BDC69-16/17 TO BIDDERS AND PLAN HOLDERS ON THE ABOVE REFERENCED PROJECT: PLEASE NOTE CONTENTS HEREIN AND INCLUDE WITH YOUR BID SUBMISSION. NOTICE It will be required that this addendum be signed in acknowledgment of receipt and that it be included with your Bid when same is submitted to Mae Roth, Government Operations Consultant II, Bureau of Design and Construction, 3800 Commonwealth Blvd. MS520, Tallahassee, Florida Failure to do so may be grounds for rejection of the Bid. Signature of Contractor and Date The Following statements supersede & supplement the corresponding items in the specifications & drawings: 1. Question: Is replacing the top at the dump station part of the base bid? Response: Yes 2. Question: Will dump station have a replacement lid that is traffic rated with cast iron rings and covers or non-traffic rated lid and plastic risers and lids? Response: Dump Station lid shall be traffic rated with cast iron rings. 3. Question: Are there gopher tortoises at the ranger residence? Is the contractor responsible for permits/fees related to gopher tortoises? Response: There are a couple of burrows in the drain field at the campground, but it will not be the contractor s responsibility to relocate the gopher tortoises. 2 4. Question: Will the bathhouses be closed down while the work is going on? Response: The objective is to leave the campground open with either the septic tank or the lift station to collect effluent, and to be pumped out by truck as needed. Contractor should include the estimate for pump-outs in their bids. 5. Question: What are the pump specifications for bath house #2 and ranger residence pump systems for flow rate and head pressure? Response: Bathhouse #2 pump design operating point is ft total dynamic head (TDH). Pump motor is to be single phase, 230 VAC. The two (2) pumps that are called for in the plans for this tank shall be configured for automatic pump alternation, to equalize run time. The control panel shall provide for alternating lead-lag operation, with the lag pump-on setpoint set 0.20 feet (2.4 inches) above the lead pumpon setpoint, which is specified in the pump data table on sheet C 302. An example of an acceptable equal/alternate pump would be a Liberty Pumps FL62 6/10 hp, single phase, 230 VAC pump, provided the pumps are controlled using automatic pump alternation, as described above. Park Staff Residence pump design operating point is ft TDH. Pump motor is to be single phase, 115 VAC. An example of an acceptable equal/alternate pump would be a Liberty Pumps FL51A 1/2 hp, single phase, 115 VAC pump. Proposed equal/alternate equipment must be approved prior to installation. Submittal of cut sheets for proposed equal/alternate pumps will be required for review prior to approval. 6. Question: Is there a way to turn the waterline off during work? Response: Contractor shall coordinate with the park manager as needed to protect water supply and maintain service to as much of the campground as reasonably possible. Water service not to be cut off to both bathhouses simultaneously. 7. Question: Will the sidewalk at Bathhouse 1 need to be replaced? Existing asphalt sidewalk is 3/4 thick. Can we replace the sidewalk that is disturbed with the same thickness asphalt sidewalk? Response: Replace whatever is torn up, like for like. Same goes for ground disturbance of vegetation. 8. Question: Is the road running behind the campground drainfield within the park? Can it only be accessed by the main gate? Response: All roads are within the park and all access will be through the main park gate. DEP Bid No. BDC69-16/17, Addendum #1 Page 2 of 6
3 9. Question: What type of grass is approved for restoring ground over drain field mound and disturbed areas? Response: Brown top millet 10. Question: When will the gopher tortoises be moved? Response: Park staff will relocate gopher tortoises prior to the project start as to not impact construction. 11. Question: Is there a staging area at the campground/drain field that can be fenced off? Response: Coordinate with the park manager. 12. Question: What is the size of the septic tank at Bathhouse 1? Response: Size of the existing septic tank at Bathhouse 1 is unknown. See also question #16 and response, below. 13. Question: Is there a pump tank at the septic tank at Bathhouse 1? Response: No. 14. Question: Will the tank at bathhouse 1 continue to discharge into the existing gravity main? Response: Yes 15. Question: Is the well house more than 200 feet from Bathhouse 2? Response: Yes 16. Question: What are the septic tank specifications in Alternate #2, bath house #1 tank size, wall thickness, traffic rated lid, category tank? Response: For the purposes of Bid Alternate #2, a replacement tank would need to be a single compartment, Florida Septic, Inc. 6 1,500 gallon tank, Category 4, H20, State Approval No S-C4, or approved equal. 17. Question: What size tank at the dump station for Alternate #3? Response: Size of the existing tank at the RV dump station is unknown. For the purposes of Bid Alternate #3, a replacement tank would need to be a single compartment, Florida Septic, Inc. 6 2,300 gallon tank, Category 4, H20, State Approval No S-C4, or approved equal. 18. Question: What route does the water take down through the woods the to pump tank? Response: See attached design plans for the campground, no as-builts available. (NOTE, due to size restrictions on the Vendor Bid System, only the camping area water and sanitary piping plot plan sheet is attached to this pdf. The full set of plans are available and posted on the bid s ftp site where the rest of the project plans can be found. 4 19. Question: The plans show a 525 gallon pump tank, what location is this for? Response: The 525 gallon and 1350 gallon tank details on sheet C 302 were shown in error and are associated with portions of the project that have been removed from the scope of this bid. 20. Question: No outlet filters are shown for the septic tanks. What system sizing flow rate is for bath house #1 and bath house #2, so we can properly size the outlet filters? Response: Attention is called to FDOH Rule 64E-6.008(2), F.A.C., which says in part, Outlet filters shall be installed within or following the last septic tank or septic tank compartment before distribution to the drainfield. For sizing purposes, an estimated flow of 3,375 gallons/day was used for the septic tank at Bathhouse 2 (base bid), which will receive combined gravity flows from the entire campground, including Bathhouse 1 and the RV dump station. 21. Question: What are the requirements in terms of capacity for the Bathhouse 2 tank? Response: A tank schedule for Bathhouse 2 is provided on sheet C201, details on sheet C 301 and C Question: Bathhouse #2 shows a 6 thick high wall septic tank and 4 thick wall pump tank. Can we use a 4 thick 4,300 gallon septic tank instead of the 6 thick one shown? Response: No, use the tanks specified on the plans or approved alternate. Any proposed alternate for the Bathhouse #2 septic tank would need to be Category 4, same category as the 4,300 gallon tank shown on plan sheet C 301. See also Additional Information below regarding tanks T-1 and T Question: Why is a pump tank necessary for the drain field at the Hickory Ranch location? What s the purpose of the pump? Response: The system as designed with the pump in place is to be followed without changes. 24. Question: Should an alarm be added to the grinder pump at the Hickory Ranch location? Response: The scope of this project does not include any changes to the grinder pump. 25. Question: Is there flexibility with the point at which the low pressure force main is intercepted and rerouted to the septic tank? Response: Yes, but any changes to the design must be submitted in writing or approved by the engineer in the field and reflected on the red-line mark-ups. 5 26. Question: Is the Hickory Ranch area all one property, or does the fence line delineate another property? Response: The entire area is owned by the State of Florida. 27. Question: At the Hickory Ranch area, what are the soil conditions at the proposed drainfield? Response: Refer to the geotech report for all boring location and soil conditions. 28. Question: It s a 90 day start after the contract is signed? Response: From the notice to proceed, 90 days to substantial and 30 days to final. 29. Question: What county approval process for bid alternate #3 at the dump station? Is it included in the permit for Bathhouse 2? Response: No permit is expected to be required to replace the dump station lid as part of the base bid. Alternate #3 is not included in the approved permit. Contractor is responsible for obtaining necessary approvals from Alachua County, if any, required for this alternate. 30. Question: For the lid on the base bid, does that include the manhole rings? Response: The base bid includes replacement of the existing RV dump station tank lid, with rings and covers. Begin questions: 31. Question: Will the same contractor who wins the base bid complete the other Alternate bids if such Alternates are funded by DEP? Response: If the bids are such that the Department is able to fund all alternates concurrently, then the base bid contractor will complete the alternates. If the funding is not available, then other parts of the project may be bid out separately in future solicitations. 32. Question: Will the existing control panel be used with the new pump in bath house #2? Response: The dosing tank pump control panel is to be vendor-supplied, see sheet E 001. See also response to question 5, regarding design operating points. 33. Question: What is the residual pressure squirt height for LPD drainfield in bath house #2 and ranger residence? Response: Minimum squirt height at the distal orifice = 2.5 feet for both locations. DEP Bid No. BDC69-16/17, Addendum #1 Page 5 of 6
6 Additional Information: 34. The following information is provided to clarify installation requirements for tanks shown on the construction drawings: a. On sheets C 201 and C 204, the TOP EL. data given in the TANK SCHEDULE tables are for the design top of hatch elevations, which should match finish grade above each tank. b. Risers must be provided for all new tanks as needed to connect top of tank to hatches set at finish grade, including new tanks that may be needed for Bid Alternates 2 or 3, as applicable. c. As stated by the Park Manager during the pre-bid meeting, all of the septic tank locations at the campground are expected to be subject to occasional vehicular traffic associated with maintenance. The lids for tanks T-1 and T-2 should therefore be 8 thick, not 5 as previously shown on the plan details. d. With 8-inch lids, key design elevations for the affected tanks are modified as follows: T-1 top of hatch el. (flush w/grade) = ft. T-1 top-of-lid el. = ft. T-1 rim el. = ft. T-1 inlet invert el. = ft. T-1 outlet invert el. = ft. T-2 top of hatch el. (flush w/grade) = ft. T-2 top-of-lid el. = ft. T-2 rim el. = ft. T-2 inlet invert el. = ft. T-2 outlet invert (LPFM*) as needed to pass through riser at desired elevation. e. Pump tank T-6 is not expected to be subject to vehicular traffic. Key design elevations will be as follows: T-6 top of hatch el. (flush w/grade) = ft. T-6 top-of-lid el. = ft. T-6 rim el. = ft. T-6 inlet invert el. = ft. T-6 outlet invert (LPFM) as needed to pass through riser at desired elevation. * LPFM = low pressure force main In all other respects, the contract documents of which this is an Addendum, and attachments relative thereto, shall remain in full force and effect.
