3 INVITATION FOR BIDS (INTERNATIONAL COMPETITIVE BIDDING) Notice No. GVKRHEPPL/RATLE/CONSULTANT/03 Dated: 21/11/2011 Package Title: Contract Package for appointment of Owner s Engineer for 850 MW* (820MW+30MW) Ratle Hydroelectric Project located in Kishtwar District of Jammu & Kashmir, India. Package No.: GVKRHEPPL/CONTARCT/RATLE/CONSULTANT/03 1. GVK Power and Infrastructure Limited (GVKPIL) is one of India's fastest growing integrated power utility companies in the private sector. It has started to make a significant presence through its affiliates and subsidiaries in Power Generation in the States of Uttarakhand, Punjab, J&K and Andhra Pradesh. GVK Ratle Hydro Electric Project Pvt. Ltd. (GVKRHEPPL) a group company of GVKPIL has been awarded 850 MW Ratle Hydro Electric Project (Project) for implementation on build, own, operate and transfer (BOOT) basis by Jammu & Kashmir State Power Development Corporation Limited (Authorized representative of Government of J&K) on the Chenab river in Kishtwar district of Jammu & Kashmir State through tariff based competitive bid in May GVKRHEPPL, intends to implement the Project with a configuration of 4X205 MW + 1X 30 MW, located in Kishtwar district of J&K, India. 2. GVK Ratle Hydro Electric Project Pvt. Ltd (GVKRHEPPL), having its registered office at Paigah House, , Sardar Patel Road, Secunderabad India and one of the Principal place of business at 2 nd Floor, Building No-10, Tower-C, DLF Cyber city, Gurgaon, Haryana, India ( the Owner / GVKRHEPPL ) invites sealed bids (Bid/Bids) from eligible bidders through International Competitive Bidding as per the brief particulars of scope of work mentioned hereinafter. 3. BRIEF SCOPE OF WORK: The brief scope of this Contract Package of the Project shall comprise the reviewing, vetting and recommending for approval the Detailed Design and Engineering analysis, calculations, drawings, construction methodology, testing and commissioning procedures etc. Detailed Scope of work is attached as Annexure-I. Note: * The Installed Capacity is subject to final approval from CEA. 3

4 4. The Works under the Contract shall have to be completed within 54 (Fifty Four) months from the date of issue of Notice to Proceed (NTP). 5. Bid is open to any person (individual or juristic) (Bidder) from any country or area in the world provided the said person is not prohibited or barred by any law, rule, treaty or otherwise to bid for the said Contract Package of the Project. 6. Eligible Bidders may obtain the Bid Document from the office of undersigned on submission of formal request along with the specified non-refundable fee. 7. The request must clearly state "Request for issuance of Bid Document for Appointment of Owner s Engineer for RATLE H.E. PROJECT ". The Bid Documents shall be available on payment of a non-refundable fee of INR 25,000. (Indian rupees twenty five thousand) or US Dollar 600 (six hundred) only. The non-refundable fee is to be paid in the form of a Demand Draft in favour of GVK Ratle Hydro Electric Project Pvt Ltd. payable at Hyderabad (A.P.), India. The Bidder may collect the documents in person or through an authorized agent on all working days (except Saturdays and Sundays and holidays) from upto between 10:00 Hrs. to 1600 Hrs. A pre-bid conference will be held at the above address on 16/01/2012 at 10:00 Hrs. 9. Bids must be submitted in 2 (two) sealed envelopes, (ONE CONTAINING TECHNICAL OFFER AND THE OTHER ONE HAVING PRICE OFFER) which must be either delivered by hand or by registered mail to the undersigned not later than Hrs. (IST) on The Bidder who wishes to participate in the Bid for the said Contract Package of the Project shall satisfactorily establish the Qualifying Requirements attached herewith as Annexure-II. 11 Late submissions of Bids are liable to be rejected. Price Bids of only Qualified Bidders will be opened. 4

5 12 GVKRHEPPL reserves the right to reject any or all Bids, without assigning any reason. Such decision / rejection by GVKRHEPPL shall not be open to challenge / question by any Bidder(s) and GVKRHEPPL shall not bear any liability whatsoever, for such a decision. 13 Bidder(s) in their own interest are advised to visit the Project site, to appraise of themselves adequately, to the extent required for preparation and submission of Bids, well in time. 14 Any corrigendum/modification to the documents shall be available on website and the Bidder s are advised to visit the web site regularly before the deadline for any changes.. 15 GVKRHEPPL will not be liable for any costs or expenses incurred by the Bidders in connection with the delivery or preparation of Bids. 6 SCOPE OF WORK The scope of work shall comprise but not limited to the following: Annexure General a. The Owner s Engineer shall carry out the comprehensive review of design, engineering, analysis, preliminary drawings, construction drawings, review of any revision in drawings as and when required, covering all the aspects of the Civil works, Hydro Mechanical works & Electro Mechanical Works. There shall be no cap on the number of drawings required to be reviewed and vetted for the successful and timely execution of the project. b. The Owner s Engineer shall also attend coordination and review meetings with Owner, Contractors, Equipment Suppliers and Vendors as and when required by the Owner. c. Owner s Engineer shall review and vet all documents, concept notes, and designs prepared by various EPC Contractors. i) Owner s Engineer shall review and vet the final documents and drawings, taking into consideration all the observations raised of the Owner s Engineer in the preliminary drawings and agreed by the Owner. ii) In case in the opinion of the Owner, the approved documents and drawings need further modifications due to site conditions and project requirements, these shall be further reviewed and vetted by the Owner s Engineer. iii) In the event of requirement of interpretations/explanations by the Owner with specific reference to site conditions, Owner s Engineer shall provide such clarifications and explanations to all such queries without delay. iv) The Owner s Engineer shall review and vet the construction methodology proposed by the EPC Contractors and shall submit its report on adequacy of the methodology. However, Owner s Engineer 6

7 may also propose a alternative methodology based on new technological developments, if any, with its merits and demerits. v) Owner s Engineer shall be required to review the Design & Engineering carried out by the EPC Contractors, irrespective of the software used by the EPC contractors. vi) Owner s Engineer shall submit 5 nos. hard copies and 5 nos. editable soft copies of all the design and Engineering calculations, analysis etc being carried out by Owner s Engineer under this Contract. For the clarification purpose editable soft copies means the analysis done in word, excel, AUTOCAD and other relevant software format in their original format. vii) All works shall be reviewed, vetted and shall conform to relevant national/international standards / Indus Water Treaty /Power Purchase Agreement and be capable of performing in continuous commercial operation throughout the designated life of the relevant project components and in accordance with design specifications and requirements in a manner acceptable to the Owner. viii) Owner s Engineer shall review, vet and recommend for approval all the Quality Assurance plans, Quality Control manuals and submitted by the various EPC contractors. ix) Owner s Engineer shall review, vet and recommend for approval the testing and commission procedures. x) Owner s Engineer shall review the Design, Engineering and construction schedule interfacing between the Civil works, Hydro Mechanical works and Electro-Mechanical works and assure the consistency between them, so that works are carried out smoothly. xi) Owner s Engineer shall prepare the procedure for initial filling of the reservoir and Water Conductor system conforming to the Indus Water Treaty. 7

8 xii) Owner s Engineer shall prepare an integrated O&M manual taking into consideration the O&M manuals supplied by the various EPC Contractors and shall be submitted to the Owner for approval. xiii) Owner s Engineer shall prepare the Project Completion Report incorporating all the as built drawings, calculations and test reports. Owner s Engineer shall submit 10 nos. hard copies and 10 nos. editable soft copies of the Project Completion Report. 1.2 Civil works Scope of Civil works shall include Review of Design and Drawings and there revisions, if any, vetting and recommending for approval of detailed construction drawings of all the components of the project which shall include but not limited to River Diversion Structures, Dam spillway and appurtenant works, Power Intake, Water Conductor system, Pressure shaft, power House, Surge Chamber, Transformer cavern, Tailrace Tunnel & Outlet and any other component of the project including the slope stability of the project area, Dumping areas (retaining walls) and Quarry areas etc. Review of the design & drawings/documents for supply / works shall broadly include but not limited to the following works: i. General Arrangement drawings with coordinates of all major points and locations. ii. iii. iv. Detailed design calculations and structural analysis. Drawings, establishing reference co-ordinates and alignments of each individual structure, specifically aimed to show the interfaces between civil works and EM/HM equipments. Excavation drawings complete with blasting patterns, rock support details, and benching details. v. Rock support & rock reinforcement drawings. vi. vii. viii. ix. Foundation treatment drawings. Instrumentation drawings as required in Dam, Power House and other structures. Soil conservation and Slope Stabilisation drawings Structural steel works details and arrangement. x. Concrete outline drawings for all concrete structures, giving complete dimensions and characteristics such as the grade of concrete, mix designs, types of finishing, location and characteristics of expansion and contraction joints etc. 8

Metal works drawings, giving the position and detail of embedded and non embedded metal parts and exposed metal structures. Review of all Structural Steel Fabrication drawings. Piping and ducts required for air conditioning and ventilation systems. Environmental protection measures for Dumping area such as retaining walls etc. Landscaping and Embellishment of the Dam area. Architectural and finishing drawings of Power House, showing architectural finishing and elements such as door, windows etc. Restoration and Landscaping works of all the dumping sites, quarry sites and any other component related to project. Illumination of all the project components. Review of QA & QC Plans and Protocol Sheets. The Owner s Engineer shall review the Detailed Design (Hydraulic, Structural and others) using latest Engineering and Geotechnical Software such as SAP, EAGDSLIDE, FLAC, UDEC, SIGMA/W, SLOPE/W, SEEP/W, PHASE, SWEDGE, UNWEDGE and other FEM & CFD softwares/relevant softwares for analysis and Design of Dam, Power House, Water Conductor System, Underground works and Construction drawings for various civil works covering all the structures. All the design calculations have to be submitted by Owner s Engineer in editable soft copy in original software format in addition to the word format. 1.3 Hydro-Mechanical Works Scope of Hydro Mechanical works shall include review, vetting and recommending for approval of Design, engineering & Drawings which cover all equipment/systems required for the project including their hydraulic designs, sizing, etc. The Hydro Mechanical works broadly include the following but not limited to the following works: Pressure Shafts & Associated works All Gates, Hoists and gantry Trash rack and Trash rack cleaning machine etc. Any other works, as required for the project. 9

10 The work shall include i. Pressure shaft steel liner, ferrule details including welding and testing methodology. ii. Hydro Mechanical equipments like various types of gates (with their hoisting arrangement, spares etc.) at Dam spillway, Intake, Power House, Draft Tube, Surge Shaft, Tailrace etc iii. Trash Racks and Racking Machine (with installing, removal, cleaning arrangement, etc.) as required. iv. Based on design data sheets and specifications, contractors /manufacturers/suppliers will carry out and submit structural designs and fabrication drawings to the Owner s Engineer through Owner. The Owner s Engineer shall review and recommend for approval, vendor design, and fabrication and installation arrangement drawings for hydro-mechanical works. v. Loading and embedded parts details supplied by H&M and other vendor/s shall reviewed for incorporation in the civil construction drawings. vi. Review of construction/installation methodology for various hydro-mechanical components submitted by the EPC /HM Contractor. vii. Reviewing and recommending the revision, if any, in the drawings, after taking into account the details of HM equipments furnished by HM vendors. 1.4 Electromechanical Works Scope of work shall include review, vetting and recommending for approval the design & drawings/documents for supply / works which broadly include but not limited to the following for Electro-Mechanical Equipment: MIV s TG sets, Generators Governors Static Excitation System Bus Ducts, LAVT, NGC Cubicles 10

11 Control, Protection and Metering, SCADA Grounding system Instrumentation system EOT cranes Power-transformers, Auxiliary/Station Service Transformers Unit Auxiliary Boards, Station Service Boards Bus Ducts GIS 400 KV Cables HT / LT Switch gear DC Battery and charger system Cooling water system Drainage / Dewatering system Compressed Air system Fire Protection System Air Conditioning and Ventilation Systems Communication System Oil handling Systems DG sets, Power and Control cables Illumination system for Dam, Power House Complex, Colony Switch Yard / Pot Head yard Transmission lines and associated works Conductor & clamps Receiving stations Any other, as required for the project The Work shall include, but not limited the following: Reviewing and recommending the revision/ modifications, if any, in the drawings of the Power House Complex, after taking into account the details of E&M equipments furnished by E&M vendors. Based on design data sheets and specifications, E&M Contractors will carry out the design of E&M equipment, and submit fabrication and layout drawings. 11

12 The Owner s Engineer shall review and recommend for approval, vendor design, fabrication and layout drawings for electro-mechanical equipment. Loading and embedded parts details supplied by E&M vendor/s will be used by the Owner s Engineer for incorporation in the civil construction drawings. Review of construction/installation methodology for various electro-mechanical components submitted by the E&M Contractors. The General Arrangement drawings prepared originally at tendering stage will be reviewed and revised on the basis of the drawings and data received from the E&M manufacturers/suppliers. 12

13 QUALIFICATION CRITERIA Annexure-2 To achieve the objective of setting up a Hydro Power Project with the state-of-the-art technology, the Bidders themselves or with their Joint Venture partners should have previous experience and expertise in Review and Vetting and /or Detailed Design & Engineering of at least three Hydro Electric Power Projects in last 20 years, and at least one of them should be in the last five years; involving: i. Experience of review and vetting as Owner s Engineer and/or as Consultant for Detailed Design & Engineering of at least 3 Hydro Power Stations out of which at least one should be Underground power station with Installed capacity of 300 MW and above and single generating unit rating not less than 100MW. Further, the Consultant should have completed Detailed Design and Engineering of at least one Underground power station with Installed capacity of 300 MW and above. Out of the three Hydro Power Stations at least one (1)should have been commissioned. ii. Experience of review and vetting as Owner s Engineer and/or as Consultant for Detailed Design & Engineering of at least 3 Concrete Gravity (including RCC) Dams/ Arch Dams of height 70m. and above, out of which at least one Dam should be of 90m height. Further, the Consultant should have completed Detailed Design and Engineering of at least one Concrete Gravity (including RCC) Dam / Arch Dam. Out of the three dams one should be in operation. 13

14 General 1.1 In case the Bidder is a Company, formed after merger and/or acquisition of other companies, past experience and other antecedents of the merged/acquired companies will also be considered for qualification of such Bidder. 1.2 The Qualification of a Joint Venture does not necessarily Qualify any of its partners individually. 1.3 If the present performance of the Bidder or any of the members in case of a Consortium, in a current contract for any major work is unsatisfactory as certified by the project authority of the relevant project, the Bidder is liable to be disqualified. 1.4 The GVKRHEPPL without assigning any reasons thereof reserves the right to: (a) (b) (c) amend the scope of work to be tendered, reject or accept any Bid for reasons including national defence and security considerations, and cancel the Bidding process and reject all Bids. The GVKRHEPPL will neither be liable for any such actions nor be under any obligation to inform the Bidder of the ground of his decision. 14
