1 INVITATION OF BID (INTERNATIONAL COMPETITIVE BIDDING) Bid Title : EPC Bid for Planning, detailed design& engineering, construction/manufacturing of civil, electro-mechanical, hydro- mechanical and switch yard works in all respects of GONGRI H.E. PROJECT 144MW in West Kameng District of Arunachal Pradesh. Bid No. DEPL/201/01 Last date for submission of Bids 30/11/ Dirang Energy Pvt. Limited hereinafter referred to as the Employer, is developing in IPP mode, the Gongri HE Project, (2 x 72 MW) located in West Kameng District of Arunachal Pradesh, India. 2. Patel Hydro Power Pvt. Ltd. on behalf of the Employer invites bids from Consortium / Companies through International Competitive Bidding (ICB) for EPC mode of execution. 3. BRIEF SCOPE OF WORK: Planning, Design & Engineering of Civil, Hydro-mechanical & Electromechanical Works in all respects of GONGRI H.E. PROJECT 144MW in West Kameng District of Arunachal Pradesh ("the Works"), consisting of; Planning, design and engineering of all works Design & Engineering, procurement and construction of all Civil Works consisting of Diversion barrage cum spillway, Connection tunnel, Desilter, Tunnels, Shafts, Powerhouse, and all other associated works. Design & Engineering, procurement, manufacture, supply and installation of all hydro-mechanical components including gates, the steel liner and penstock including all ancillary works. Design & Engineering, procurement, manufacture, supply and installation of all electro-mechanical components including incidentals and all necessary works necessary for the proper completion and functioning of the Works. 4. ELIGIBILITY CRITERIA A Bidder may be a private entity or a government-owned entity or any combination of such entities with the intent to enter into an agreement supported by a letter of intent or under an existing agreement in the form of a joint venture, consortium, or association (JV). In the case of a JV: (a) All partners shall be jointly and severally liable, and (b) The JV shall nominate a Representative who shall have the authority to conduct all business for and on behalf of any and all the partners of the JV during the bidding process and, in the event the JV is awarded the Contract, during contract execution. 7. SPECIFIC EXPERIENCE (a) Contract of Similar Size and Nature Completed major hydraulic structures in two hydroelectric projects such as diversion structures, intake structures, tunnels, surge shaft/tank/cavern, pressure shaft power house etc. One completed project shall have capacity not less than 100MW. (b) Experience in Key Activities in Planning, Design & Engineering 1. Experience in Planning, Design & Engineering of two Hydroelectric Projects in preceding ten (10) years out of which one should be of more than 50 MW. Experience in Planning, Design and Engineering of the following components alongwith related experts should be available with the firm: i) Barrage/ Concrete Gravity Dam. ii) Underground Engineering i.e. Tunneling, Shafts etc. iii) Surface Power House v) Overall hydraulic structures (c) Experience in Key Activities in Construction of Civil Works For the above or other contracts executed during the period stipulated above, a minimum experience as a prime contractor or as a member of joint venture with share of not less than 40% in any such joint venture in the following key activities: all all (i) At least one project which includes the civil works for a gated Barrage, dam or similar structure of at least 15m height above deepest river bed level. (ii) At least one project which includes a pressure tunnel of minimum diameter of 5.0 m and minimum length of 4000 m excavated and lined with concrete. (iii) At least one project which includes a surge shaft /tank/cavern with a minimum diameter 8.00 m and 60 m height. (iv) At least one project which includes an underground pressure shaft of minimum dimensions 3 m diameter and 100 m length. (v) At least one powerhouse of cross sectional area of 400 sq meter and width of 15 m. ice Inviting Bid (ICB) 5

6 (d) Experience in Key Activities in Hydro-mechanical Works The Bidder should have experience for design, manufacturing, and installation and commissioning of hydromechanical equipment (gates and hoists) components and its auxiliaries etc and should have executed similar works for other projects during last five years and should have well equipped manufacturing testing facilities. Gates : Successful experience, either by the Bidder itself or by the proposed manufacturer(s) who have given authorisation to the Applicant in Designing, manufacturing, supply, erection, testing and commissioning of Gates operated with Hydraulic Hoists, having two projects with contract value of INR 100 million (one hundred million) or more in each project and gates of size not less than 6m x 8m in preceding ten (10) years. All partners or proposed Subcontractor must meet all s Steel Liner in Shafts: Specific Experience: Successful experience, either by the Applicant Company itself or by the proposed manufacturer(s) who have given authorisation to the Applicant in required format in Design, Fabrication/manufacturing, supply, erection, testing and commissioning of Pressure Shaft Liner having a value of DXH > 300 sqm and Diameter D> 3m in preceding ten (10) years. (e) Experience in Key Activities in Electro-mechanical Works The Bidder should have operational experience as prime contractor or as lead partner in a joint venture of executing a large Electromechanical EPC contract valuing 150 million in last 10 years. OR Single entity or proposed Subcontractor must meet all s. 7 manufacturer(s) who have given authorization to the Applicant in Design, Engineering, manufacturing, supply, erection /Supervised Erection, testing and commissioning of the following electro-mechanical items and which are in successful operation for a period of not less than two (2) years from the date of bid opening and works in preceding ten (10) years: (i) Vertical Francis Hydro- turbines each of capacity 50 MW or above for two projects AND (ii) Vertical Mounted Hydro- Generators each of rated output of 55 MVA or above for two projects. AND (iii) Executed Contracts for Supply, Erection/ Supervision of Erection, commissioning/supervision of commissioning of at least two(2) nos. of hydro-turbine-generator sets each of capacity 50 MW or higher. Bidder who meets the stipulated of (e) above and is either a hydro turbine manufacturer who meets the stipulated of e(i) above or is a hydro generator manufacturer who meets the stipulated of e(ii) above can also participates provided he associates with a firm who in turn meets the stipulated in e(ii) or e(i) above as the case may be. 8. Interested Bidders may obtain the Bid Document from the office of undersigned on submission of formal request along with the specified fee. The request must clearly state "Request for Bid Document for Gongri HE Project ". 9. The documents shall be available for a non-refundable fee of INR 50, (Indian Rupees fifty thousand) or USD 1,100 (US Dollars one thousand one hundred). The non-refundable fee is to be paid in the form of a Demand Draft in favour of Dirang Energy Private Limited payable at NOIDA, India. 10. The Bidders may collect the documents in person or through an authorized agent on all working days f r o m 26 t h S e p to 15 th Oct 2011 between 1100 Hrs. to 1600 Hrs. If requested, Employer shall dispatch the Document by registered mail/courier, but under no circumstances will be held responsible for late delivery or loss of the documents so mailed. 11. Last date of receipt of sealed bids is 30th November 2011 till 1600 hrs. If the due date of receipt of Bid as aforesaid is declared as holiday, Bids would be received up to 1500 Hrs. on the next working day. 12. 8 entertained. 13. Bids shall be valid for a period of 180 days from the date of opening of Bid. 14. For any further information on the Bid, the Bidders may contact the office of the undersigned. 15. The Employer shall have the right to reject all or any Bid and shall not be bound to accept the lowest or any other Bid or to give any reason for such decision. 16. Any corrigendum/modification to Bid documents shall be available on website only and the Bidders are advised to visit the site regularly before last date of submission of Bids.
