required by Clause 17.9A.1 as applicable. Cathode Ray Tubes - Picture tube with a max face dimensions exceeding 75mm either shall be intrinsically protected with respect to effects of implosion and to mechanical impact, in accordance with or CAN/CSA E61965, or the enclosure of the apparatus shall provide adequate protection against the effects of an implosion of the tube (see Clause 12). Stability and Mechanical Hazards - Carts, stands, and similar apparatus for use with specific apparatus covered by this standard shall comply with the requirements of Annex NC If an apparatus is on a cart or stand held in place only by friction, or by holes or bumps which help to correctly locate the apparatus, it is not considered fixed to the stand. When assembled according to user instructions, if an apparatus on a cart or stand is additionally held in place with a rigid bracket or clamp, or a device that attaches to the base with the use of a tool to secure the apparatus in place, then it is considered fixed. For testing in combination with a cart or stand, the following shall apply: The test force applied to an apparatus that is fixed to a cart or stand shall be calculated from the total weight of the apparatus plus the cart or stand. If the apparatus becomes displaced from its intended position during one of the tests, then the force shall be reduced to the force calculated from the weight of the apparatus alone. Additional requirements for apparatus with protection against splashing water Splash and humidity treatment Enclosures for apparatus other than general-purpose indoor-use types shall comply with the requirements of CAN/CSA-C22.2 No. 94 or C22.2 No Apparatus intended for direct connection to a TELECOMMUNICATION NETWORK shall comply with CAN/CSA C22.2 No Additional requirements for apparatus for use in health care facilities New Definitions: health care facility apparatus apparatus intended for entertainment purposes for use in a hospital, nursing home, medical care centre, or similar health care facility in which installation is limited to a nonhazardous area in accordance with the Canadian Electrical Code, Part I. It is not intended for use in a critical care area in which a patient might be treated with an externalized electrical conductor, such as a probe, a catheter, or other electrode, connected to the heart; however, the product is likely to be contacted by a patient while in a health care facility patient-touched parts those parts that are likely to be contacted by the patient while the patient is in bed, e.g., a pillow speaker or pendant control for an apparatus that might be taken into bed and operated by the patient, or an apparatus that might be placed near or above the bed and operated by the patient NA.4.3.2A NA.5 NA.5.2 NA.5.5 NA NA.5.5A NA NA.9.1.7A NA.10.3 NA.10.3A Short-circuit test To determine compliance with Clause NA A, the fault conditions of Clause 4.3 shall include short-circuit of external flexible cord leads. The apparatus shall comply with Clause 11 except that the TOUCH CURRENT requirements of Clause NA shall apply 10 s after the conclusion of the abnormal test. Markings and instructions Terminals - ca) A receptacle of the conventional parallel-slot type that is not used for the connection of a part of an apparatus intended for use in a health care facility shall be marked to indicate the specific acceptable accessory for which it is intended. Instructions - ja) Operation and installation instructions required by Clause 5.5 shall include cleaning and disinfecting instructions as required by Clause NA.10.3.C. Oxygen-rich use - Apparatus for use in an oxygen-enriched atmosphere shall comply with the requirements of CAN/CSA-C22.2 No and shall be marked as suitable for use in an oxygen-rich atmosphere if it has been investigated for that purpose. Determination of HAZARDOUS LIVE PARTS - After all tests, the TOUCH CURRENT for apparatus intended for use in health care facilities shall not exceed the values in Table NA.1 when measured in accordance with Clause b). Liquids spillage - An apparatus that includes patient-touched parts shall be constructed to prevent the entry of spilled materials (e.g., saline solutions, volatile liquids, and the like) that could result in a risk of fire or electric shock by coming into contact with live parts or parts operating at elevated temperatures. There shall be no opening in any non-vertical surface (e.g. top, sloping, and the like) unless the opening is protected by a barrier that prevents the entrance of a liquid that might fall on the area in question from a vertical direction. Where gaskets are relied upon to prevent the entry of spilled materials, their suitability shall be evaluated. Humidity treatment Immersion - An apparatus or an appendage to an apparatus that is intended to be taken into a patient s bed shall be capable of complying with the dielectric strength requirements of Clause 10.4 \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\A-D\AudioandVideoEquipment27.docm Page 7 of 11

Immersion test - To determine compliance with Clause NA.10.3A, each of three samples of the apparatus or appendage shall be immersed for a period of 24 h in a solution containing 1/2 g of common table salt per litre of distilled water. Immediately thereafter, the samples shall be subjected to the TOUCH CURRENT test of Clauses and NA and the dielectric strength test of Clause 10.4 without preconditioning. Cleaning and disinfecting - Apparatus shall be constructed so that it can be cleaned or disinfected in accordance with the manufacturer s instructions (see Clause NA ja)) without increasing the risk of fire, electric shock, or injury to persons. Mechanical strength Mounting arms - A mounting arm shall be capable of passing the cycling test of Clause NA.12.7A.2 with no permanent deformation or damage that would result in a hazard. Cycling test and mounting arms - To determine compliance with Clause NA.12.7A.1 the mounting arm shall be cycled through cycles of operation. Each cycle shall extend the arm to one half its full open position and then retract the arm to its closed position. During the test, the arm shall be lubricated in accordance with the manufacturer s lubricating instructions. There shall be no permanent deformation or damage that would result in a hazard. Plugs and socket An attachment plug shall a) if of the moulded-on type, comply with the requirements for a Hospital Grade attachment plug, as specified in CSA C22.2 No. 21; b) comply with the requirements for a Hospital Grade disassembly type attachment plug, as specified in CSA C22.2 No. 42; or c) for double-insulated equipment, be constructed using CSA Configuration 1-15P with polarized blades and meet all applicable Hospital Grade requirements in CSA C22.2 No. 21 and CSA C22.2 No. 42. Devices forming a part of the MAINS plug Pendant control - If the pendant control is not provided as part of the apparatus but the apparatus has a receptacle to accommodate such a control, the marking information shall be located adjacent to the pendant control receptacle and shall indicate the use of a specific manufacturer and model number pendant control. External flexible cords - A pendant control cord, where there is a risk of shock or TOUCH CURRENT exceeding the limits of Clause NA , shall be provided with strain relief at each end, i.e., at the points of connection to the control and to the plug. Electrical connections and mechanical fixings - The wheels or casters on an apparatus or on a cart intended for use with a specific apparatus shall have a minimum diameter of 100 mm. Resistance to fire Where there is a risk of fire as specified in Clause 4.3 or TOUCH CURRENT exceeding the limits of Clause NA , there shall be no emission of flame or molten metal or other adverse effects when all leads of an external cord of a pendant control, pillow speaker, or similar device (which are likely to be subjected to abnormal abuse) are short-circuited (see Clause NA.4.3.2A). Additional requirements for apparatus for kitchen under-cabinet equipment General test conditions When mounted as specified in Clause NB.4.1.3B, the apparatus shall be subjected to the following conditioning tests: a) An electric kettle rated at 1500 W shall be filled with 1.5 L of tap water and boiled dry, with the spout positioned to direct steam toward the bottom-centre part of the apparatus, which \\REXFPS00\CertData2$\Wgm4\DOC_CTRL\Notices\A-D\AudioandVideoEquipment27.docm Page 8 of 11

The kettle shall have a spout with an opening of 12 to 17 cm2, located 120 to 140 mm above the counter. The input voltage to the kettle shall be adjusted to produce a power input of 1500 W. b) An electric frying pan rated 1200 W shall be positioned directly below the apparatus (operating normally) and operated for 1.5 h at maximum heat. c) The frying pan shall have a cooking area of 800 to 1000 cm2 located 50 mm above the counter. The thermostat shall be bypassed, and the input voltage shall be adjusted to produce a temperature of 200 ± 5 C at the centre of the cooking surface. The equipment shall be located in a test corner as shown in Figure NB.1 to simulate a typical kitchen cabinet and kitchen counter arrangement. The test corner shall be formed with nominal 9.5 to 20 mm plywood painted black. The underside of the cabinet onto which the apparatus is mounted shall be 400 mm above the kitchen countertop. The location of the mounted apparatus shall be such that it is 300 mm from the end wall and, where practicable, recessed 100 mm from the front edge of the cabinet or mounted as directed by the installation instructions. A spacing of not less than 25 mm shall be maintained between the rear wall and the apparatus. When mounted, the apparatus shall be positioned as low as the mounting hardware permits, to a minimum of 250 mm above the counter. If the size of the apparatus does not permit the 250 mm minimum spacing above the counter, the spacing between the counter and the upper cabinet shall be increased from 400 mm to 650 mm to permit the minimum spacing. Electric shock hazard under normal operating conditions Current measurement - While being conditioned as described in NB.4.1.3A, the TOUCH CURRENT and the protective conductor current shall be measured in accordance with Clause Conditioning - Following the conditioning described in Clause NB.4.1.3A, an under-cabinet apparatus shall comply with the applicable requirements specified for ACCESSIBLE PARTS in Clause Insulation requirements Conditioning - Within one minute of completing the conditioning described in Clause NB.4.1.3A, an under-cabinet apparatus shall comply with the applicable requirements of the dielectric strength test described in Clause External flexible cords - In addition to the requirements of Clause 16.1, a safeguard shall be provided to prevent the mains cord from exceeding its insulation temperature rating. Examples of suitable safeguards are (a) mains cord with a minimum rating of 90 C ; and (b) providing the equipment with a means to route the cord away from other appliances. Note: In Canada an example of such a cord is an HPN Type cord. Vertical force test - Within five minutes of completing the conditioning test described in Clause NB.4.1.3A, an under-cabinet apparatus shall withstand a downward vertical force of 90 N for one minute when mounted as described in Clause NB.4.1.3B. Adhesive alone shall not be used to secure the apparatus Additional requirements for power-operated radio transmitters and similar apparatus The maximum input to the transmitter at rated voltage and frequency shall be within 10 per cent of the marked rating, with the transmitter developing full carrier power, modulated 95 per cent, at normal operating temperature. The power input shall be measured at rated voltage and rated frequency and compared with the requirements of Clause NC.4.2.1A. 10 NC.7.2 NC.8 NC.8.21A NC.8.21B Heat resistance of insulating material - Temperature tests shall be made with the device connected to a source of supply of rated voltage and rated frequency and operated as indicated in Table NC.1 until constant temperatures are reached. Constructional requirements with regard to the protection against electric shock All live or current-carrying parts (e.g., bare and insulated terminals, conductors, windings, etc.), except the supply lines, control cables, and antenna terminals or leads, shall be enclosed in the transmitter cabinet or a transmitter enclosure and shall be inaccessible to unauthorized persons. The transmitter cabinet shall be constructed of metal having mechanical strength and rigidity equivalent to No. 22 U.S. sheet-metal gauge steel, if not reinforced and, in any case, not less than No. 26 U.S. sheet-metal gauge steel. The point of entry for conduit connection shall be of metal equivalent to No. 16 U.S. sheet-metal gauge steel, or shall be suitably reinforced to have equivalent mechanical strength. Where dissimilar metals are connected together and the potential exceeds 1 V, the construction shall be the subject of special investigation with regard to effects of corrosion. NC.8.21C Transmitters having an output rating greater than 100 watts shall be Class I. NC.8.21D NC.10 NC.10.4A NC.12.7A NC.16 NC.16.5 NC.20.2A US Declared National Differences The various types of conductors (other than supply cords) approved specifically for use in radio work shall be as specified in CSA C22.2 No. 127 and restricted in regard to use as indicated in Table NC.2. Insulation requirements - The antenna connections or terminals shall be adequately insulated from high-voltage d-c circuits. Where the antenna circuit is not grounded, the insulation shall be subject to an a-c peak voltage test of three times the maximum d-c potential of the high-voltage circuits involved, for continuous wave and frequency modulation transmitters, and six times the maximum voltage for amplitude modulation transmitters. When the antenna circuit is adequately grounded for d-c, this test is not required. Parts operating at high radio-frequency potentials shall be located or protected so that accidental contact is unlikely. Oil -Transformers or other parts where the insulation is dependent on transformer oil shall meet the spacing requirements of IEEE C Water cooling - Except for insulating sections, the coolant shall be conducted to and from water-cooled components by means of substantial piping constructed of copper, or equivalent material arranged so that accidental leaks will not jeopardize any of the other components. The piping shall be adequately supported. Insulating sections and joints shall be made of such materials that leaks will not develop due to temperature changes, and the joints shall be made in such a manner that they will be mechanically strong. The entire insulating section shall be considered a live part and shall be installed and treated as such. The metallic piping immediately adjacent to the insulating section shall be solidly and effectively grounded in accordance with the Canadian Electrical Code, Part I. External flexible cords - In addition to the requirements specified in Clause 16.5, the strain relief shall be capable of withstanding a direct pull of 150 N (35 pound) for not less than 15s. Transformers - Shall be housed in a fire enclosure, unless (a) completely contained in the transmitter enclosure; (b) the current through the windings is limited to 11 ma by series impedance; or (c) a special investigation indicates that no hazard results if a short-circuit should occur either between the ends of a winding or between one end and the core or other grounded parts.
