5 background Located in a growing upscale business area with several universities nearby, the Beachwood Branch welcomes hundreds of workers, families, students, and retired professionals every day. The current population of Beachwood itself is just over 12,000. The building has open, quiet areas for reading, tables for meeting, tutoring and studying, as well as meeting rooms available for use by non-profit groups. The Beachwood Branch Library opened on October 31, The 18,650 square foot opened with several interesting amenities a reading garden, a special reading area in the bay window, as well as an enchanting children s garden. Interior View The library s very special Holocaust collection was dedicated in May, 1987 with a commitment from the Beachwood Friends for funds each year. This collection provides a thoughtfully selected popular library collection of materials on the history and personal narratives of the Holocaust. The Beachwood Branch is graced with several wonderful works of art. William McVey designed a freestanding bronze Mother Goose, a kinetic hand-on musical Bell Harp by John Clague was placed in the courtyard, and David Davis forty foot stainless steel sculpture, Bridge of Knowledge stands on the northwest corner of the library property. A lovely Chinese watercolor by Anna Hsu welcomes visitors to the circulation area. The branch also has two fabulous quilts-one donated by the Porter family in our children s area, and the popular and delightful Fish Quilt that was donated by the Community Quilters, who meet at the Beachwood library branch to piece quilts for charity. Along with the works of art, stained glass decorates the branch s bay window and glass dedication glass blocks are displayed within the branch. In the children area, the Tree of Knowledge highlights the space. Interior View

7 SUMMARY Relative to the other branches, the condition of the building has been classified as good. The size and configuration of the building, number of parking spaces, and ADA access have been classified as adequate.

11 Figure BCH-07 A. Beachwood Branch Observations ARCHITECTURAL / STRUCTURAL 1. Low Exterior Masonry Screen Walls: at the serpentine brick exterior walls efflorescence is visible along with deterioration of mortar joints and separation of mortar at the bond line between the mortar and the brick. (Figures BCH-01, -02, -03) a) The top of the walls have been capped with a metal cap flashing. b) There is no visible evidence of through-wall flashing at the top of the wall below the metal cap. (Figure BCH-04) c) We believe the metal cap was added to prevent further degradation of the wall. If so, and these caps are effective, the visible degradation should stabilize and typical masonry maintenance should be adequate. If the caps are not effective in keeping moisture from penetrating the wall, further remediation would be required. (Figure BCH-05) 2. Exterior Masonry Walls a) Mortar joints are deteriorated and recessed in various areas. (Figures BCH-06, -07, -08) Figure BCH-08

13 Figure BCH Beachwood Branch b) Several sealant joints in control joints are discolored or deteriorating. (Figures BCH-09, -10) Steel columns at main entry canopy are rusted and paint is peeling in some areas. (Figure BCH-11, -12) Gates at exterior screen walls are a required means of egress and latching hardware must meet code requirements for exit devises. (Figure BCH-13) a) On the north area, the knob does not meet ADA or panic exit requirements. b) On the south area, the lever handle lockset meets ADA requirements but does not meet panic exit requirements. Main entry concrete sidewalk a) Sealant is not installed around the perimeter of the building between the sidewalks and the building. Sealant should be added in these locations to reduce the potential for water infiltration. (Figure BCH-14, -15) b) Portions of the walk are cracked, spalled, and degraded. CCPL staff reported that a Simplex 4005 fire alarm system upgrade occurred in D. 17 Figure BCH-17 F. Beachwood Branch SITE / CIVIL / LANDSCAPING 1. Pavement a) SHORT TERM: Current condition of pavement is good. (Figure BCH- 17) Maintain pavement with any necessary crack repair and blacktop overlays (aesthetic). b) LONG TERM: Pavement replacement where failure has occurred due to electrical trenching to light poles for site lighting. (Figures BCH-18, -19 (next page)) 2. Parking a) The existing parking is adequate for patrons. No improvements needed. 3. Landscape a) The existing landscape is generally adequate and maintained. b) However, some areas have been overgrown and should be selectively replaced. 4. Lighting a) The existing lighting is adequate. No improvements needed. 5. Expansion a) This branch has no to very limited potential for expansion. Any expansion would require redesign to the parking lot. Figure BCH-18

19 Figure BCH Beachwood Branch Book Drop/Drive-Thru a) This branch has an existing drive-up/ book drop-off located on the west side of the building. (Figures BCH-20, -21) No improvements needed. Trash Dumpster/Transformer a) There is one existing trash enclosure that exist on this property however the recyclable bin is not in the enclosure. (Figure BCH-22) The existing transformer is not in an enclosure. Delivery/Service Area a) The existing delivery and service areas at this building is located on the south side of the building. There is no dock area at this branch and deliveries are made by hand. (Figure BCH-22) Vehicular/Pedestrian Access/Bike Racks a) Vehicular access is adequate without any traffic congestion. Pedestrian access and drop-off area are adequate with easy transition from existing sidewalks and parking areas. Two of the handicap spaces are directly related to the sidewalk with the remaining in the main lot not directly related. The bike rack area has easy access to front door and separate from parking. (Figure BCH-23) Signage and Wayfinding a) The existing signage is visible to the public and the entrance to the library is easily identifiable. Reading Garden a) There are two reading gardens at this branch: an adult reading garden on the north and a children s reading garden on the south. Concrete Walks/Curbs a) A portion of the main entry concrete walk has been replaced and is in good condition. b) A second portion of walk is cracked and degraded and should be replaced. Refer to Architectural items for additional information. (Figure BCH-24, -25)
20 RECOMMENDATIONS The following items are recommended for consideration for future projects. Each item includes an assumption of work scope to establish a construction cost budget for the project Architectural a. Exterior masonry repair and maintenance including: i. Tuckpointing ii. For budget purposes, assume 10% of existing wall area b. Wrap exterior steel columns at entry i. Install composite metal panel column covers at each column c. Replace gate hardware with exit devices and security baffles. d. Replace main entry doors with automatic sliders i. Include air curtain on exterior doors e. Replace portion of main entry concrete walk MEP a. Interior Lighting Control System b. Fire Alarm Replacement Site/Landscaping a. Replace trash dumpster enclosure. i. Enlarged size with black opaque doors b. Parking lot replacement: subbase repair and repaving of parking lot. i. For budget purposes, assume 25% of existing pavement area ii. Include asphalt pavement with concrete curbs. iii. Include paint striping. c. Selective landscape replacement
